1. Introduction INVITATION FOR EXPRESSION OF INTEREST Indah Water Konsortium Sdn Bhd (Company No. 211763-P) ( IWK ) is seeking for Expression of Interest (EOI) from consultants registered with the Ministry of Finance (MoF) and Suruhanjaya Perkhidmatan Air Negara (SPAN) under the relevant category to participate in the proposed tender for consultancy services related to the National Sewerage Catchment Strategy (Phase 1A). The EOI will be used for evaluation purpose and all prequalified consultants will be invited to participate in the tender for the proposed project. All applicants must be:- (a) (b) (c) A company incorporated under the Companies Act 1965 Malaysia; Registered with Suruhanjaya Perkhidmatan Air Negara (SPAN) and Registered with Ministry of Finance (MoF), Malaysia under the relevant categories: i. Environmental Study (330207); or ii. Town and Country Planning (330206); or iii. Civil Engineering (330101) All applicants with experience in policy / strategy formulation would have an added advantage. The consultants are permitted to submit EOI in the name of a joint venture or partnership with relevant expertise companies in participating the consultancy services for the tender of the NSCS. Only one firm among such consultants, as the case may be, should be allowed to submit expression of interest for a consultancy agreement. Consultants are thus required to declare any linkage with other consultants. Any subsidiaries, parent or sister companies are not allowed to bid on the same agreement and this should be sorted out among them before submitting any expression of interest. 2. Background Over the last 20 years, State and Local Level Catchment Strategies have been prepared to assist planning decision making, especially to help identify projects under the various Malaysia Plans. These were mostly prepared by IWK for general planning strategy, and later as part of planning services to National Sewerage Catchment Strategy (NSCS) Page 1
JPP in order to develop a sewerage development plan as a basis for sewerage infrastructure development by Government. Sewerage Catchment strategies contain information related to the sewerage system in a catchment or sub-catchment, that are demarcated based on topography and development corridors. By identifying the current and future land use of a catchment via Sewerage Catchment Strategies it enables the projection of the population accordingly as well. Besides that the Sewerage Catchment Strategies also provide an overview of sewerage issues and prioritisation of all existing sewerage system and coverage. These are used for the purpose of evaluation on development plan approval, acquisition of land for regional and sub-regional plants and also in preparation of CAPEX program for the Government i.e Rancangan Malaysia (RMK), Greater Kuala Lumpur (GKL), Northern and Eastern and Southern Corridor etc. In view of the various shortcomings in the catchment strategies prepared in the past, it is proposed that a National Sewerage Catchment Strategy (NSCS) be formulated, that gives credence to the document as it will be driven by the Regulator. It is recognised that such a document can be the vision and road map for the development of sewerage infrastructure for the Nation, and help in making planning decisions. It can form the basis of the National Sewerage Development Plan (NSDP), which will then guide the sewerage development through the Government s Malaysia Plans and also the Business Plans of the Service Licensee and Facility Licensee. The National Sewerage Catchment Strategy shall have line of sight to National Policies and aspirations. Therefore the sewerage planning policy shall be derived from relevant National Policies, long term plans and other National Development Thrusts. This must then distil into a Sewerage Strategy document setting out the parameters of Sewerage Planning, considering appropriateness, local terrain and context, changing environments, expectations, needs and technologies while maintaining sustainability and line of sight. 3. General Description of the Project Requirements The National Sewerage Catchment Strategy will consist of two parts: i. National Sewerage Planning Policy and National Sewerage Planning Strategy, incorporating the dynamic GIS model (Phase 1) ii. National Sewerage Catchment Plan (Phase 2) National Sewerage Catchment Strategy (NSCS) Page 2
The work will therefore be split to two Phases, and the Project which is being proposed in this EOI is confined to Phase 1 A only. Phase 1 is divided into two distinct sub-phases as below: i. Phase 1A: Policy framework, Sewerage Planning Strategy. ii. Phase 1B: Sewerage Planning model, SISCA matrix zones, GIS model. The output of Phase 1 will be the National Sewerage Planning Policy, Sewerage Planning Strategy and the GIS based dynamic model which will enable the prioritisation of catchments. The Scope of Services to be provided by Consultant for Phase 1A is as follows: 3.1 Phase 1A The objective of Phase 1A of this study is to develop the National Sewerage Planning Policy and Sewerage Planning Strategy. The task to be undertaken during Phase 1A includes: 3.1.1 Carry out preliminary discussion with IWK, SPAN and study needs of planning policy framework. Establish needs for linkage and line of sight to National Policy. 3.1.2 Consultations with relevant Ministries, SPAN, IWK, Majaari, JPBD, DOE, JPP, State Governments, Local Authorities, Industry players etc 3.1.3 Sewerage planning and management in the context of relevant international practices 3.1.4 Compile background based on National Planning policy initiatives, Historical evolution, current and future perspectives and development thrusts. 3.1.5 Review requirements in documents on physical land use, water resource and environmental planning including Outline Perspective Plan, National Physical Plan, State Structure Plans and Local Plans, Economic Transformation plan, and all other relevant documents which have a bearing on Sewerage Planning and development 3.1.6 Identify related legislation, both Federal, State as well as Local authority by-laws, subsidiary legislations and guidelines National Sewerage Catchment Strategy (NSCS) Page 3
3.1.7 Collate planning philosophies 3.1.8 Institutional framework: assess current institutional framework related to sewerage planning and sewerage infrastructure development, including proposals and recommended planning structures. 3.1.9 Carry out a holistic assessment of sewerage and sewage pollution issues and related matters 3.1.10 Technology and emerging trends: Consider Technology changes, evolution of environmental standards and stakeholder expectation, sustainability prospects, emerging trends in water / wastewater management, considering local as well as overseas developments. 3.1.11 Formulate draft outline of sewerage planning policy 3.1.12 Assist IWK and SPAN to conduct stakeholder consultation workshop to finalise draft Sewerage Planning Policy 3.1.13 Formulate draft outline of sewerage planning strategy which shall incorporate 3.1.14 Assist IWK and SPAN to conduct stakeholder consultation workshop to finalise draft Sewerage Planning Strategy 3.1.15 Prepare final report for Phase 1A, and assist IWK in presentations to relevant parties internal and external, including SPAN. Consideration inputs, comments and suggestions from presentation are to be included and finalise report. Subsequent to this, IWK would be carrying out Phase 1B. However, Phase 1B is not included in the scope of the current consultancy for which this EOI is being sought. The scope of Phase 1B includes: 3.2 Phase 1B The objective of Phase 1B is to develop the Sewerage Planning Zoning. The task to be undertaken during Phase 1B includes: 3.2.1 Carry out preliminary discussions with IWK, SPAN and other relevant stakeholders to understand current planning tool, application, GIS systems and need for Sewerage Planning decision making systems 3.2.2 Research and identify similar planning decision making tools, particularly GIS based tools being in other sectors locally and in other countries, for land use, infrastructure and other purposes National Sewerage Catchment Strategy (NSCS) Page 4
3.2.3 Consultations with relevant Ministries, SPAN, IWK, Majaari, JPBD, DOE, JPP, State Governments, Local Authorities, Industry players etc 3.2.4 Review outputs based on Phase 1A relating to sewerage planning policy, planning strategy 3.2.5 Prepare draft Sewerage Planning Zoning document which will comprise GIS maps of the study area indicating zones for planning decision making coupled with a linked database containing criteria, parameters, considerations, weightages etc. The Sewerage Planning Zoning document will detail the decision making process for various aspects of sewerage planning 3.2.6 This Sewerage Planning Zoning document will be the basis for the development of the GIS based dynamic planning model. This GIS based sewerage planning decision making model shall be used in conjunction with a criteria / parameter database 3.2.7 Apply policy and strategy line of sight and relevant parameters in the Sewerage Planning Zoning document and GIS based dynamic planning model to prioritise zones for appropriate sewerage catchments strategy development. 3.2.8 Based on the results of the prioritization as above, propose scope of work for Phase 2 of NSCS. 3.2.9 Assist IWK and SPAN to conduct stakeholder consultation workshop to finalise draft Sewerage Planning Zoning document and GIS based dynamic planning model. 3.2.10 Prepare final report for Phase 1B, and assist IWK in presentations to relevant parties internal and external, including SPAN, take into consideration inputs, comments and suggestions and finalise report, Sewerage Planning Zoning document and GIS based dynamic planning model as well as scope of work for Phase 2 of NSCS. 4. Evaluation Criteria and Selection Process Information received in response to the EOI will be reviewed and evaluated by the EOI Review Committee. IWK reserves the right to disqualify applicants based on EOI information submitted and shall not be answerable and not liable for any costs incurred by Applicants in response to this solicitation or for any work involved.
