664 HARPLEY PARISH COUNCIL Minutes of the Parish Council Meeting held, after due notice, on Thursday 21 st September 2017 at 7.30 pm in the Village Hall. 121/17 Present: Chairman B Chandler, Cllrs A Reid, N Steed, T Richards, C Hoddy, J Pocklington 122/17 Apologies: Cllrs A Case, T Cable Sir Henry Bellingham M.P. 123/17 To receive declarations of interest from members in any item discussed. None 124/17 Minutes of the meeting held on 20th July 2017 were confirmed as being a true record of the proceedings and were signed by the Chairman. Proposed: Cllr Hoddy, all agreed. Matters arising from those minutes 125/17 Minute 104/17 Brick Yard Lane The provision of seating was discussed. Cllr Steed will liaise with Larry Moss and Adam Case to organise a date for moving the wood that is suitable for seating. Cllr Reid offered to assist with cutting the seating area. 126/17 Minute 105/17 Play park The four quotes for cutting the hedge between the play park and the village hall were discussed. Cllr Reid raised the question of a waste disposal licence and it was agreed that the contractors be asked about that before a decision is made. Clerk will contact Jay Duran and Leigh Allen regarding the licence. It was proposed by Cllr Richards that, if he has a licence, Leigh Allen should be asked to undertake the work at a cost of 200. The proposal was carried. Ian Sporn will cut the willow shelter when time allows. Neil Steed will fill holes in the climbing pole. 127/17 Minute 111/17 Parish Partnership Scheme Details of the scheme have been included in What's On but there has been no response from the village. It was decided that no further action be taken. 128/17 Minute 110/17 Houghton Music and Arts Festival The festival was held at Houghton Hall on 10th-14 th August. There have been some complaints made to Cllr Cable about the festival. In his absence it was agreed to carry this item over to the next meeting. 129/17 Footpaths In 2021 there will be a new definitive map produced covering the footpaths in the parish and Cllr Reid pointed out that if there are existing footpaths that are not at present registered on the existing definitive map of the parish these may be lost in 2021. It was decided the parish council should acquire a copy of the existing definitive map before proceeding further. Cllr Case will deal with the footpaths on Lower Farm land. There may be a cost involved in definitive registration. Clerk to look into acquiring a map.
665 130/17 Data Protection Course There are new data protection rules coming into force from 25th May 2018 replacing the Data Protection Act. The Clerk would like to attend a course relating to the changes. Cost would be 28. Proposed Cllr Pocklington, all members present agreed. 131/17 Clerk's Networking Group Linda would like to attend the meeting in Swaffham on 29 th September; there will be no charge. 132/17 Ranger visit 16 th October Tasks to be added to list cleaning drains on Cross Street, cleaning speed limit signs and cutting back vegetation around signs (north village). 133/17 Bus Shelters Cllr Richards has cut the nettles in and around the shelters. Cllr Chandler suggested that installing waste bins might help to solve the litter problem. The village hall committee kindly offered to donate some large plastic bins they were not using. Cllr Chandler will install the bins in at the shelters. 134/17 Hedges along Rudham Road The hedges along from the barns are now dangerously overhanging the road and need to be cut back. Clerk to contact Houghton Estate. 135/17 Report from County/Borough Councillor M. Chenery of Horsbrugh Not present 136/17 Questions and comments from members of the public David Mallows will continue to maintain the tyre garden 137/17 Correspondence received a) NARS request for donation b) Norfolk Citizens Advice request for donation It is the policy of the Parish Council to support charities which directly benefit the village, thus no donations can be made to the above. 138/17 Invitations to meetings None 139/17 Papers to be tabled Clerks and Councils Direct 140/17 Planning Matters Letter received re the wall outside The Rose and Crown (Ref 16/00406/O) indicates that our letter has been misconstrued in that this reply refers to the wall being struck by vehicles whereas the parish council was concerned with vehicle on vehicle collision resulting from on street parking along side the wall and reduced visibility due to parked cars. It was proposed by Cllr Steed, seconded by Cllr Hoddy that a letter be sent to Norfolk County Council and the Appeal Inspector again stating the Parish Council concerns. All members present agreed.
666 141/17 Finance As attached expenditure 494.06. All agreed for payment. There is an outstanding payment for What's On advertisement that will now have to be waived. The advertisement has been removed. PAYE to be paid to HMRC on a monthly rather than quarterly basis.
