The competition is registered at the IGC for the IGC ranking list. b) The local rules are embedded in the following sequel of rules: 1. Rules announced at the opening briefing on July 1, 2011 or at the daily briefings. 2. These local rules. 3. The competition announcement from January 2011. 4. This holds, in particular, for the validity of all relevant documents, the safety of the glider, the compliance with the operational limits and with class restrictions and for the documentation of competition flights. e) In participating in the championships, all pilots commit themselves to fair sportsmanship and to the highest degree of mutual respect. Air safety (one's own and the other competitors' safety) has absolute priority under any circumstances. - 1 -

f) To improve air safety, all gliders are required to be equipped with a FLARM traffic and collision warning device with the latest software update. 3.2 Safety committee: Will consist of the class speakers and of a representative of the Jury. 3.3 Competition officials and organization Director Deputy director Task setting Administration Scoring Meteorology Flight operations Start operations Aerotow organization Technical Inspection/Scales IT Press / website Webmaster Finances Herbert Märtin Thomas von Larcher Nicola Botta Gismut Schroeder Jakob Schieder Erland Lorenzen Herbert Märtin Heiko Lehmann, Achim Fischer Ronald Liepold Horst Wilser, Peter Krebs Marc Benedde Marius Kelm, Christian Rex, Jonas Florin Michael Reiff Marc Benedde 4. Start and landing fee (training and competition) Aerotow for 15m class: 39,00* EUR Aerotow for 18m and Open class: Self-launch: 42,00* EUR 7,00 EUR per start *) At 600m AGL. Fee can be increased or decreased upon significant changes in energy prices. Fee covers start and landing fees. 5. Flight operations, competition flights The following rules and procedures amend the competition announcement and the SWO and concern Flight operations and competition flights at the airfield Lüsse. The rules and procedures will be further detailed in a self-briefing. The self-briefing is therefore part of the local rules (this document). It will be available for download from http://dm2011luesse.fccberlin.de/. It will be a significant part of the opening and safety briefing. - The launch grid order will be published on a daily basis. Each glider will be assigned a block (north or south) and a grid row. Block and row are mandatory. Gliders shall be towed along the central corridor between the blocks to their designated row. The outer slots in the rows shall be filled first so that access to the inner slots is not blocked. - 3 -

- Water ballast and technical inspection: during the technical inspection, gliders will be assigned a max. reference weight in a full-ballasted, tow-out configuration. Daily weighting will be done in such configuration. All open class gliders will be weighted every competition day. 18m and 15m class gliders will be weighted randomly. Two Seaters in the open class may change their co-pilot during the competition (SWO 2.1). At the technical inspection the reference weight for one co-pilot will be determined. All other co-pilots may not be heavier than the first. All co-pilots must sign the anti-doping agreement prior to the competition day on which they fly. - Launch will take place via aerotow or self-launch, in both cases up to max. 600m AGL. Exceptions might be announced during briefings or via radio. Pilots are responsible for a safe launch. Pilots with self-launcher gliders may start in aerotow. Motor gliders requiring a second (third, etc.) launch can avoid landing by (re)starting their engine in the southern downwind leg of Lüsse airfield at a safe height but below 300 m AGL. - Start: maximum altitude and speed limits for a valid start might be announced during the daily briefings. Pilots might be required to communicate their latest start line crossing to the scoring. There will be no controls of finish line crossings. - The finish lines are located in the western and eastern parts of the airfield. They are straight lines perpendicular to the airfield's runway. The altitude of the finish line is the elevation of the airfield. They extend 500 m on both sides of the runway and are marked with white stripes north and south of the landing field. The finish lines can be crossed in direct landing or speed finish. In speed finish, the minimum height before and at crossing the line is 50 m AGL (possible alignment after official contest approval). Pilots in speed finish shall fly a northern landing circuit (hangar side). They must have enough energy to safely complete the circuit while giving way to gliders in final. For direct landings the southern side of the airfield should be used. - After landing, gliders have to be readily towed away from the landing field. - Outlandings shall be readily communicated to the competition office via SMS or via a third person / helper. The telephone number for reporting outlandings will be printed on the task sheets. The format for SMS reports is: [Comp. ID] [Number of TPs reached] [Lat] [Lon] Example: LV 3 531013 104209 - Trailers: parking places for trailers are the same for all classes. Water supply (via ½ connectors) and electric current (230 V) are available at each parking place. Pilots are required to make their competition IDs well visible on their trailers. - WLAN: Free wireless (albeit not without bandwidth limitations) is available at the camping site. Wired LAN connections are available at the briefing hangar. - 4 -

- Daily briefings take place at 09:30. Pilots may be required to grid before briefing. Changes to the procedure will be communicated in an adequate manner. - Task changes may be communicated via field-briefings. In field briefings, task changes can be communicated by simply dropping a new task sheet in the glider cockpits. (SWO 6.4) 6. Tasks and scoring The following tasks may be set (SWO 7.1): - Racing task.(rt) - Assigned area task with prescribed minimal time.(aat) The tasks will be scored according to the SWO rules using the scoring*strepla system. 7. Competition area, airspace, turn points The competition area extends over parts of Germany, Poland and of the Czech Republic. The ICAO maps Rostock, Berlin, Nürnberg Poland NW and Czech Republic cover the competition area. On Registration each participant will receive 2 ICAO scale 1: 750.000 maps with a special print of the competition area including the competition turn points. Special thanks to the DFS for assistance. A map with a sketch of the competition area is part of the local rules (this document) and will be shown in the briefing hangar. A file in OpenAir format with the competition airspace will be available for download at http://dm2011luesse.fccberlin.de/. This file will be used to score all competition flights. Airspaces requiring a clearance are forbidden airspaces. Details will be given at the daily briefings. 8. Bird sanctuary Flights over the bird sanctuary northeast of Lüsse airfield must observe a minimum altitude of 564 m / 1850 ft MSL. Entering the bird sanctuary vertically or horizontally will be penalised as entering forbidden airspace. The first violation will result in a virtual outlanding, any further violation will result in zero points for the competition day. Any landing in the bird sanctuary will result in a day disqualification for the participant. - 5 -

Recommended are 4 seconds in normal flight and 1 second in the proximity of the start line, of the finish line and inside turn point sectors. The systems used by gliders with very low noise levels during engine runs (for example jet- or electric engines) must conform to the latest Sporting Code Annex B, Chapter 1. Until July 1, 2011 12:00, pilots shall upload a valid GNSS flight record (IGC file) from the primary flight recorder to the scoring system. For motor gliders, this file shall contain a valid engine run. GNSS flight records shall be uploaded to the scoring system no more than 45 minutes after landing or, in the event of an outlanding, immediately after arrival back at the airfield. There will be Computers available in the briefing hangar for uploading the files. If there is more than one file from the competition day (for example in the event of a restart), those files have to be submitted to the scoring office directly and immediately. Upon request, pilots shall make their primary and backup flight recorder available to the competition officials. Flight data from the primary and backup flight recorder shall not be removed until the scoring has the status official. 12.
