Short Ave. S. Parramore Ave. Project Location SR 408/East-West Expwy. Carter St. Conley St. W. Gore St. Multiple parcels, between Carter St. on the north, Willis St. on the south, Short Ave. on the west, and Eresken Ave. on the east.
Background 1965: Parramore Village PUD constructed, consisting of 75 single-family attached townhomes. 2004: Parramore Village demolished. 2009: Weaver Ct. and portion of America St. abandoned; former Parramore Village property rezoned to PD for proposed Wells Landing townhome and single-family home development; subject properties replatted as Wells Landing Subdivision. 2015: Due to Great Recession, property never developed. Instead, property transferred back to CRA ownership. Solicitation issued for redevelopment proposals, applications received late 2015. 2016: recommended for approval by the MPB; two (2) appeals filed against the PD recommendation of approval.

FINDINGS. The proposal is consistent with the State Comprehensive Plan (Chapter 187, Florida Statutes), the East Central Florida Strategic Regional Policy Plan, and with the provisions of Chapter 163, Part II, Florida Statutes. The proposal is consistent with the goals, objectives, and policies of the City s adopted Growth Management Plan (GMP). The proposal is consistent with all applicable requirements of the City of Orlando Land Development Code, the Downtown Orlando CRA Plan, and the Parramore Comprehensive Neighborhood Plan. The proposed Framework PD conforms to all applicable performance & design standards; and adequate public facilities exist to serve the proposed use. Staff and MPB recommended approval of the, subject to the 36 required conditions and 12 informational comments contained in the MPB staff report.
