APPENDIX 7 SHOPPING FRONTAGES Shopping area change of use policy For the purpose of Policies PSD2.2 and PSD2.4, shop and non-retail uses shall have the meaning set out below and all references to shop and nonretail uses shall be construed accordingly. The terms "shop" and "retail use" are interchangeable in this context. The meaning of the term shop is specified by Class A1 of the Town and Country Planning (Use Classes) Order 1987. This use class covers the use of premises for all or any of the following purposes: - a) for the retail sale of goods other than hot food, b) as a post office, c) for the sale of tickets or as a travel agency, d) for the sale of sandwiches or other cold food for consumption off the premises, e) for hairdressing, f) for the direction of funerals, g) for the display of goods for sale, h) for the hiring out of domestic or personal goods or articles, i) for the reception of goods to be washed, cleaned or repaired, where the sale, display or service is to visiting members of the public. The meaning of "non-retail" includes all uses other than A1 (shop) use. The meaning of the term appropriate non-retail (service) uses is specified by Class A2 (Financial and Professional Services) uses and Class A3, A4 and A5 uses of the Town and Country Planning (Use Classes) Order 1987 (as amended in 2005), together with some uses which are not included under any class of the 1987 Use Classes Order. The following list of uses is provided for guidance, it is not intended to be comprehensive. Class A2 Uses Include: Banks Building Societies Housing Aid Centres Property Shops Licensed Betting Offices Employment Agencies Job Centres Estate Agents Welfare Benefit and Advice Centres Solicitors } Accountants } Class A2 when their services are provided Loan Shops } primarily to visiting members of the public Insurance Brokers } Appendices, Explanatory Maps and Diagrams App. 29

Class A3 Uses Include: Restaurants Class A4 Uses Include: Public Houses Wine Bars Class A5 Uses Include: Fish and Chip Shops other Hot Food Takeaways Uses not in any class (Sui Generis): Launderette and Dry Cleaners Car Hire Office Driving School Office Amusement Centres are not appropriate in primary shopping frontages. Primary shopping frontages have been defined by reference to rental and pedestrian flow levels and the proportion of vacant street level property over a period of years. However the nature of the retailing in a particular area and its contribution to the overall shopping experience of a centre has also assisted in the definition of primary frontages. Other main shopping frontages, though also in predominantly retail use and contributing significantly to a centre's attraction, are less important and score less highly than primary frontages. Secondary frontages are characterised by a variety of uses including nonretail service occupiers and higher turnover of occupant.
