Our project gradually passes into the second phase of implementation and is already showing first results. Completing some of more complex public procurement procedures in the coming months will begin implementation of investment planned in Bovec, Nikšić and Livno. Meanwhile, the activities that will contribute to the visibility of air sports and interconnection of small sport airports, already begun. Partners met again in Livno (BiH) at our regular meeting where for the good organization of the event and pleasant stay took care the local staff of the Ministry of Economy. Best management practices at airports - Transfer of Knowledge round table in Livno The round table "Best management practices at airports - Transfer of Knowledge", organized by the Ministry of Economy of the Herzegbosnian Canton, was held in Livno on the 16 th of March 2012. The round table was attended by 40 participants from Bosnia and Herzegovina, Croatia, Montenegro, Serbia and Slovenia. The theme of the round table was elaborated through the following five presentations: 1. Presentation of the project A3-NET. 2. Analysis of the current situation of Livno airport and development trends. 3. Trends in the sport aviation and models of the airport development. 4. Viability of the small airports. 5. Co-operation between local authorities and airport users. Round table Presentations were followed by the fruitful discussion, which resulted in five recommendations, which were published on the official site of A3-NET project as well as on the official site of the Ministry of Economy of Herzegbosnian Canton. These recommendations are as follows: - Due to the bad situation that majority of aero clubs and airstrips face, which one prevents serious investments in airport infrastructure, there is a need to intensify work on finding alternative sources of funding, namely IPA and other available funds; - There is a need for intensifying actions that should result in popularization of this sport, especially the part concerning gliding and modelling. That could be achieved through the stronger animation of youth and better cooperation of aero clubs with the educational institutions; - Aero clubs should establish better cooperation with the local government, which should help with solving numerous proprietary issues concerning ownership of the land of runways and sports airports;
Participants at airport Livno - There is a need to establish closer cooperation with BHDCA, which should resolve many dilemmas that operators of airfields face, especially those related to the obtaining of necessary documentation and approval for the work; - Aero clubs should together with the local authorities, attempt to solve the problem of obtaining the status of a border crossing, in order to increase air transport and to popularize and establish better connectivity in the region. Beograd development possibilities of the Airport Lisičiji Jarak The Aeronautical Union of Serbia has been focused on two activities in this period inviting tenders for the undertaking of The Feasibility Study on the Airport Lisičiji Jarak in Belgrade and the meeting of the project partners in Livno. The feasibility study should point put possibilities for better exploitation of the airport Lisičiji Jarak and surroundings, then the possibilities for the development in the area of the business activities for small aviation. The study will also define the following: advantages and disadvantages of the current way of the airport management, possible alternatives, expenses analysis, and the suggestion for the possibility of future investments on this location. The suggested sustainable development model as well as the prepositions for the medium-term and long-term development of infrastructure, and also the possibility for effective connection with other airports whose titular members participate in the project will be also shown in the study. This document will identify the potential future users of the airport and also the investors from the private and public sector. The tender procedures will be finished during April 2012.
Airport Lisičiji Jarak Two team members from Serbia, Milena Pavlović and Milica Kljajić, participated at the partnership meeting in Livno. After the partners agreement on future activities, a round table on the topic of The Best Practices in Airport Management Transfer of Knowledge commenced. Milica Kljajić, the public relation representative of VSS, held a presentation on the topic of Trends in Sports Aeronautics and Directions of Airport Development, with the highlight on the examples from the Lisičiji Jarak airport. The following conclusion was reached: because of the conversion of ownership and diverting the focus from the aeronautics development strategy, the sports flying faces a difficult challenge, mostly because of the lack of the continuous source of income. Belgrade Sports Airport Lisičiji Jarak represents a unique airport nearby a two-million administrative and economic centre of Belgrade, towards whom the whole Serbia leans, and geographically it exists on routes that connect the east and west, north and south. By Serbia s entering to the European community, the airport would get even more on the significance and possibility of development. The first precondition is surely the construction of concrete runway which would make possible the airport functioning even in worse weather conditions (snow/rain), and with the building of a night start conditions will be fulfilled for the 24/7 usage of the airport. Besides, the following activities that would surely bring about the improvement of general state in aeronautics have been identified investment in the quality and activities which initiate the infrastructure development, construction of individual but connected hangars, shared ownership over aircrafts and management and exploitation, enlarging the accommodation capacity for people and aircrafts, service development / restaurants, shops, and possibilities of aircraft servicing and fuel purchasing. Nikšić - Open Montenegrin championship on paraski In the previous period, the Municipality of Niksic has implemented a series of activities to promote the project A3-NET. Mayor of the Municipality of Niksic, Mr. Nebojsa Radojicic was organized a working breakfast with the representatives of the media, on which they met with this project A3-NET and other projects which are implemented in Niksic and financed from IPA. Texts were published in newspapers and bulletin of Union of municipalities in Montenegro.
Within the activity Modernization of the airport, it was prepared and launched tender, and a contract for the development of the Main project for sports airport in Niksic with supporting facilities was signed. Project completion is expected soon, after which they will be audited and will begin with preparation of tender for investment. Championship organization team Within the project, Municipality of Nikšić organized Open Montenegrin Paraski Championship from 30 th March to 2 nd April 2012. The competition brought together teams that competed in the disciplines of jumping with a parachute and giant slalom. Weather conditions were not ideal First place won Nemanja Goronja from the Aero Club "Banja Luka" (Bosnia and Herzegovina) and title of Champion of Montenegro went to Sasa Dragojevic from the Aero Club "Spiro Mugosa" from Podgorica (Montenegro).
