Adoption of Previous Minutes The minutes of the previous meeting of the LLC on 26 November 2015 were agreed as an accurate record of the outcome of the meeting. The LLC further wished to express its appreciation for the efforts of Ms Jackie Weaver who chaired the meeting and assisted in getting the Terms of Reference agreed. 3a Election of a Chair and Vice-Chair Cllr A Dawson proposed Cllr Alan McKie for the position of Chair. Votes for: 7 Richard Tiplady proposed Cllr Eleanor Johnson for the position of Chair Votes for: 7 The tie resulted in Cllr Johnson and Cllr McKie leaving the meeting for a short period. Upon their return, the LLC was advised that they had agreed Cllr McKie was to be the Chair and was thus duly elected for the period of 12 months. For the position of Vice-Chair Richard Tiplady proposed Cllr Eleanor Johnson Votes for: 9 Cllr Steve Smith proposed Tony Mills Votes for: 5 Cllr Eleanor Johnson was elected Vice-Chair for the period 0f 12 months. 2 of 5
3b There were no public matters raised directly via members of the LLC. Notwithstanding the above, Mallie Poulton observed that there appeared to be some confusion about the respective status of the CBF associated with the Ince / Protos development and that for the Frodsham Wind Farm. Cllr Steve Smith observed that the onus was on members of the LLC to assist in raising awareness of the differences between the two. Tony Mills advised that this could be discussed at the Ince / Protos forum meetings. Concerns was expressed by representatives from Frodsham that the recently distributed leaflet from Ince / Protos did not appear to have reached Frodsham residents. Tony Mills advised that the request for a full distribution of leaflets to Helsby and Frodsham had been made at the last forum meeting. 3c Members Matters Richard Tiplady raised issues relating to: Arrangements for construction staff to park and get to their respective sites; How much additional traffic might be anticipated; What the proposed routes are for delivery of large turbine components; When the delivery of large turbine components is expected to commence and conclude; Consideration given to safety for users of the Frodsham Marshes public rights of way. Cllr Lynn Riley raised the following issues: Managing unauthorised vehicular access onto the Marshes now that wind farm access tracks were substantially complete; The provision of signage in relation to public rights of way and cycling routes. Mallie Poulton amplified concern about provision of signage, citing the forthcoming Festival of Walks as an example where clear and adequate signage would be essential to avoid disruption to the event. 3 of 5
3d Stephen Snowdon (FWF) tabled the Condition 58 Report which was accepted as an accurate record of formal complaints. Several members of the LLC expressed the view that it would be important to keep this updated regularly once actual erection of wind turbines commenced. 3e Mike Goodier (CHC) outlined progress made in relation to the construction of the civil engineering aspects of the Frodsham Wind Farm and the initial turbine component delivery programme (see separate document). Discussion following this item centred on: Safety arrangements during delivery of wind turbine components and subsequent wind turbine erection; Arrangements made for potential visitors wishing to observe the erection of wind turbines; Potential driver distraction for users of the M56 motorway during the turbine erection period; The necessity for raising awareness of forthcoming activities as soon as possible and ensuring wide dissemination; Potential conflict with turbine delivery dates and Easter bank holidays. 4. Agreed Actions from Meeting No Description Owner 01/16-01 Liaise with Protos team concerning messaging about status of its CBF and differentiate it from the Frodsham Wind Farm CBF 01/16-02 Raise awareness among constituents and parishioners about different respective status of the Protos CBF and the Frodsham Wind Farm CBF 01/16-03 Query effectiveness of latest Protos leaflet distribution with Protos team as Frodsham did not appear to receive it 01/16-04 Clarify arrangements being put in place to restrict unauthorised vehicular access onto Frodsham Marshes once wind farm is complete 01/16-05 Consider an holistic approach to the provision of signage across the Frodsham Marshes to assist walkers, cyclists and visitors LLC 4 of 5
01/16-06 Liaise with Protos team to establish practice in relation to its Traffic Management Plan and potential contractor parking in villages 01/16-07 Ensure Highways Agency is informed about proposed turbine component delivery and subsequent erection programmes 01/16-08 Increase frequency of informative updates on the LLC website and use social media channels also 5. Date of Next Meeting It was agreed that the next meeting would be on Thursday 3 March, 1800-2000 (venue to be confirmed). A subsequent meeting on Friday 8 April, 1800-2000 (venue to be confirmed) was also proposed. 5 of 5
Frodsham Windfarm Cheetham Hill Construction Update Mike Goodier, CHC representative, advised the Members that all 19 turbine bases had been cast prior to Christmas and that predominantly we were now in the electrical phase, finalising the works to the substations and laying cables. In response to Members concerns I can advise as follows All Frodsham Windfarm personnel park in the on-site compound on Lordship Lane and are then transported around the site in vans, 4x4s and minibuses. No personnel park off site and brought onto site. The roads and turbine bases have been constructed so material deliveries are declining although some stone is required intermittently over the next 6 weeks. Turbine components are to be transported from Seaforth Docks to Frodsham Windfarm utilising the route at the back of this report. They will be escorted by the relevant police forces during daylight hours only. The first deliveries are expected from 21 st March 2016 with 6 sets of turbine blades being delivered in advance of the turbine erection works. The current proposed turbine erection sequence is as follows with turbine tower and nacelle components arriving on an almost daily basis between late April and late July wind dependant.
