Wynyard Matters_12pp A5 Bro_Mar 17.qxp_Layout 1 24/03/2017 11:41 Page 1 E D I T I O N 1 8 S P R I N G 2 0 1 7 Road Traffic Update In the last six months or so there has been a considerable amount of activity to try to deal with some of the issues we have on and around Wynyard relating to speeding vehicles and road safety. We felt it was time to update residents on what has been happening and what they will see happening in the future. Wynyard Woods Loop Road Wynyard Woods loop road has speed bumps on the south section which comes under Stockton Councils highways remit but the north section which is overseen by Hartlepool has none. Many residents who use this road have expressed concerns about the speed that cars travel along this road. It is particularly dangerous now that the temporary Primary school is situated there and parents are trying to park, cross the road and drop off their children. Having spent time watching the road at peak times it is clear that this is a dangerous situation. The residents association asked for a representative from Hartlepool highways team to come and meet with them and see the situation for themselves. Just prior to Christmas a representative came out and met with two of the committee and the Elwick Parish Councillor responsible for Wynyard. As a result of that meeting a speed survey will be conducted to determine what measures should be applied to reduce the danger.
Wynyard Matters_12pp A5 Bro_Mar 17.qxp_Layout 1 24/03/2017 11:41 Page 2 The Wynd Grindon Parish Council have made a formal application for chicanes to be situated on The Wynd as a result of the survey undertaken last Summer to elicit resident s views of the speed issues on The Wynd. As yet there has not been a decision made to implement this but we should have some news in April/May as it was to be considered for funding from the 2017/18 budget. A689 pedestrian crossings In the last three months there have been several accidents on the A689 in the vicinity of the west gate roundabout. The highways plan for the A689 has pedestrian crossings allocated in it at the West Gate roundabout and a footbridge proposed for the East Gate roundabout. However there are no designated timescales for the implementation of these actions. The residents association have asked Hartlepool Council to implement the West gate pedestrian crossing as a matter of urgency. This is to accommodate the growing number of residents from Wynyard Park on the north of the A689 who take their lives in their hands trying to cross this road. It is unacceptable to urge parents to walk their children to school across a road of this nature. Hartlepool council sent out a representative to inspect the area and discuss the issues with us and we await their decision. We will update the website at as soon as we hear of any action. Calling all Crafters Wynyard is forming a craft group. If you can knit, sew, crochet, quilt, make cards or decoupage then this is for you. All ages and abilities welcome. This is a chance to get together with like minded residents and spend some time crafting. The meetings will be held every Wednesday but you can drop in and out. We have been asked to promote a larger and more ambitious display for Christmas 2017.. BUT...we do not know who was responsible for the display. Wynyard has a well-established and thriving book group. Our meetings are not high-brow but just a group of interested folk who enjoy trying new authors and chatting about their books. We hold our meetings at 7.15pm on the first Monday of every month, unless it is a bank holiday, when we meet on the second Monday. There is no meeting in August. Wynyard Matters_12pp A5 Bro_Mar 17.qxp_Layout 1 24/03/2017 11:41 Page 6 Planning in Wynyard an update on current planning issues and affairs Wynyard Neighbourhood Plan Consultants Urban Vision NS have provided a design statement for the neighbourhood plan. This has been sent to our neighbourhood planning consultant for Wynyard to be included in the main plan. UVNS also made some recommendations for changes to the policies these will also be included. Hartlepool Local Plan Consultation on this has closed. Hartlepool Rural Plan The outlying villages around Hartlepool have created their own neighbourhood plan, the Hartlepool Rural Plan. The boundary of this plan area borders the Wynyard neighbourhood plan area. The rural plan is open for post submission publicity until 17th April 2017. Please do look at this. It contains some areas of interest to Wynyard residents especially the proposed junction improvements with the A19 at both Elwick and A179 and the expansion plans for the villages. Stockton Local Plan Consultation on the Stockton local plan has closed. The publication of the draft plan caused a further 40 applications for development. These are under consideration by Stockton council. They have delayed forwarding the plan to a page 6

Some of these applications are in the area around Wynyard. If all are accepted then Wynyard development south of the A689 could go all the way from Wellington Drive to the A19, where this will meet the west expansion of Wolviston, also to the A19. Residents of Stockton Borough Council should have received a consultation document asking for their views on changing the boundaries of Grindon parish Council and establishing a Wynyard parish Council. This survey was issued just after Christmas and residents had a few weeks to respond either on paper or on line. The response from this consultation is now being collated by the council and a recommendation will subsequently be put to the council based on all the feedback that has been gathered. This is not a swift process, it has to be carried out in accordance with government regulations or it becomes an invalid decision. It is unlikely that any Wexit could be implemented prior to the next budget point so Grindon will continue with its present boundaries and membership at least until March 2018. Whatever the new boundary changes result in will be implemented after that point. The residents association handed in over 400 residents signatures in support of Wynyard forming a new Parish Council without the rest of Grindon, we are hoping that this plus the residents consultation will mean that a new Wynyard Parish Council takes control over its own needs and funds in the future. We will be selling outside of the Co-op as usual and the sale ends when we have nothing left, usually about 2.30pm or when we get rained off! WRA are hoping for better weather than last year. A number of charities have been nominated to receive the funds raised by this popular event and WRA are asking residents to vote for their favourite. Chocolate hazelnut ice cream cheescake has only four ingredients and can be prepared well in advance. Start by putting 200 grams Honey nut cornflakes in a bowl with with half a 400 gram jar of chocolate hazelnut spread mix well to combine Because this is the base for the cheesecake you don t have to worry about breaking up the cornflakes a s you mix. Press the mixture down well into a 23 cm springform tin. Take a clean bowl and beat 360 grams of cream cheese until smooth. I have used full fat and the lighter versions and both have worked well in this recipe. Fold in the remaining half a jar of chocolate spread and a further 400 gram jar as well into the cream cheese mixture. Smooth this over the chocolate cornflake base and smooth it off. Wrap it in cling film and freeze overnight. About half an hour before you are going to serve remove from the freezer, this makes it easier to cut. Sprinkle chopped toated hazelnuts over the top and slice and serve. This is a great dessert, very indulgent and will actually keep in the freezer for up to a month. page 11
