Sports & Leisure Master Planning Process Objective: Create an integrated sports, community and tourism hub. Process: Created a Project Group including Office for Recreation and Sport, Department of Planning, Sports SA and Adelaide Shores Developed the process which was to identify the opportunities and needs of the precinct Expression of Interest through Sports Sa and Tender SA Received 37 groups that were interested and reviewed against criteria
Sports and Leisure Master Planning Process Process: Consulted with groups and develop a specific sports and leisure master plan that incorporated all the elements, infrastructure and sports that would enhance the precinct Sports and Leisure Master Plan was the output and then the process of making the plan into reality

Costings Initial costing by QS was $220million Given the costing internally decided to rethink process and strategy Engaged PwC to complete an Integrated Feasibility Study The purpose of this was to determine what the commercial linkages between precinct plans were to maximise return or provide multiple economic benefits

How to secure Funding Adelaide Shores is not in a position to internal fund noncommercial projects: Under Act can enter into joint venture Only options are Federal and State funding and developed pitch documents to support development Actively met with key stakeholders to engage level of interest in developing sport infrastructure on the precinct Momentum gained and first funding achieved in July 2011 ($1million) and then form there a further ($4million) Best Funding Models: When State, Federal, Sport and Adelaide Shores

Master Planning Process What Worked: Overall objectives and that was top of mind Expression of Interest raising awareness of Adelaide Shores Built long term partnerships with Government departments, state sport organisations Aligning projects to meet other organisational objectives allowed funding approval Managing and delivering projects with budget and timelines Planning provided building blocks then secure funding momentum, starts and continues now with many opportunities constant commercial approaches for Business opportunities
Master Planning Process Improvements: Optimistic of scale and therefore cost prohibitive/feasibility At the beginning tried to appease everyone even if didn t fit within objected (filtered that out through process) Could have developed a better Communications Strategy (local councils and residents) Success comes attention and scrutiny of business and need to be prepared for that
