AGENDA ITEMS Agenda Item 1 Welcome, Introduction by the Chairman:- The 12 th Meeting was declared open by the Chairman of MAST, Mr Ibrahim Khalid Safety Manager, Trans Maldivian Airways He welcomed everyone present and thanked MACL for hosting the meeting Agenda Item 2 - Working Paper 1 Provisional Agenda & MAST/12 Draft Meeting Report- - Presented by the Secretariat:- Secretary to the meeting invited all members to approve the agenda as put forward to the meeting All members accepted the agenda as presented to the meeting The Secretary then invited all members to comment and highlight any points to be discussed regarding the draft report of last MAST meeting A suggestion was made by Chairman on agenda item 3 - point 6, regarding guideline materials for float plane operations Since there are no guidelines regarding float plane operations by ICAO, it was suggested to remove the phrase No other comments were raised, and the draft meeting report was accepted by the Meeting Agenda Item 3 - Working Paper 2 Brief on Mandatory Reporting Format Mr Ahmed Fazeel / CAD:- Mr Ahmed Fazeel / CAD briefed all members on the new mandatory reporting format of Civil Aviation Department In his briefing he explained, that the new format is being introduced to have uniformity amongst all operators in reporting incidents Agenda Item 4 Working paper 3 - Outstanding Action Items of MAST Presented by Secretariat:- WP/3 highlighted the following outstanding issues: 1- Training and Licensing of MIA apron staff Secretariat advised Operations Director, on the importance of training all staff working on the apron side and to include other organizations as well in the training 2- Ramp Safety Awareness Workshop for ramp staff- A Ramp awareness workshop has been conducted, Additional workshops to be conducted in future and to include other (third) parties working on the airside

3- The Runway incursion Data base- Mr Ibrahim Thoha / SATCO of MACL briefed the Meeting 3 incursions reported since the last meeting 2 on the main runway and one on the water runway Steps have been taken by ATS to avoid repetition in future Secretariat inquired from Operations Director / Mr Ibrahim Hareef on the progress of the perimeter road Mr Hareef informed the Meeting that the road is almost completed and is scheduled to be operationally effective from 31 st March 2007 4- Emergency Awareness activities at Regional Airports:- A table-top exercise has been conducted at Kadhdhoo to create awareness amongst different agencies acting in an emergency More work needs to be done in this area but priority to be given to issues at Gan as Gan Airport needs to be certified with the November 2007 deadline 5- Incident Reporting System:- To clarify from the Managing Director / MACL on how the incident reporting system has been established at MACL particular attention to be given to wildlife hazard reporting and the responsible director/manager for the system 6- MAST/TF on VFR Procedures:- The Coordinator for the VFR task force meeting Mr Ibrahim Thoha informed MAST that the last scheduled meeting was delayed due to operational reasons The postponed meeting will be conducted in the coming week 7- English Language proficiency:- As there are no regulations regarding the English language proficiency, it was decided to delay this issue for the next Mast meeting CAD to prepare and give a briefing to the MAST members on how this issue will be handled 8- Fuel Tanks Storage at Kadhhoo- Gun firing Activities at Kadhhoo:- Fuel Tanks Storage at Kadhhoo:- Ahmed Hussein to inform Secretariat on the progress made regarding the issue 9 Gun firing Activities at Kadhhoo- Regional Airports are talking with the responsible authorities regarding the activity and steps will be taken to overcome this issue Briefing to be provided at MAST 13 Meeting

10 MAR-C14 amendment:- MAR C14 amendment is underway Runway Safety Task Force to assist in developing the standards for water aerodrome regulations Agenda Item - 5 Other business for discussion:- 1 ATTE Training for ATS Staff It has been decided that ATTE training will be conducted by the Sri-Lankan CAA and training is scheduled to take place in June 2 SMS implementation plan of Operators Individual SMS implementation plan of operators to be briefed at the 13 th MAST Meeting 3 HF at Regional Airports HF transmitters placed at the Control Towers of the Regional Airports were reported to be unserviceable Since the Domestic Airports area of responsibility is 20NM (CTR) it was agreed by Mast members that HF radio is not a requirement Before withdrawal, the matter to be forwarded to the Executive Director/ CAD for the final decision The Chairman in his closing remarks thanked all members for their participation and once again thanked MACL for having hosted the Meeting The next meeting was scheduled to be held at IAS, but due to the absence of an IAS rep TMA agreed to host the MAST/13 meeting The Chairman adjourned the meeting at 12:00 pm END
