of the dredging operations and aids to navigation works in the Argentina s Santa Fe Confluencia waterway. LIC. CLAUDIO DANIELE cdaniele@estudioayd.com.ar Presented by Ing. Martín Civeira

Study area Argentina s Santa Fe Confluencia waterway Extension: 654 km of the Paraná River. Connects Santa Fe s port with the Barranqueras and Corrientes ports, until its confluence with the Paraguay River. The Paraná River is located in the Rio de la Plata Basin, the second largest basin in South America and the fourth largest basin in the world, which has an area of 3.1 million km2. It hosts a big valuable biodiversity and is one of the largest freshwater reserves in the world. The study area includes the operational area and direct influence of the project (river and its coastal areas).

Is being developed by Hidrovía SA. Objetive: boost the national and international commerce of outputs and inputs of the Center, North and Mesopotamia regions of Argentina and an increasing commercial load coming from Paraguay, Bolivia and south of Brazil. Responds to the requirements of the political and economical local factors, and the ever-expanding international trade, while promoting the processes of regional and hemispheric integration. This plan will address the restrictions of the Paraná River determined by the "critical places", consisting mostly of sandy bottoms with limited depths and widths, and the limitations to navigation resultant of the lack of aids to navigation. The deepening project aims to reach the navigational draft to 10 feet. Environmental impact assessment of the dredging operations and aids to navigation works in the Argentina s Santa Fe Confluencia waterway.

Santa Fe-Confluencia and Santa Fe-Atlantic Ocean Projects The Santa Fe-Confluencia Project joins with the already existent navigable waterway that connects the port of Santa Fe with the Atlantic Ocean, through the Paraná and the Río de la Plata rivers (Argentina). Since 1995 the Santa Fe Ocean waterway is being dredged by Hidrovía SA, and Environmental Impact Assessment (EIA) are being developed by Estudio de Ambiente y Desarrollo Bureau, with a numerous group of interdisciplinary specialist.

in the context of HIDROVÍA PARAGUAY-PARANÁ PROGRAM Santa Fe-Atlantic Ocean and Santa Fe-Confluencia projects enforce the Hidrovía Paraguay Paraná Program, which runs through Argentina, Bolivia, Brazil, Paraguay and Uruguay from Cáceres Port (Brazil) to Nueva Palmira Port (Uruguay). ENVIRONMENTAL IMPACT ASSESSMENT (EIA) Environmental impact assessment of the dredging operations and aids to navigation works in the Argentina s Santa Fe Confluencia waterway.

SCOPES» Systematic identification of the environmental consequences of the execution of the deepening project in relation to the previous conditions.» Evaluation and consideration of the impacts respect to quantitative and/or qualitative indicators.» Proposals for measures to mitigate any negative impacts that are detected.» Elaboration of an Environmental Management Plan and a Monitoring Plan. Environmental impact assessment of the dredging operations and aids to navigation works in the Argentina s Santa Fe Confluencia waterway.
