ABOUT ATNS Air Traffic and Navigation Services SOC Limited (ATNS) provides air traffic, navigation, training and associated services within South Africa. ATNS is responsible for Air Traffic Control throughout South Africa and a large part of the Southern Indian and Atlantic Ocean, comprising approximately 10% of the world s airspace. ATNS operates from 9 ACSA and 12 other aerodromes. Our vision To be the preferred supplier of Air Traffic Management solutions and associated services to the African Continent and selected international markets. Our mission To provide safe, expeditious and efficient Air Traffic Management solutions and associated services. Our services extend beyond Air Traffic Control services into the provision of vitally important aeronautical information used for all flight planning purposes as well as search and rescue coordination activities, and the maintenance of a reliable navigation infrastructure.

WHAT IS THE AFRICAN REGIONAL MONITORING AGENCY (ARMA)? The ARMA monitors, supports and maintains the African Indian Ocean Region (AFI) Reduced Vertical Separation Minimum (RVSM) system in accordance with the ICAO Standards and Recommended Practices, with the aim of enhancing safety within the RVSM stratum. In the context of RVSM, safety has a quantitative meaning which is assessed at annual intervals to determine if the agreed to Target Level of Safety (TLS) is achieved. If the TLS is not achieved, ARMA propose relevant remedial actions.

ATNS S ROLE IN ARMA ATNS provides the resources, facilities and financial support in hosting the ARMA for the AFI region on behalf of ICAO, in order to achieve the Key Performance Areas mentioned below. These are overseen by the ICAO African Planning and Implementation Regional Group structures. Key Performance Areas: Maintaining databases of AFI RVSM approvals and height monitoring records Monitoring aircraft height-keeping performance and the occurrence of Large Height Deviations, and appropriately reporting the results Conducting safety assessments and reporting the results appropriately Monitoring operator compliance with State approval requirements Initiating remedial actions where RVSM requirements are not met ARMA S ROLE IN AFI RVSM SAFETY ARMA is responsible for AFI RVSM system safety monitoring, with safety being intrinsically embedded into the agency s character. ARMA must at all times possess an in-depth working knowledge and understanding of the monitored AFI RVSM airspace, the aircraft operating in that airspace, and the capabilities of the ANSPs providing the Air Traffic Management services. Together with this, the staff at ARMA should have a specialised knowledge of the RVSM system. ARMA is constantly kept abreast of RVSM developments through exposure to the regional and global environment.
