Sir/Madam, Subject: Commencement of Project Prashikshan for ITBA Training-Nomination of Local Resource Persons and ITD Officers and Officials for training from each PCIT/PDIT/CIT/DIT charge - Reg. 1 P a g e Kindly refer to above mentioned subject. 2. The roll out of Income Tax Business Application (ITBA) would be completed shortly. ITBA training through Project Prashikshan would be imparted to officers/staff of the Department for effective use of ITBA/HRMS modules. For effective training and local support in future, 3-5 officers/officials should be identified from each Pr.CIT etc and trained as resource persons for training and hand-holding for other employees. The Local Resource Persons are typically expected to be at the level of Sr TA or ITI or ITO (or equivalent) and should be pre-disposed towards assisting their colleagues in ITBA/ITD or technical matters and should be helpful by nature. 3. These resources persons would assist TCS trainers in conducting ITBA training program for the field users at their respective regions. The In-depth training program of resource persons would be conducted at respective regions as a pre-cursor to the training of other employees. Thereafter, they would continue to assist other employees locally in use of ITBA/HRMS Modules. 4. While identifying 3-5 resource persons from each PCIT/PDIT(Inv)/DIT(I&CI)/CIT(E)/CIT (Audit)/CIT(TDS)/CIT(Intl Taxn)/ Attached Directorates charge, it may be ensured that the
officer/official is well versed with computer system, income tax and assessment procedure etc and has actively used ITD/ITBA system, and is likely to continue in the current charge for at least next 1 year. Selected 1-2 resource persons from CIT(Appeal)/CIT(DR)/CIT (DRP)/CIT(TP)/CIT(Judicial)/Admin and Hqrs to CCIT can also be nominated. 5. It may be noted that these resource persons would be engaged / dedicated for ITBA training assistance on rotation basis (specially when training of other employees in the same charge is being held) during August/September and may require to be spared from their regular work for few days. 6. Further, RCC Admin will enrol these Local Resource Persons through HRMS interface in the first batch of training going to be held at various locations. Thus, the First of trainees at each location is dedicated for Local Resource Persons ONLY. If total number of nominated resources spill over in a batch, they may be accommodated in very next batch going to be held in the particular location. 7. All other ITD Officers and Officials above the rank of TA may also be nominated for ITBA Training as per details in Annexures in subsequent es (preferably PCIT charge wise). The details of training schedule is enclosed at Annexure A. 7. The list of nominated persons for the training of Local Resource Persons and Training of ITD Officers/Officials may be submitted by the PCIT/PDIT(Inv)/DIT(I&CI)/CIT(E)/CIT (Audit)/CIT(TDS)/CIT(Intl Taxn)/Attached Directorates to respective RCC Admin O/o CIT(Admn & TPS) for enrolment of resources in HRMS in the following format (List of Nodal Officers is givn in Annexure). It may be noted that if nominations are not received or if resource persons are not selected carefully from any PCIT/PDIT(Inv)/ DIT(I&CI)/CIT(E)/CIT (Audit)/CIT(TDS)/CIT(Intl Taxn)/Attached Directorates, then, their respective charge may not have adequate assistance that the resource persons may provide locally in day to day working in ITBA/HRMS systems. It may also be ensured that all eligible employees receive training in ITBA. 9. To commute from Main Income Tax Office to Training Center and back, respective CIT (Admin/Hqrs) office may hire Buses to accommodate approx. 100 persons per batch. Nominated officers/official may also avail operational vehicle for this purpose or reach the 2 P a g e
training venue on their own. CIT (Admin) or PCIT at training locations should plan the logistics and ensure adequate transport arrangements. A nodal officer may be appointed for such coordination (separate letter has been issued in this regard). The training location address is provided in Annexure B. Training will commence at each location at 930 am sharp and trainees may be directed to reach the venue at least 15 minutes in advance. Annexure C Suggestions for trainees 1. Please carry Office ID card along with you to show your identity at entrance gate. 2. Please carry proof of nomination either in form of Email/SMS/letter etc. 3. Please adhere to Training Time strictly to avoid any inconvenience to other trainees (please reach training venue at least 15 Min prior to the start of training which is at 930 am sharp). 4. Please avoid late coming & leaving early since the training schedule is very intensive and trainees will miss out on significant portions. 5. Please avoid seeking cancellations or postponements. At many locations there is only one or two batches for staff etc. No repeat training will be possible. 6. Please keep mobile phone switch off or on silent mode to avoid any disturbance. 7. Please do not cross talk while training is in progress to avoid disturbance to others. 8. Please do not go outside training premise during tea break and lunch break as training time is tightly coupled. Break time should be strictly observed. 9. Please maintain training decorum during training period as a courtesy to other participants. 10. While clarifying doubts or asking questions is welcome, but, please take care not to disturb the flow of training which is time-bound. The local trainers and local resource persons can be contacted later for such clarifications as well. 11. Please do not ask Income Tax related questions which the trainers may not be able to respond. The training is aimed at giving an overview of the ITBA functionalities available. 12. Please avoid suggestions for enhancements or changes or problems in ITBA during training. The trainers are not empowered to respond to such requirements. In case of any such suggestions/problems please send detailed email with suggestions to ITBAsuggestions@incometax.gov.in or problems to itba.helpdesk@incometax.gov.in. 13. Please take assistance of local trainers from RTI, MSTU, RCC or Local Resource Persons during the hands-on sessions for doubts. 14.
