APPROVED JULY 19, 2017 Kitsap County Parks Advisory Board Island Lake Minutes June 21, 2017 Meeting called to order by Chair Ani Gatz at 6:07 PM. Board Members Present: Larry Walker, Kathryn Thompson, Ani Gatz, Jon Pearson, Tleena Ives and Elizabeth Grady. Members excused: Frank Stricklin, John Grinter, and Joanne Clark. Staff Present: Jim Dunwiddie, Travis Buell & Leigh Snyder Members of the Public none attending Introduction of Travis Buell the new Assistant Park Director. Approval of the April 19, 2017 minutes: Motion: Jon Pearson Second: Kathryn Thompson Motion to accept the April 19, 2017 minutes as presented. Discussion: None Action: minutes approved unanimous vote. Correspondence & Communication: None Jim suggested that we remove this as a regular agenda item beginning in July as it is rare that there is any to share. Directors Report: Jim Dunwiddie Please note the new format for staff reports (attached). South Kitsap Skate Park Dedication ceremony for the plaza - name after Mike Vandenberg a very dedicated and active volunteer is this coming Saturday from 12:15 to 12:30 during the annual Skate Park Celebration held -11:30AM to 3:30 PM. The annual Water Trails Festival is also this Saturday and Sunday. We will be reallocating funds from the Banner Forest Parking Lot project to extend electrical service to the Howe Farm Ban and to expand the Anderson Point Parking Lot. Arno has cut a trail at Jackson/Marbeth to the residential area and we will purchase gravel to place on that area. Once complete it will be a pathway that runs along Jackson and Lund. Working with stewards on a small parking lot off Norman Road (NKHP). Removed the backstop and adding picnic area at Kola Kole Park. Kitsap County United Day of Caring is this Saturday. There are three projects slated to include Banner Forest and the Fairgrounds. Parks Stewardship Group has been formed for the Port Gamble Heritage Forest with Mark Schorn the contact. The department has recently acquired a 48 acre parcel Olympic View adjacent to Bangor. A group Friends of Olympic View Park is being formed more information to follow on the group and parcel. In answer to a question posed by Elizabeth Grady regarding the seasonal speed limit signs posted at Wildcat Lake Park Jim responded that the Department is working with Public Works to have reduced speeds 24 hours per day for a limited time. We would accept reduced speeds from 9:00AM to 9:00PM- this is an issue with the signs being changed several times and we are working to resolve the matter quickly. He also will provide Elizabeth with talking points for questions regarding the harvesting of shellfish at Guillemot Cove.
In answer to a question posed regarding the GPS Trail Rescue Sign Tags as reported by Steven Starlund the guide is a checklist for the Park Stewards who will perform the GPS mapping. Once mapped it will be handed off to OEM, 911 and Search and Rescue to complete. You can get an idea of a completed map with sign tags etc. located in Exhibit A-2 as part of the Park Department Briefing. Park Stewardship Reports Newberry Hill (report attached) big news new user group of Coho Salmon parr! They were found in the scoured outfall of Culvert 18! Both the WDFW and Suquamish Tribe were notified and made a site visit. Banner Forest working to prep road bed at Banner Slew closing trail for a month to construct a turnpike concept using mesh, pressure treated lumber, 2 types of rock and crowning the road to assist with water runoff and drainage. Kingston Parks and Trails mapping connector trails. North Kitsap Heritage Park working on mapping and land classifications. Hansville Greenway cleaning up after the conclusion of the recent OPG logging. Sub-Committee Reports: Communications- Ani will send out instructions on how to make information go viral. Point No Point video will be ready for next month. Parks & Property- Holding pattern until the PROS plan public outreach is done and data from that reviewed. Visitor Services - We are waiting for Risk Management and the Civil Prosecutor to get back to us on the night riding issue and then will look to the Department to communicate the decision/recommendation. PROS Plan Have met with Steven Starlund and are looking for new ways to engage the public. We will look for input from the stewards of large properties, interview folks at the booth at Fair (working on games for kids to keep them occupied while the parents are engaged in discussion), interview folks at local farmers markets and other area festivals. Parks Report July 2017 Marketing & Communications New Picnic Shelter Brochure in process. Press Release for Boand Arena Dedication complete Tennis Court Resurfacing article and Village Green Golf Course published in the Kitsap Sun Kitsap Sun to schedule for the remainder of the 2017 through 2018 approved. Stewardship/Volunteers United Way Day of Caring Volunteers (USS Buffalo) painted fences and weeded at the Fairgrounds 3 Eagle Scout projects being planned for at the Fairgrounds. Volunteers assist maintenance staff in maintaining and repairing barns, gates, buildings, and playground. A new volunteer for horticulture areas on the Fairgrounds has started. 75 kids from the LDS church scheduled a work party July 29 th to weed and paint. 200 volunteers expected on Super Saturday (August 5 th ) at the Fairgrounds to be working on preparation of the barns, grounds, Presidents Hall, and rodeo arena for the fair. Projects Boand Arena PA System installation set for July 2017. Fairgrounds parking lot striping scheduled for July. The dugout roof at Lobe Field 4 replaced. Notice to proceed for the Lobe Field 1 Press Box has been sent to the contractor. Several drain projects are slated during the Press Box Project on field 1. Painting of the restroom at Anna Smith Park is planned. Installation of new cedar shake roof on the Silverdale Waterfront Park gazebo scheduled. Contractor selected for the replacement roof on the maintenance/mechanical shop. Issued a notice to proceed for the purchase of the picnic shelter at Wildcat Lake Park. Anderson Hill Athletic Field vault toilet restroom (CXT) has been ordered. Restoration thinning has begun at Newberry Hill Heritage Park; completion mid- September.
Picnic Shelter roof replacement underway at Island Lake Park. Milillianna Road maintenance work complete. Installation of an irrigation weather station component is underway at South Kitsap Regional Park. Volunteers will assist with the construction of a 3000 interior trail off Jackson Avenue. Vault restroom has been ordered for the Skate Park plaza. Root rot mitigation and restoration thinning project at South Kitsap Regional Park is complete. Site and trail cleanup continues. The US Coast Guard is conducting a review of all the environmental, cultural resource, and archeological studies of the Point No Point Lighthouse property (including a new soils investigation for potential lead contamination), prior to the divestiture of the light station to the County. Restroom is complete and open. Contractor is working on a re-design/reconfiguration solution for restored Howe Farm barn door. Planning 2018 Parks and Open Space Plan (PROS) staff is updating the 2012 PROS Plan s goals, strategies, objectives, and preparing a draft survey for public input. South Kitsap Regional Park A new playground is being planned for the north area of the park, geared toward 5-12+ year old children. An accessible trail to that area is being developed. Port Gamble Port Gamble Forest Heritage Park Stewardship Group is developing a Trails Plan and Land Classification Plan for future additions. Private fundraising has raised over 2 million dollars to purchase an additional 1500 acres of the Port Gamble forest from Olympic Properties Group. North Kitsap Heritage Park Stewards are preparing recommendations for landscape classifications and wetland protection guidelines. County-wide Heritage Parks Stewardship Groups for four of our Heritage Parks are mapping trails and trail intersections for inclusion in the GPS Emergency Rescue Trail Tag system. Forest Stewardship planning for Coulter Creek and Banner Forest Heritage Parks continues.
