The Robert B. Balter Company (Balter) has an extensive and continuously active involvement with the expansion of Washington Dulles International Airport (IAD) and Ronald Reagan Washington National Airport (DCA) and. Through multiple contracts, Balter has provided geotechnical engineering and construction inspection and materials testing services for MWAA since the Authority s formation some 25-years ago for every type improvement serving these facilities. Many of these contracts include: RESIDENT ENGINEERING, CONSTRUCTION MANAGEMENT & QA/QC SERVICES (CONTINUOUS CONTRACTS FROM 1985 2010) Balter participated on four (4) continuous PM/CM contracts providing Consulting Engineering, Resident Engineering, Special Inspections (SI), Quality Assurance Testing, Acceptance Testing, Quality Control, Civil Inspections and Materials Testing Services for the Metropolitan Washington Airports Authority s Airport Improvement Programs at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD). Balter operates a 4,400 SF Materials Testing Laboratory and Inspection Office on site at IAD that supported the Special Inspections and QA/QC representation of MWAA. This accredited facility conforms to the requirements of ASTM D3740 (Soils), ASTM C1077 (Concrete), ASTM D3666 (Asphalt), ASTM E-329 (Agency), AASHTO R-18, and is inspected by AMRL and CCRL. The comprehensive engineering, SI, QA/QC and materials laboratory testing services associated with this contract included the placement and use of construction materials related to horizontal, vertical, and underground construction; primarily related to earthwork, pavements (asphalt and concrete), foundations, reinforcing steel, concrete, masonry, infrastructure reinforcing and structural steel utilized in the construction of runways, taxiways, tunnels and the airport traffic control tower; AeroTrain (subway); maintenance and safety/operations facilities (ARRF); infrastructure including (VDOT) roadways and bridges, fuel tank farms; fire systems; parking garages and surface parking. Engineering services were provided for the review of specifications concerning concrete, asphalt, cement-treated aggregates and other construction materials; foundation shop drawings; sheeting and shoring shop drawings and assisting with the compilation of as-built drawings and specifications cognizant of FAA standards. Under this contract, Balter has been involved in over 100 projects at DCA and IAD with construction costs exceeding $6.5 billion. Balter also offers among the highest accredited materials laboratories and Inspection and Testing Agency credentials in the Country, and provides all subsurface explorations and associated geotechnical engineering support disciplines in-house.
