ICOMOS and the World Heritage Convention WHC is a major tool for heritage conservation. ICOMOS has always been and remains committed to the success of the Convention. The need to improve the procedures through a permanent dialogue with the Committee and the States Parties 2

World Heritage in ICOMOS activities GA discusses resolutions on strategic directions, budget and program frameworks, (and on site related matters), Board implements the GA decisions, governs, prepares the proposal for the triennial program, International Secretariat administrates the activities and contracts, provides communication, documentation, coordination of development work and publications, World Heritage Unit coordinates ICOMOS WH work and manages the WH contracts: evaluation processes of nominations and SOCs, ICOMOS publications on WH, and contributions to the OG and other work for the convention, Intl Secretariat Administration provides accounting, archiving and communication services, and infrastructure, publishes on WH (Thematic studies, Guidelines), Documentation Centre houses the evaluation documents and WH collection, welcomes visitors to the library, maintains the web site, 7

World Heritage in ICOMOS activities WHWG develops the methods and activities for ICOMOS WH work and makes proposals tor the Board, Projects (currently Nature / Culture with IUCN, Rights-Based Approaches to WH Management with all AB s), Processes audited in 2008-2010, amended accordingly in 2011 2014. 8

ICOMOS World Heritage Working Group Provides tools for the development of ICOMOS policies concerning World Heritage, Coordinates ICOMOS participation and contributions to the WH events, Provides reflections on the developping work on WH, Coordinates the drafting of an MoU with IUCN, Contributes to ICOMOS projects on WH (thematic studies, RBA, Nature/Culture, ) Makes proposals p to the Board, Assesses the work of the Panel. 9

ICOMOS World Heritage Panel Provides ICOMOS institutional opinion on the evaluation of WH nominations of cultural and mixed properties (in coordination with IUCN), Consists of 20-25 Panel members (depending on the nature and number of the nominations), current advisors, and WH staff, Representative on expertise of typologies and cultures, gender balanced, bilingual, Annual rotation of experts, triennal rotation of officers, Ethics: WH Panel Mandate, Policy for the Implementation ti of the ICOMOS World Heritage Mandate, Note, the development of the complexity of the nominations (serial and transnational). 13

World Heritage Contract Main contract is funded by WHF and adopted by the WH Committee annually and biannually, Devived in two parts: advisory services 75 %, monitoring services 25 %, Cuts since 2012: all development work (Thematic studies, Global Strategy), staff time, production costs, translation, slicing of all evaluations (nominations, SOCs), The evaluation cost covered by UNESCO for a cultural nomination (ICOMOS) is less compared to the evaluation cost for a natural nomination (IUCN). 21

World Heritage Contract The contract t amount is determined d by the budget approved by the World Heritage Committee. In 2012, the total contract was for 702.000 In 2013, the total contract was for 774.000 For 2014-2015, the biennial contract is for 1.400.000 (augmented by 92.000 for unfunded/unforeseen costs) 22

Breakdown of ICOMOS costs Every year, ICOMOS receives an allocation from UNESCO to cover the advisory & monitoring services for the WHC. 75% goes to advisory services, and 25% to monitoring services. ICOMOS contractual budget & our real costs 11% Overhead allocation of the WH contract (or 68,000 ) covers only 56% of all the overhead costs associated, which add up to 120,000 as follows: Support staff costs (50% accountant, 20% DG, 20% documentalist, 1 intern) 69 000 Premises & Archiving (50% of rent, heating and maintenance) 36 500 Infrastructure (50 % of telephone, teep e, equipment e and data maintenance) a 14 500 Unfunded indirect costs 44% 52k Indirect costs funded by the contract 56% 26

Changes already adopted by ICOMOS New Panel composition to achieve greater regional and cultural representation, per recommendations of the external audit by Jade Tabet. Early communication of recommendations of the Panel to nominating SPs, including recommendations for No Inscription Working as early as possible with SPs to overcome issues of referrals and deferrals in order to expedite inscriptions 30

Our intermediate goals Explore ways to expedite listing of worthy properties by Engaging nominating SPs, Sharing and working with the SPs to address weaknesses identified in the nomination dossier by the Panel, and Inviting SPs for face-to-face f discussion with the Panel? 31

Our long term goal A joint ICOMOS - IUCN Unit to provide upstream, midstream and downstream assistance for: Early determination of the potential for OUV (for ex. in properties on tentative lists), Assistance with development of management structures, Solving state of conservation problems, and Solving issues leading to WH in Danger listing. 33
