Community Aviation Consultation Group Meeting Notes - Meeting No 76 Date: 24 June 2016 Meeting: Venue: Topic 1:00 pm 3:00 pm Passenger Terminal, Moorabbin Airport 1. Governance Introductions/ Apologies Opening address and welcome by the Chair at 1pm. A list of member attendees and apologies is included at Attachment 1. Membership changes Nil reported. Amendment to core documents Refer to Action Item below. Calendar Items The next CACG meeting will be held on 23 September. The Chair advised that the CACG may go on a bus tour of the airport and surrounds and were asked to RSVP as early as possible to the meeting. Information Ministerial Communication Nil reported. 2. Minutes of Meeting The meeting notes of the 8 April 2016 CACG Meeting were formally adopted and the Chair advised that these meeting notes were available on the Moorabbin Airport Corporation (MAC) website. 3. Priorities of Meeting The Chair outlined the priorities for the meeting. 4. Correspondence Letters to the Chair Nil reported. Page 1 of 5

5. Action items Draft CACG Membership and Terms of Reference The draft CACG Membership and Terms of Reference documents have been circulated and clearly marked draft. The Chair stated that the group have been waiting for the Commonwealth to issue new Membership and Terms of Reference guidelines however it was determined that rather than continue to wait, it would be best to release the Moorabbin Airport CACG documents. The Chair asked the Group if there were any immediate issues with documents. The Chair asked Group to note that only two representatives of any member organisation would be permitted to attend the CACG and that the membership application form would also need to be completed annually. The Chair stated that the draft documents would be uploaded to the website. The Chair suggested that the documents could take effect from 1 January 2017. Action: MAC to upload draft CACG Membership and Terms of Reference documents to the MAC website. A member of the City of Kingston Council, asked that the status quo remain for the council representatives until the council elections were complete. The Group agreed. Moorabbin Airport to re-issue the Consultant report and re-distribute the Circuit Training Reference Group feedback The Chair stated that the documents had been included in the previous meeting minutes and also uploaded to the MAC website. Amendment to Fly Friendly Procedure Guidelines The Chair requested that discussions regarding the Fly Friendly Procedure guidelines be referred to the MAC General Manager Operations. 6. Planning Draft Master Plan 2015 status update A representative from MAC provided the Group with an update of the Master Plan. It was stated that the Minister now has 26 business days to respond to MAC s submission (by 1 August). It was stated that a media release would be written to advise of the outcome. The Chair stated that an outcome would be decided by the time of the next CACG meeting. Development South West corner works Street landscaping is complete. Boundary Gardens have vacated the premises. $10m is being invested and an additional 45 jobs are being created. KCP Redevelopment Building construction is due to commence shortly car park works are due to finish next month and the entire works are due for completion before Christmas. Approximately 300 jobs are being created. Chifley New Warehouse Construction of a new warehouse with office due to commence shortly. Page 2 of 5

Chifley Drive Extension Telstra quote to start the cable works has been received and will take 10-12 weeks. The infrastructure authority can then undertake their works and the road will be completed. Infrastructure Mordialloc Settlement Drain This is now complete and has been handed over to the water authority (Melbourne Water). FareShare Kitchen Garden Garden beds have been installed and soil has been delivered and moved into garden beds by a team of volunteers including some members of the MAC and Goodman teams. 7. Operations Airport Operations Manager Report The Chair introduced the new MAC General Manager Aviation, John Nahyna. The composition of the Runway Safety Committee was explained to the group. The Runway Safety Committee is comprised of approximately 20-30 representatives including operators at the airport, regulators, emergency services and MAC. The MAC representative advised that the airport averages approximately 20,000 movements per month. The MAC representative also advised that a community newsletter will be released by MAC which will feed items from the CACG to the local community. Members of the CACG were asked to advise John Nahyna (MAC) or Alexandra Poles (MAC) if there are any items they would like included in the newsletter. The Chair stressed that John Nahyna is now the first point of contact for discussions with MAC. 8. Media Coverage Articles A MAC representative stated that Moorabbin Airport media coverage since the last CACG included the Chifley Drive extension and the Angel Flight, 400th flight. 9. Community Support MAC Careers Day A representative from MAC presented on Careers Day. Over 100 students and 20 operators participated including Moorabbin Airport operators and representatives from the ADF and the airlines. Museum A representative from the Museum presented on events at the Museum including the recent acquisition of the Canberra bomber which was gifted by the RAAF heritage organisation. The transport of the aircraft to the Museum was widely covered by media including Channel 7 and Channel 9 news. Videos of the transport received 30,000 views per day and Twitter peaked at 900,000 for the day. Membership of the museum is growing with 300 new members this year. Page 3 of 5

Royal Victoria Aero Club (RVAC) A representative from the RVAC presented on events at the RVAC including the Young Eagles in May which attracted 25 young people. A marketing campaign has commenced which includes distributing postcards to drum up interest. RVAC is also hosting a Flight Deck dinner in the almost dark for Albinism Australia. Monash Health A representative from Monash Health presented on the Monash Children s Hospital Family Fun Day occurring in April 2017 from 11am to 8.30pm. There will be ticketed event rides, face painting, food trucks and market stalls. The expected attendance is 8000-10000. A raffle will also be conducted and Monash Health are seeking airport support with prizes (possibly joy flights). The Group was made aware that there may be road restrictions during the event. A member of Council requested that a representative of Monash Heath contact local authorities regarding traffic issues before the event. Members of the Group were asked to contact Matthew Hannan from Monash Health at Matthew.Hannan@monashhealth.org if able to assist with raffle prizes or if there were any further questions. Moorabbin Flying Services (MFS) Aviation for Women Conference A representative from Moorabbin Flying Services (MFS) presented on the Aviation for Women Conference. The conference was targeted at secondary school females to raise awareness of the opportunities available in the aviation industry and how to access them. Speakers included a Virgin Airlines F/O 737, Qantas F/O 737, Virgin Australian cabin crew, Airservices Australia Air Traffic Control and Fire Fighting. Over 40 people attended and feedback was exceptional. Due to the popularity, MFS will aim to hold the event annually. 10. Presentations ASA Safety Promotion A representative from Airservices Australia (AsA) presented on safety promotions within AsA. Many airports have local runway safety teams, including Moorabbin. There have been significant reductions in the runway incursions at Moorabbin Airport attributable to the Movement Area Guidance (MAG) sign project and the removal of taxiway hotspots. Airport operators at Moorabbin Airport are actively engaged in the airport s Runway Safety Committee. AsA hold regular pilot nights where pilots attend the Melbourne Airport Centre to familiarise themselves with air traffic control. The Group was asked to contact Nicole Connelly directly with any questions or with requests for safety promotions material at nic.connelly@airservicesaustralia.com. Airservices Airservices Presentation A representative from Airservices Australia (AsA) presented on helicopter operations at Moorabbin Airport. Page 4 of 5

AsA stated that aircraft movements at Moorabbin Airport had increased since the last CACG. AsA will be moving to online reporting and Moorabbin Airport will have a dedicated page on the AsA website. AsA is also undergoing an organisational structure change which will apply from 1 July 2016. Further updates will be provided at the next CACG. 11.
