Project Description Expansion of the Gate Departure Lounge/Holdroom: Expand departure lounge to better accommodate full and multiple flights. Expansion of the TSA Baggage Screening Area and the connected Baggage Makeup Area: Improve flow and processing capacity of TSA baggage screening and airline baggage handling and loading. Relocate Jet Bridge and Ramp: Improve passenger flow and allow modifications the baggage screening and make-up areas. Separate Terminal Building Entry and Exit points with a new direct Exit added from the Baggage Claim Area: Improve passenger flow and decrease concourse congestion. Modify Baggage Claim Area and Baggage Claim Belt: Reduce congestion at baggage claim area and improve passenger flow. Install new full length terminal building canopy: Improve passenger flow and provide shelter from the elements for passenger departure and arrival and fish box staging. Construct new fish box holding areas: Improve passenger flow and decrease concourse congestion and improve baggage screening, processing, and handling.

Justification for PFC Funding These improvements are required to address existing terminal building inadequacies. The existing terminal building was originally constructed in 1969 and modified several times in subsequent years. It is currently inadequate to meet security and passenger service requirements. A number of terminal building shortcomings are identified in the 2005 and 2011 Master Plans. The proposed improvements will help remedy some of the Terminal s deficiencies thereby increasing the airport safety, security, and capacity.

The specifics of the proposed PFC are as follows: PFC charge level: $4.50 Charge effective date: May 1, 2018 Estimated charge expiration date: April 30, 2038 Estimated total PFC revenue: $6,840,000 Class of carriers to be excluded from collecting the PFC: Nonscheduled airlines; currently Alaska Seaplanes

Budget Estimates Estimated Project Cost Bag Screening & Makeup: $ 6,618,000 Landside Additions Entry, Exit, Fish Box Area & Bag Claim: $ 2,055,000 Departure Lounge/Hold Room Expansion: $ 1,837,500 Mechanical, Electrical & Life Safety System Upgrades: $ 250,000 Total Estimated Project Cost $10,760,500

Passenger Benefits Increased efficiency and flow of the baggage check in & screening process will reduce lines and congestion at ticket counters Doubling the size of the Departure Lounge will accommodate a full plane load of passengers and reduce TSA passenger screening wait times Relocating the jet bridge ramp provides direct access to bag claim and reduces cross traffic in the concourse Direct exit from bag claim will reduce cross traffic and congestions at the building entry Lengthening and reversing the direction of the bag claim belt will reduce congestion for deplaning passengers Separation of entry and exit points from the curbside reduce cross traffic and congestion in the concourse Providing staging areas for fish boxes allows for a more organized and orderly process, reducing congestion in the concourse and conflicts with seating areas Converting the existing entry vestibule to seating provides a quieter area for passengers The full length canopy expands the weather protected sidewalk and creates a dynamic new entry façade Views to the airfield from the Nugget and Departure Lounge are preserved
