THE NATIONALS Policy reference guide ABORIGINAL AFFAIRS Protect and promote Victoria s rich Aboriginal cultural heritage. Help schoolchildren understand Aboriginal heritage by building on the Honour Roll of outstanding Aboriginal Victorians. AGEING Provide additional support for senior Victorians to help them stay active, with funding for the University of the Third Age.

AGRICULTURE AND WATER Extend the successful statewide Fox and Wild Dog Bounty and boost targeted aerial baiting to control wild dogs in Gippsland and North East Victoria. Fund the Better Bay Plan to protect Victoria s beaches, strengthen coastal communities and boost recreational fishing. Undertake a voluntary buy-back of Port Philip Bay and Corio Bay commercial fishing licences. Deploy three new food and beverage trade specialists to the Middle East, Japan and Thailand. Boost support for Victoria s next generation of agri-professionals. Undertake a voluntary buy-back of Gippsland Lakes commercial fishing licences. Improve the health and quality of waterways by supporting voluntary fencing of Crown waterway frontage. Upgrade and expand the Grains Centre of Excellence at Horsham to boost research capabilities. Build the Australian Almond Centre of Excellence at Irymple to support Victoria s fastest growing horticulture sector.

ARTS Fund the redevelopment of the Geelong Performing Arts Centre. ASSISTANT TREASURER Establish an injury and disability insurance centre of excellence in Geelong. Relocate the Victorian WorkCover Authority head office to Geelong, bringing jobs to the region. ATTORNEY GENERAL Introduce mandatory drug screening for any offender sentenced to a community correction order for ice related crimes. Seize assets from more drug dealers convicted for trafficking the drug ice. Clean up the debt collection industry to remove the criminal element. Allow publication of details of serious youth offences for people who commit further serious offences as adults, to better protect the community. Remove all limitation periods for civil claims by victims of criminal child abuse, to make it easier for victims to seek justice. Reform personal injury law to improve access to compensation and increase protection for victims. Establish Victoria s first specialist rural and farming legal centre.

COMMUNITY SERVICES Increase the focus on preventing and responding to family violence, including doubling funding for prevention, safety and accountability. Commit an additional $7 million to extend existing sector partnership trials of Services Connect to all remaining Victorian regions. Continue and expand the Intensive Bail Supervision Program, to prevent further crime from young people. Implement a pre-plea diversion program in the Children s Court of Victoria, to improve justice outcomes for young people and improve community safety. Help men stay active in the community by supporting Men s Sheds. Ensure State Government supported low paid social and community sector workers receive pay rises for the work they do helping the community. CRIME PREVENTION Support Crime Stoppers and Neighbourhood Watch crime prevention projects and campaigns. Keep Victoria safe by supporting communities across Victoria to implement local crime prevention initiatives, including the Safer Streets Victoria database. DISABILITY SERVICES AND REFORM Support Victorians with a disability, their families and carers with two new respite facilities and funding more than 400,000 additional hours of community-based respite

EARLY CHILDHOOD DEVELOPMENT Deliver a $100 rebate on kindergarten fees for every Victorian child attending kindergarten in the year before school. EDUCATION Build better schools for young Victorians with a $5.4 billion investment. Provide a $100 rebate on Kindergarten bills to relieve cost of living pressures for more than 200,000 Victorian families Give more students support by providing every government primary school across Victoria with access to a Primary Welfare Officer Create a $120 million capital infrastructure fund for non-government schools Provide first aid training for Year 9 students in all Victorian secondary schools Provide 3D printers for every government secondary school Support young Victorians learning a second language Reinstate training support grants for special religious instruction providers Make Victorian schools safer through a $4 million School Safety Grants program Build the next generation of young leaders by establishing new campuses of the School for Student Leadership at Dunkeld and Woori-Yallock Help students mental health by expanding SAFEMinds support training to 3,500 more teachers across all Victorian schools Combat cyberbullying to protect Victorian children online. Build and upgrade schools across Victoria.

EMPLOYMENT Help long-term unemployed youth to get into the workforce with employment vouchers and assistance for business who give young people an opportunity. ENERGY Make electricity bills fairer for families by amending the back-billing periods to six months from nine and change the definition of a fixed term energy retail contract. ENVIRONMENT AND CLIMATE CHANGE Fund the $65 million Better Bay Plan to protect Victoria s beaches, strengthen coastal communities and boost recreational fishing. Maintain free entry for children to Melbourne Zoo, Healesville Sanctuary and Werribee Zoo, to help families with the cost of living. Fund the Better Bay Plan to protect Victoria s beaches, strengthen coastal communities and boost recreational fishing. Build the Warburton Mountain Bike Trail to bring tourists to the Yarra Ranges. Help councils eradicate pest animals and roadside weeds, providing additional funding of $10.4 million over four years. Support tourism and recreational hiking by building the Grampians Peaks Trail. Support responsible four wheel driving (4WD) to protect our environment.

HEALTH Provide $5 million for the Children s Cancer Centre Foundation Endowment Fund, to help the fight against cancer. Build Australia s first dedicated cardiac hospital, the new $120 million Monash Heart facility at Clayton. Expand the Ballarat Hospital redevelopment, and deliver RCH@Ballarat, to build better health services for the region, including children. Continue the successful General Practitioner- Rural Generalist Program and review insurance arrangements for rural procedural obstetrics services to encourage greater take up of this vital service. Continue to invest in our rural and regional hospitals, including committing $15 million for an expansion of the Bright Hospital, to build better health services in regional towns. Continue to deliver world-class health services in Bendigo, including completing the new $630 million Bendigo Hospital. Continue to build better health services for Geelong, including additional capacity at University Hospital Geelong, build Barwon Health North, and delivering public hospital facilities for the first time in Waurn Ponds. Expand the Northern Hospital redevelopment, and deliver RCH@Northern, to build better health services for families in the northern suburbs. Redevelop Goulburn Valley Health in Shepparton, including funding a new emergency department, to build better health services for families in the region. Build capacity to care for Victoria s most vulnerable newborns, providing five additional neonatal intensive care cots. Provide additional support for senior Victorians to help them stay healthy, with additional funding for joint and cataract surgery, and support for dementia. Deliver up to 10 publicly funded acute care beds in bush nursing hospitals across Victoria. Build a real time prescription monitoring system to save lives and protect the community from the impact of pharmaceutical abuse.

HOUSING Build two new Youth Foyers for vulnerable young Victorians. Provide accommodation for up to 200 vulnerable young people who are at risk of homelessness through Kids Under Cover. LIQUOR AND GAMING Give Victorians the option of payment of electronic gaming machine winnings by EFT and identify further opportunities to reduce unnecessary and burdensome red tape. LOCAL GOVERNMENT Boost the capacity of councils in growth areas to cater for their expanding communities by providing extra funding through the $120 million Growing Melbourne Package.

MENTAL HEALTH Help Victorians battle eating disorders. Provide a fourth round of Healthy Equal Youth grants for projects to eliminate stigma and discrimination for LGBTI young people. Build Victoria s first children s Prevention and Recovery Care service in Heidelberg. Increase support for vulnerable school-aged children with a mental illness. Tackle ice and other drugs in regional Victoria. Provide additional support for senior Victorians with increased funding for community aged mental health, and provide a hotline for families and carers. MULTICULTURAL AFFAIRS Build stronger multicultural community partnerships. Build pride in the success of Victoria s immigrants and celebrate diversity through community education and exhibition grants. POLICE AND EMERGENCY SERVICES Legislate to recognise the health risks faced by firefighters working on the frontline to keep the Victorian community safe. Boost Victoria Police powers to improve criminal investigations. Create the Victims of Crime Crisis Support Program. Improve community safety by building a $15 million police complex in Mernda.

PORTS Develop the Port of Hastings as Victoria s Second Container Port PUBLIC TRANSPORT Make tram travel in Melbourne s CBD and Docklands free and apply Zone 1 fares across the entire metropolitan public transport network. Build Melbourne Rail Link, the biggest transformation of public transport in Victoria since the construction of the City Loop, to deliver quicker and more efficient public transport. Build the Airport Rail Link to cut travel times to the airport. Order 87 new trains to build the next generation of Victoria s public transport system, capable of carry an extra 136,000 passengers each weekday. Order 75 new trams to build the next generation of Victoria s public transport system, capable of carry an extra 14,000 passengers each day. Order 24 new VLocity railcars for V/Line, to increase peak capacity by 2,000 passengers and create Victorian jobs. Upgrade the Cranbourne-Pakenham Rail Corridor to provide more services to the south east. Improve transport links in Melbourne s north, including extending the South Morang rail line to Mernda and widening Yan Yean Road to improve public transport and reduce traffic bottlenecks. Deliver car parking at railway stations.

REGIONAL AND STATE DEVELOPMENT Upgrade and standardise the rail link to Mildura. Grow jobs and build infrastructure for Victoria s 10 largest regional cities through the new $100 million Regional Cities Infrastructure Fund. Establish a $25 million Regional Innovation and Jobs Precinct Program. Invest $5.48 million to secure the future of the Ballarat Showgrounds. Continue the Regional Living Expo and the Good Move campaign. Establish a $25 million Regional Innovation and Jobs Precinct Program. ROADS Build the East West Link (Eastern Section) and the East West Link (Western Section) to cut travel times and provide a second river crossing. Undertake Victoria s largest ever increase in cycling infrastructure to cut commuting time and improve recreational cycling. Add extra lanes to the Tullamarine Freeway to cut travel time to the airport and to regional Victoria. Upgrade Thompsons Road, to cut travel times in the south eastern suburbs. Improve transport links in Melbourne s north, including extending the South Morang rail line to Mernda and widening Yan Yean Road to improve public transport and reduce traffic bottlenecks. Improve traffic flow and safety in the Eltham area by upgrading key roads. Upgrade the Western Highway between Buangor and Ararat to improve travel time and safety. Continue the Country Roads and Bridges Program to support local government improve transport and safety in regional Victoria. Invest in a second bridge over the Murray River linking Echuca and Moama to reduce congestion.

SKILLS AND HIGHER EDUCATION Help students get jobs by continuing to deliver better, stronger TAFEs, more aligned with the needs of employers. SMALL BUSINESS Deliver $19.3 million to boost the role of the Small Business Commissioner and the Small Business Festival. SPORTS AND RECREATION Provide $8 million for country football and netball facilities. Ensure Victoria continues to retain and attract sporting events that enhance the state s reputation as the events capital of the world, by increasing funding to the Significant Sporting Events Program. TOURISM Help maintain the National Rhododendron Gardens in Olinda. Upgrade the food and beverage facilities at Puffing Billy Railway s Belgrave Station. VETERANS AFFAIRS Support our veterans legacy and honour those who have served.

YOUTH AFFAIRS Help place young people on Government boards and committees. Help more than 20,000 Victorian secondary school students become job-ready, in partnership with the Beacon Foundation.
