International Civil Aviation Organization 04/04/18 CAR/SAM Regional Planning and Implementation Group (GREPECAS) Eighteenth Meeting of the CAR/SAM Regional Planning and Implementation Group (GREPECAS/18) Punta Cana, Dominican Republic, 9 to 14 April 2018 Agenda Item 7: Other business ACADEMIA SUPERIOR DE CIENCIAS AERONAUTICAS: INITIATIVES THAT SUPPORT THE STATES AND SERVICE PROVIDERS OF THE REGION IN THE SUCCESSFUL IMPLEMENTATION OF STATE SAFETY PROGRAM (SSP) AND SAFETY MANAGEMENT SYSTEM (SMS) (Presented by Dominican Republic) EXECUTIVE SUMMARY The Academia Superior de Ciencias Aeronáuticas (ASCA), certified as Regional Training Center of Excellence (RTCE) by the International Civil Aviation Organization (ICAO) remains active giving support to ICAO`s projects and initiatives, for the development and joint planning of activities directed to promote a successful regional implementation of States Safety Programmes (SSP) and Safety Management Systems (SMS), and also promotes the States cooperation to build strategic alliances for instruction and technical assistance on safety related matters. Introduction 1.1 Since opening 10 years ago, the Academia Superior de Ciencias Aeronáuticas (ASCA) has achieved national and international leadership and recognition because of the high quality offer on education and it s continuous contribution to the aviation community through the different programs endorsed by the International Civil Aviation Organization (ICAO). 1.2 ASCA, as part of the Dominican Institute of Civil Aviation (IDAC), has always been engaged to collaborate with the Dominican CAA, being the air navigation services provider and regulator as well and with all ICAO Member States, on the implementation of States Safety Programmes (SSP) and Safety Management Systems (SMS), through the development of academic programs addressed to fulfill all the training requirements related to the Element of Safety Promotion: Training and education and Safety communication on the SSP/SMS implementation. 1.3 As part of NAM/CAR Civil Aviation Center, ASCA has shown it s interest on promoting the Member States cooperation and is constantly working on strengthen strategic alliances to promote the development of competent technicians and efficient personnel training, which will be responsible to perform sensitive tasks for the aviation industry, in particular those related to ICAO s strategic objectives, as in this case we can refer to the SSP/SMS management related tasks. 1.4 As part of International Civil Aviation Organization (ICAO) programme New Generation of Aviation Professionals (NGAP) and related Working Groups, and with the awareness that without promotion and constant training there will be an important decrease on qualified technical personnel trained for aviation sector, ASCA is committed to develop attractive academic programs, with high technical quality, where the SSP and SMS implementation are included, which will be a guarantee on future generations to have the ability and required training to manage the most relevant aviation issues, with excellency and proficiency. 1.5 It is ASCA`s best interest to offer the necessary support to research and study cases related to aviation, which results could contribute to enhance the instruction programs that promote a sustainable development of the aeronautical activity on Member States of the region and which results could turn into tools to determine future instruction needs, addressed to the civil aviation growth. 2. Analysis 2.1 Academic Offer of ASCA related to safety, oriented to the implementation and strengthening of the State Safety Programs (SSP) and Safety Management Systems (SMS). 2.1.1 Since 2012, ASCA has designed different academic programs, with the interest of transmitting robust knowledge of safety management, so that participants are able to manage with high quality standards the safety risks that arise from aeronautical activity.

- 3 - GREPECAS/18 IP/16 2.1.2 Some of those programs designed by ASCA are the SMS Basic Course, Safety Risk Management Course, SMS Auditor Course, Safety Assurance Course, Process-Based Approach Course, Hazard Identification Workshop, Human and Organizational Management Seminar in Safety Management, Leadership Seminar in Safety Management, Closing Gaps in Safety Management Seminar: From Reactive to Proactive Management, SMS Seminar: Evolving toward decision making and the State Safety Program. 2.1.3 It is ASCA s interest to cooperate with other States in complying with the Annex 19 SARPs, in that sense the designed training programs related to Safety Management were addressed to Civil Aviation Authorities of the Region and to different companies and organizations that are part of the civil and commercial aeronautical activity. 2.1.4 It is worth mentioning that personnel from national and international organizations have held safety training programs in ASCA such as: Transcarga Internacional (Venezuela), Sundance (Venezuela), Air Panamá (Panamá), Empresa Cubana de Aeropuertos y Servicios (Cuba), Servicios Integrados Aeronauticos (SIACA) (Venezuela), Vuelos Económicos Centroamericanos (El Salvador), Swissport (Costa Rica), Aeropanamericano (Venezuela), Línea Aérea TAME Amazona (Ecuador) y de República Dominicana Aeropuertos Siglo XXI (AERODOM), Aeropuerto Internacional de la Romana, Aeropuerto Internacional del Cibao, Fuerza Aérea Dominicana, Caribe Cargo, Terpel, Swissport Dominicana, Junta de Aviación Civil, AERODOMCA, Grupo Punta Cana, Menzies Aviation, Outlook Aviation, Servicios Aéreos Profesionales, Tripulantes par Viajes Especiales, Helidosa, A&P Services, Black Sheep Flight School, Helicenter, SETRAD, AVIEX, among others. 2.1.5 Personnel from ASOCEA (Brazil), Haiti Airports Authority, Costa Rica, Ecuador and Dominican Republic Civil Aviation Authorities, have participated on the different SSP courses delivered at ASCA, reaching a very positive feedback regarding the contents and instruction methodology. 2.1.6 ASCA also held training programs with international partners as ICAO, with whom ASCA coordinated the Safety Management for Practitioners Course (SMxP), having the assistance of Transport Canada (Canada), Copenhagen Airport (Denmark), Jamaica Civil Aviation Authority (Jamaica), European Aviation Safety Agency, AEROCIVIL (Colombia), AEROTEL (Jamaica) and the Trinidad and Tobago Civil Aviation Authority. With IATA cooperation have been imparted the Safety Risks Management Courses, Safety Indicators Courses, SMS and QMS on Civil Aviation Procedures and Fatigue Associated Risk Management, having the participation of Curacao Civil Aviation Authority, AVIANCA (Colombia), ECASA (Cuba) y Dominican Republic personnel. 2.1.7 The Civil Aviation Dominican Institute (IDAC), as air navigation services provider, has implemented a Safety Management System (SMS) at Air Navigation Direction, for which ASCA, as academic institution, has supported with safety promotion, regarding training and education, what has allowed the Dominican State accomplish the necessary framework for the referred SMS implementation and maintenance.

- 4-2.2 Implementation and Maintenance of SMS Instruction Programs Standardization on Region Member States through NAM/CAR Civil Aviation Instruction Centers. 2.2.1 Regional training center maintain a strong cooperation commitment with States of the region, with an attractive academic offer designed to fulfill the training need related to SSP/SMS implementation and operation. 2.2.2 in order to have a more efficient response to those needs, the NAM/CAR Civil Aviation Instruction Centers have been working on the necessary steps to sign the Memorandum of Cooperation (MoC) for the Regional Collaboration on Training, which will allow to gather efforts to accomplish the common objective of stablishing a formal Alliance for technical-academic cooperation to promote and share experiences related on aviation subjects related to teaching and training, especially those regarding design, planning, execution and joint control on interested academic programs. 2.2.3 Accordingly, ASCA, as a Civil Aviation Instruction Center, supports the initiatives aimed to fulfill the regional needs, which is why is open to sign Memorandum of Cooperation (MoC) as an efficient tool to meet the States training needs on a standardized, efficient and high quality matter. 2.3 Attractive Academic Offer design in behalf of New Generation of Aviation Professionals (NGAP) Program, for a future successful SSP/SMS Management. 2.3.1 The Academia Superior de Ciencias Aeronáuticas (ASCA) has been cooperating through the Working Groups, to ICAO s initiative on the New Generation of Aviation Professionals (NGAP) Programme, on the promotion and design of attractive training programs for the aviation sector, which will allow new technical personnel training for future generations, with the objective of having competent personnel committed to maintain the Aviation Safety levels on the future, based on Annex 19 and SMS related regulation. 2.3.2 ASCA commits to maintain an attractive academic offer capable of adapting to the targeted region needs and making continuous efforts to support the NGAP Programme on the promotion of SSP/SMS academic programs, actions oriented to guarantee an appropriated aviation safety management by the future generation of aviation professionals. 2.1 ASCA will provide technical assistance on the First Air Transport Meeting/Workshop: Case of Study Dominican Republic, which will allow the identification of aviation sector growth impact related to the Dominican State Safety Management. 2.4.1 The main objective of the First Air Transport Meeting/Workshop: Case of Study Dominican Republic, to be held at ASCA from April 23-25 2018, is to develop a study regarding the social and economic impact induced by the aviation sector growth on the Dominican Republic after publishing the Civil Aviation Law (491-06). 2.4.2 It is ASCA priority to cooperate with the necessary technical assistance so this study can be carried out with the most high quality standards, making available for the North American, Central America and Caribbean Regional Office (NACC), the Dominican Republic Civil Aviation Board (JAC) and the Dominican Civil Aviation Institute (IDAC) all the tools and logistics necessary for the study successful conclusion, as having an active participation on research, analysis and specialized studies, and also the design of formative actions aimed to strengthen training on technical items related to the study.

- 5 - GREPECAS/18 IP/16 2.4.3 As expected, are confident this study will deliver specialized technical information that could be used to identify training needs, national and regionally, also of academic programs that allow the implementation of systems that guarantee the development and growth of civil aviation sector in a way States can obtain a positive and meaningful social and economic impact from the sector, reproducing the framework stablished on the Dominican Republic to the promotion and growth of civil aviation. 3 Conclusion 3.1 Academia Superior de Ciencias Aeronauticas (ASCA) as an educational institution, specialized in technical training, has a priority to use all the tools that are available at the regional level, to enhance cooperation, integration and growth of the States of the region, especially in all aspects related to a successful safety management, and the implementation and maintenance of their SSP and SMS systems, through the design of academic offers that meet the need of the region related to training, education and promotion related to SSP and SMS systems. - END -
