C. To consider the following : Annexure-I C. 1. Ratification of approval granted to M/s. AgriGenome Labs Private Limited, unit in SmartCity (Kochi) Infrastructure Pvt. Ltd. SEZ w.r.t. revised projection parameters on account of expansion of area - Reg. Sl. No M/s.AgriGenome Labs Private Limited, has been issued with LOA No.KL:19:11:SmartCity:2O dated 21.12.2015 for setting up a unit in SmartCity (Kochi) Infrastructure Pvt. Ltd. SEZ for carrying out authorized operations viz. IT/ITeS, Bioinformatics Software Development and Next Generation Sequence Data Analysis. The unit vide letters dt:4/3/2016 and 11/3/2016 requested for approval of revised projections due to expansion of area of 1044.72 Sq. Mtr. (11245.36 Sq. ft.) allotted in Office No.O501, 5 th Floor, Building SCK-01 Southern Wing, SmartCity (Kochi) Infrastructure Pvt Ltd. Kakkanad, in lieu of the earlier allotment of 276 sq. mtr. (3668.49 sq.ft) in Office No.O213, 2 nd Floor, Building SCK-01, Southern Wing. With the expansion, they intend to set up their Lab in a bigger way so as to enable them to implement the project and bring all service activities from other locations to a single roof. The term sheet and consent letter allotting 11245.36 sq.ft. space in Office No.O501, 5 th Floor, Building SCK-01 Southern Wing, has been obtained from the Developer. They have expressed urgency for the approval of their expansion proposal so as to start the fit out works in the newly allocated space, executing Lease Agreement, Sales Tax Registration etc. Considering the urgency expressed by the Developer, approval was granted vide letter No KL:19:11:SmartCity:1 dated 20/01/2016 (Annexure I/A). The matter is placed before the Approval Committee for ratification. 8

Annexure-II C.2. Ratification of approval granted to M/s. Thefra Technopark Pvt. Ltd, Co - developer in SmartCity (Kochi) Infrastructure Pvt. Ltd., Developer for procurement of materials required for authorized operations. M/s. Thefra Trechnopark Pvt. Ltd, Co-developer vide letter dated 26 th March, 2016 has submitted a list of materials for development of Multi Tenant IT Campus comprising construction of IT/ITeS complex in the processing area of the SEZ with an estimated cost of Rs.13,303.86. lakhs. The Central Excise duty involved is Rs.1,662.98 lakhs. The list of materials has been certified by a Chartered Engineer stipulated under Rule 12(2) of SEZ Rules 2006, and a certificate in prescribed format has also been furnished. These items are allowable for authorized operations under Rule10 of SEZ Rules 2006 Approval was accorded to M/s. Thefra Trechnopark Pvt. Ltd, Co-developer vide letter No KL:19:11:SC(K):1 B (3) dated 5.4.2016 (Annexure II/A).considering the urgency expressed by the Developer for procurement of the materials. The matter is placed before the Approval Committee for ratification. 12

Annexure-III C.3. Ratification of approval granted to, M/s. SmartCity (Kochi) Infrastructure Pvt. Ltd. Kochi, the Developer, for procurement of materials for authorized operation in the processing area viz. Installation of Fire Stop System for shaft closing using Hilti products M/s SmartCity (Kochi) Infrastructure Pvt. Ltd. vide letters dated 26 th and 28 th April, 2016 has requested for approval of materials required for authorized operation in the processing area viz. Installation of Fire Stop System for shaft closing using Hilti products, in the first building (SCK-01) at Plot A, SmartCity SEZ Kochi. The work has been awarded to M/s. PFP Works Trading & Contracting, Thuruthiyal Building, Alappuzha. The estimated cost of the materials is Rs.52,88,490/- and duty amount involved is Rs.2,99,390/-. The list of materials has been certified by a Chartered Engineer as stipulated under Rule 12(2) of SEZ Rules 2006, and Certificate in prescribed format has also been furnished. These items are allowable for authorized operations under Rule10 of SEZ Rules 2006. Approval was accorded to M/s. SmartCity (Kochi) Infrastructure Pvt. Ltd., Kochi vide letter No KL:19:11:SmartCity:1 dated 28.4.2016 (Annexure-III/A.) considering their request for urgent procurement of the materials. The matter is placed before the Approval Committee for ratification. 16

Annexure-IV C.4. Application for approval of list of materials submitted by M/s. Sands Infrabuild Private Limited, Co-developer of M/s. SmartCity (Kochi) Infrastructure Pvt. Ltd. Kochi. M/s. Sands Infrabuild Private Limited, Co-developer of M/s SmartCity (Kochi) Infrastructure Pvt. Ltd. vide letter dated 27.4.2016 has requested for approval of list of materials required to be procured from the DTA for piling work relating to construction of the infrastructure project SANDS INFINIT (4215705 sq.ft.) within SmartCity SEZ, as an authorized operation. The estimated cost of the materials shall be Rs.15,68,39,300/- and duty amount involved is Rs.1,96,04,913/- The list of materials has been certified by a Chartered Engineer and Certificate in prescribed format has also been furnished (Annexure- IV/A). These items are allowable for authorized operations under Rule10 of SEZ Rules 2006. The matter is placed before the Approval Committee for consideration and approval. 21

Annexure V C.5. Ratification of default uniform combined list of services containing 66 nos. of services issued and further expanded by the Department of Commerce and circulated by O/o. DC, CSEZ. Based on the decisions of the meeting scheduled by Commerce Secretary to review the issues relating to SEZs with Development Commissioners on 29-08- 2013, a list of default authorized services required for carrying out authorized operations of entities in SEZs has been issued. It was also decided that there would be no prescribed negative list. The services not covered in the default list of services would be considered by UACs on case to case basis. The default list containing 66 Nos. of services issued by the Department of Commerce has been circulated to entities in SEZs vide this office Circular Nos.2/2013 dated 26-09-2013, Circular No.1/2014 dated 02-07-2014 and Circular No.2/2014 dated 25-07-2014, subject to ratification by the respective Approval Committee of various SEZs in Kerala (Annexure-V/A). The consolidated uniform list of default services containing 66 nos. as issued and expanded by the Department of Commerce, Ministry of Commerce & Industry, New Delhi and the respective Circulars issued by this office are placed before the Approval Committee for ratification. 26
