May 212 traffic was in line with the forecast. This graph shows the variation in total traffic for the last 12- month period relative to that for the 12-month period before. The total traffic from June 211 to May 212 decreased by. relative to that from June 21 to May 211. Note that there is no more influence of the 21 Volcanic Ash crisis on the 12 monthly rolling trend after April 212. DNM Network Operations Report Analysis - May 212 1

In May 212, several main airports experienced a decrease in traffic (e.g. Frankfurt, Paris CDG, London Heathrow, Munich, Madrid, Rome Fiumicino and Barcelona) compared to 211. The largest decrease was at Ferihegy Budapest (-19.) as a result of Malév Hungarian Airlines ceased operations in February 212. Helsinki and Prague also recorded significant decrease in traffic. The traffic decrease of 1.9% in Madrid is due to Spanair cessation of operations and reduced Iberia traffic. The largest increase in traffic was at Istanbul Ataturk (12.7 %). For air operators, the most significant decreases were for Czech Airlines (-33.3 %), Regional Airline (-26.2%), Air Nostrum (- 23%), Air Baltic Corporat (-16.4%) and Aegean Airlines (-16 %). The largest growth was for United Airlines (141.3 %) and Naysa (62.2 %); these changes were due to airline consolidation and restructuring rather than traffic growth. With the exception of Lufthansa, SAS and Air Berlin the traffic for the top 8 carriers (Ryanair, Easyjet,Turkish Airlines, Air France and British Airways) increased in May 212. Unidentified operators (mainly General Aviation) recorded a decrease of 6.3% in May 212. DNM Network Operations Report Analysis - May 212 2

Tallinn, Stavanger and Ankara ACCs experienced a significant increase in traffic. Malta recorded an increase of 24.9% compared to May 211; this increase is traffic recovery from last year s Libyan airspace closure. Santa Maria, Spain (Madrid, Seville, Barcelona, Palma and Canaries ACCs), Tampere, Copenhagen, Belgrade and Skopje ACCs recorded significant decreases in traffic. The main issue was en-route ATC capacity followed by airport weather, en-route weather and external disruption. Figures are the average daily delays in minutes. Pink dashes (Year-To-Date - YTD) indicate their average daily ATFM delay since the beginning of the year. Langen ACC was the top delay generating location in May and recorded delays above its YTD average. Frankfurt airport was also above its YTD delay average due to thunderstorms and the ongoing ILS relocation (runway 7). Thunderstorms and strong wind were a major delay cause throughout the network: Munich ACC, Istanbul Ataturk, London Heathrow, Zurich, Munich, Paris CDG, Amsterdam and Geneva airports. Istanbul Ataturk s infrastructure issues continued to cause delays in May. The industrial action in Portugal on the 11th, 17th, 18th, 24th and 25th May increased delays in Lisbon ACC. The main impact of the strike was seen as capacity constraints before and after the strike periods. As of May, the YTD en-route delay per flight average (.5 min/flt) is higher than the optimum* level (.43 min/flt) for this time of the year, due to the exceptional strike delays in April. However, the gap between the actual and the optimum levels started to reduce with improved network performance in May. Since the beginning of the year, an average of 31 flights per day was subject to an en-route delay of more than 15 minutes which is below the 211 level. * NM s calculation that provides the optimum en-route delay (min) requirements to achieve the annual target (.7 min/flight). Most significant delays were recorded: On Sunday the 2 th May: The majority of delays were attributable to en-route ATC capacity in Barcelona, Nicosia, Munich, Madrid and Warsaw ACCs. The second main reason for delays was enroute weather and airport weather, Maastricht, Marseille, Reims, Munich and Paris ACCs recorded thunderstorms activity as well as Geneva, Paris Orly, Frankfurt and Paris CDG airports. 6. ALL AIR TRANSPORT DELAYS (Source: CODA) The analysis below is based on airline data provided to CODA by airlines (AO's). As the airline data collection for May 212 is not yet complete at the time of writing, this analysis covers the latest available 13-month period (Apr 211-Apr 212) and contains details on 61% of commercial flights in the ECAC region. ATFM delays reported by airlines are often lower than the ATFM delays calculated by the network manager (NM). ATFM delays of NM are the (flight) planned delays whereas the airlines report the actual experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the rest is the handling delay. As airlines may assign multiple delay reasons for a delayed flight, some of the en-route ATFM delay may be attributed to other reasons if the other reason prevented the flight from obtaining a slot improvement. A common example is a NM reported en-route ATFM delay reported by airlines as a split between reactionary and en-route ATFM delay. According to airline reports, in April 212 the average delay per flight for all-causes of delay was 1.3 minutes. Primary delay share of total all-causes delay was 54% (or 5.5 min/flt) of which en-route delays contributed.9 min/flt. The remaining were Reactionary delays, this counted for 46% or a contribution of 4.8 min/flt. Both NM and airlines reported that en-route ATFM delays were 1 min/flight. Although the overall percentage of traffic departing within their slot tolerance window is above the target (at least 8) there many airports for which compliance can be improved. There are also considerable difference at the level of the countries and airports. Some countries achieve an adherence of 9 and above, whereas other countries only reach a level of 72% adherence to ATFM slots. A positive trend of improvement can be observed in Greece and Turkey. Following the general seasonal trend the absolute numbers of flights departing outside the Slot Tolerance Window has increased.
