About Our Survey Draper Aden Associates is pleased to present the 28th Annual Virginia Water and Wastewater Rate Report. Earlier this year, 265 Virginia water and wastewater providers were asked for information concerning their water and wastewater rates. Sixty-one percent or 162 responded and provided the data included herein. For the first time, we asked facilities to include additional data based on consumption of 4,000 gallons per month. Since residential usage has decreased in many areas across the Commonwealth, we thought it would be beneficial to collect rates for lower consumption. We asked for information based on consumption of 4,000 and 5,000 gallons of water (535 and 670 cubic feet respectively) per month. Participants were asked to include all water and wastewaterrelated charges listed on the customer s bill. rates both inside and outside of municipal boundaries were listed where applicable. Data for residential connection fees and capital recovery charges are included along with data reflecting rates for non-residential customers using one million gallons per month. This year, our topical section dealt with asset management-a process designed to improve overall system performance, reduce long-term costs, maximize return on investment and plan for long-term financial sustainability through proactive infrastructure management practices. The survey asked whether specific components of asset managment programs had been implemented by utilities, and, if so, what results had been attributed to these efforts. Survey results will be available later this year in a new and improved interactive Rates Dashboard, created in partnership with the EPA s Environmental Finance Center at UNC-Chapel Hill. Control Group Data Response Breakdown For the past 21 years, the survey has featured a control group comprised of 20 water and wastewater providers who represent a cross section of utilitites across the Commonwealth. The information in the table below is reflective of the data collected from this group. Over the past ten years, the combined average water rate and wastewater rate increased by 69.8%. 3

Asset Management Asset Management is a systematic process to help utilities get the most value from their water and sewer infrastructure and to ensure that financial resources are available to repair and replace assets when needed. The process includes developing a program to reduce overall costs while increasing efficiency and reliability. An asset management program typically includes a written plan, but many utilities have implemented some components of such a program, even without a written plan. Questions in the survey were designed to gauge the extent of asset management activities being implemented by utilities in Virginia. Yes No Don t Know or N/A While approximately 64% of respondents reported that they do not have a formal work plan in place to implement an asset management program, responses to this section of the survey indicate that 1) many respondents (57%) have mapped system assets in GIS, and 2) 67% of respondents are moving toward predictive and preventive maintenance (as opposed to relying on reactive, corrective or emergency maintenance). Almost 66% of respondents indicated that they do not have a process in place for assessing the likelihood or consequences of asset failure. Both are indicators of system risk, a key component of a functioning asset management program. While 31% of the respondents indicated that they do not have staff directly dedicated to an asset management program, they are implementing some aspects of a program, and many reported realizing benefits from the program components that they have implemented. Some direct examples of reported benefits include: Using asset management helps us plan our work and budgets, resulting in fewer emergency and reactive events. Asset management on our water tower and well cleaning has prevented more costly repairs. Benefits from our asset management program and efforts include decreased number of emergency water leaks and decreased number of sanitary sewer overflows. We are better able to ascertain future needed improvements/repairs/replacement which aids in cash management and planning for financing when needed. Better use of resources, less frequent failures and prioritization of projects are some of the benefits realized. Better utilization of financial resources. Budgeting, identifying/ranking CIP projects. GPS location of system assets, line meters, fire hydrants, etc. allows for easy location/documentation of installing new assets. Continuing to develop/improve asset management program. 5
