I wish to invite your Administration/Organization to participate in the Second European meeting of the Cooperative Arrangement for the Prevention of Spread of Communicable Disease through Air Travel (CASPCA-Europe/2) to be held from 3 to 5 July 2012 in the premises of the Frankfurt Airport, thanks to the kind acceptance by Germany. The meeting will be held in collaboration with the World Health Organization (WHO). 2. You will recall that the First European meeting of CAPSCA was held in Paris, France, from 20 to 22 September 2011. The Meeting was very successful and stimulated inter-sectorial interaction amongst more than 70 participants from 26 European States and 11 international organisations. This First CAPSCA Meeting specially highlighted that public health emergency planning in the aviation sector cannot be successfully implemented without communication and collaboration between all involved. 3. To facilitate the implementation of the above, it was agreed that the ICAO Regional Director organise the Second meeting of CAPSCA in July 2012 with the objective to develop a clear understanding of the roles and involvement of all stakeholders, especially those from public health and aviation sectors, as well as public and private organizations. 4. You will also recall that the CAPSCA project commenced in 2006 in order to assist States to implement public health-related amendments to the ICAO Annexes, which in turn are based on the World Health Organization International Health Regulations (2005). It is currently operating in all regions (Europe, Asia Pacific, Africa, the Americas and the Middle East). The project is managed by ICAO, in close collaboration with the World Health Organization, and additional partners include Airports Council International and the International Air Transport Association.
