Lead artist and designer on the Gold Coast 2018 Commonwealth Games RAP artwork Jenna Lee is a proud Larrakia woman from Brisbane based Indigenous creative agency Gilimbaa. Jenna Lee s artistic practice is strongly influenced by her heritage as she takes inspiration from traditional artwork styles, drawing on the rich artistic practices of her Larrakia ancestors. 1

MESSAGE FROM THE QUEENSLAND GOVERNMENT Humanity, equality and destiny values that unite 70 nations competing in the Gold Coast 2018 Commonwealth Games (GC2018). It is these same values that call each of us to participate in the journey of reconciliation with Australia s Islander peoples. This Reconciliation Action Plan a first in Commonwealth Games history will help guide our efforts to acknowledge Aboriginal and Islander values, culture and heritage and advance outcomes for Aboriginal and Islander people. Beyond Islander participation in the Games, this plan is about creating a lasting legacy through employment and training opportunities, promoting Aboriginal and Islander art and culture and supporting healthy and active lifestyles. We acknowledge and pay respect to the Traditional Owners along with the Yugambeh Elders Advisory Group and Gold Coast Indigenous Working Group who have helped develop this plan. Their contribution will ensure the Games nurtures a rich and powerful sense of community pride and ownership throughout Queensland and particularly in our event cities of the Gold Coast, Brisbane, Townsville and Cairns. MESSAGE FROM THE GOLD COAST 2018 COMMONWEALTH GAMES CORPORATION There are few things more powerful in this country than the collective experience, traditions and insights that have been embodied in Islander peoples cultures over hundreds of generations. They reach out across the expanses of time to the current generation to teach us about kinship, spirit, identity, environment and Country. By listening to and sharing those experiences, there is much we can all learn and understand in moving forward. And that is why the Gold Coast 2018 Commonwealth Games (GC2018) Reconciliation Action Plan (RAP) is so important. In a nationwide first for Australian events, it will build upon these learnings to deliver lasting and tangible outcomes for all. It forms a genuine connection with local Traditional Custodians, and Islander communities across Queensland, to encourage and bring about respectful engagement with the 70 Commonwealth nations and territories which will participate in the 2018 Games, including those that have Indigenous peoples of their country. The RAP outlines objectives across such areas as employment, procurement, volunteering and embedding culture within GC2018. It also focuses on enabling Islander arts, cultural and other businesses to further develop from the Games initiatives. Many representatives from the Islander community have generously donated their time and knowledge to its development with the ambition of respectfully recognising and celebrating the extensive First Australians heritage and cultures of the Gold Coast, Queensland and Australia. Their efforts have created a great and enduring legacy for this state and for future major events in this country. And together we are providing a Commonwealthfirst benchmark for future host nations to show leadership towards greater cultural understanding within their own communities. As a long-term legacy of GC2018, there are few that will hold greater importance and have a more authentic role in the bringing together of the First Australians and other citizens of this country and the peoples of the world. MESSAGE FROM RECONCILIATION AUSTRALIA Reconciliation Australia congratulates the Queensland Government on its exceptional commitment to reconciliation in Australia through the implementation of an Elevate Reconciliation Action Plan (RAP). From 4 to 15 April 2018, the Gold Coast 2018 Commonwealth Games (GC2018) will act as a watershed moment in Australia s sporting history, seeing the first RAP enacted for major sporting events in Australia, and the first such plan in Commonwealth Games history. These efforts will have a local and global impact, with athletes, team officials and visitors coming from across the globe, and the Games being broadcast to a global audience of 1.5 billion people. This presents an extraordinary opportunity to showcase the cultures, histories and achievements of Australia s Islander peoples. To achieve this, Gold Coast 2018 Commonwealth Games Corporation () and Office of the Commonwealth Games (OCG) has demonstrated an exceptional commitment to respectful engagement with local stakeholders. Throughout this process, staff have developed and strengthened key relationships with Islander peoples and other Australians through Games Partners, the Commonwealth Games Federation (CGF), Queensland Government agencies, Indigenous councils, event cities, schools and key stakeholders. Respectful relationships like these are fundamental to reconciliation, of which knowledge and pride in Islander histories and cultures are critical. The Queensland Government s commitment to reconciliation and continued learning is demonstrated in the endorsement of Reconciliation Australia s Narragunnawali: Reconciliation in Schools and Early Learning program as the primary education tool for schools and early learning centres in the reconciliation space. 5

Further to these efforts, the Queensland Government is moving to advance reconciliation through the undertaking of culturally appropriate and inclusive measures, including cultural workshops, training and awareness programs for their staff. Far beyond these 11 days of competition, these RAP efforts will leave a lasting legacy a legacy of the stories, histories, and cultures of Australia s Islander peoples - for the Gold Coast community, Queensland, Australia and for the Commonwealth. With respect, knowledge and opportunities at its core, these reconciliation actions will set new standards, both unprecedented in scope and vision, for future engagement by host countries with respect to First Nations Peoples. THIS PRESENTS AN EXTRAORDINARY OPPORTUNITY TO SHOWCASE THE CULTURES, HISTORIES AND ACHIEVEMENTS OF AUSTRALIA S ABORIGINAL AND TORRES STRAIT ISLANDER PEOPLES. GC2018 VISION FOR RECONCILIATION Our vision is to deliver a great Games that will recognise, respect and celebrate Aboriginal and Islander cultures. GC2018 will leave a lasting and meaningful legacy through: employment and training; procurement; showcasing Islander arts and cultures; building a culturally capable workforce and providing authentic Islander cultural experiences for GC2018 and beyond. THE GAMES The Queensland Government and GC2018 Partners are working together to plan, organise and deliver a great Games in 2018. From 4 to 15 April 2018, the Commonwealth Games will be held on the Gold Coast, with events also taking place in Brisbane, Cairns and Townsville. GC2018 will be the largest international multisport event ever hosted on the Gold Coast and in Queensland and will be the largest sporting event to be staged in Australia this decade. Across 11 days of competition, more than 6,600 athletes and team officials from 70 nations and territories will attend, competing in 18 sports and an integrated para-sport program comprising 7 para-sports. GC2018 will boast the largest ever para-sports program in Commonwealth Games history. Events will be hosted across 18 competition venues on the Gold Coast as well as Brisbane, Townsville and Cairns. The Opening and Closing Ceremonies will be held at Carrara Stadium on the Gold Coast and broadcast to a cumulative global audience of 1.5 billion people worldwide. 7

OFFICE OF THE COMMONWEALTH GAMES. DEPARTMENT OF TOURISM, MAJOR EVENTS, SMALL BUSINESS AND THE COMMONWEALTH GAMES The Queensland Government s objectives for hosting GC2018 are to: demonstrate Queensland s ability to stage a successful, inspiring and memorable international event leverage the Commonwealth Games to derive economic benefits and develop local business and workforce capability maximise long-term community, sport and health benefits from GC2018 strengthen Queensland as Australia s premier tourism destination. To ensure these are achieved, the Office of the Commonwealth Games (OCG) was established on 1 January 2012 within the Department of Tourism, Major Events, Small Business and the Commonwealth Games (DTESB). OCG is responsible for: Oversight of the Whole of Government budget and contractual and legislative obligations and coordination of GC2018 Oversight and monitoring of the Embracing 2018 Legacy Program for GC2018, including the GC2018 RAP Oversight of the Festival 2018 arts and cultural program, ensuring alignment with the Creative Principles across all Festival 2018 delivery partners Development and implementation of the State Protocol Plan, Event Cities Operations and Readiness Planning Within OCG, an Islander Programs Team has been established to lead the Government s role in the GC2018 RAP and drive the legacy benefits for Islander Queenslanders. The unit is responsible for coordinating the actions and monitoring the delivery of RAP activities that relate to the local, state and federal governments. 8

GOLD COAST 2018 COMMONWEALTH GAMES CORPORATION () was established on 1 January 2012 under the Commonwealth Games Arrangements Act 2011 as a statutory body. Its purpose is to plan, organise and deliver the Commonwealth Games, in conjunction with the Commonwealth Games Federation (CGF), Commonwealth Games Australia (CGA), the City of Gold Coast (CoGC), OCG and the Australian Government. s vision is to stage a great Games in a great city, leaving great memories and great benefits for all. By Games time, the team will comprise over 1,500 staff, up to 15,000 volunteers and up to 45,000 contractors. s offices and the entirety of its workforce are based on the Gold Coast, Queensland, Australia. Given s role as the organising corporation for GC2018, the organisation s geographic reach extends beyond the Gold Coast, covering all 70 nations and territories which form the Commonwealth. s objectives are to: attract the best athletes to compete in a technically excellent, world class, fun and friendly Commonwealth Games. launch the Commonwealth Games into a new decade with an inspiring, memorable and landmark event. help our partners make the most of the opportunities presented by the Games. engage and harness the enthusiasm of our communities. contribute to economic growth by working with partners to promote Queensland tourism, trade and investment. present the Games in a creative way that will encourage comprehensive and positive exposure and support. 9

GC2018 JOURNEY TOWARDS RECONCILIATION The journey towards GC2018 requires the efforts of numerous agencies, human resources, businesses, governments and key stakeholders to work collaboratively to successfully deliver a great Games for the Gold Coast and the Commonwealth. The development of a RAP was identified as a meaningful opportunity to embed Islander participation within GC2018 event planning and delivery. From 2015, this RAP has involved: the Yugambeh Elders Advisory and Indigenous Working Groups who have endorsed the intent to develop a RAP for the Games coordinating existing Games activities to embed opportunities for Islander peoples identifying new activities that can be leveraged from the event identifying complementary opportunities to enhance economic and social outcomes through collaborative partnerships. This RAP is the result of a commitment from Games Partners to deliver legacy outcomes for Islander peoples and has been led by the Queensland Government through the OCG and. As the first of its kind for a major event and for a Commonwealth Games, this RAP provides a unique opportunity to educate and promote Islander awareness to a large and diverse group of stakeholders who will experience GC2018. It also provides a guiding framework for other Commonwealth Games host nations to show leadership towards reconciliation with their First Peoples. GC2018 will celebrate and share the cultures of Islander peoples whilst respecting traditions and providing inclusive opportunities. The GC2018 RAP outlines objectives across areas such as employment, procurement, cuisine, language and cultural awareness. This RAP has been developed to: recognise Islander cultures and respect the Traditional Custodians of the cities of Gold Coast, Brisbane, Cairns and Townsville where GC2018 events will be held celebrate the extensive Islander heritage and cultures of the Gold Coast, Queensland and Australia leverage economic and social benefits for Islander peoples. 10

OUR KEY COMMITMENTS Together with Games Partners, this RAP will deliver on the following five key commitments: 1) Increased procurement opportunities for Indigenous businesses including: a) real procurement opportunities for Indigenous businesses during the lead up to, during and post GC2018 b) increased capacity and skills for Indigenous businesses for future opportunities c) Indigenous business development to secure procurement opportunities d) promotion of Indigenous tourism 2) Increased employment and training for Islander people including; a) initiatives to train and upskill Aboriginal and Islander people b) increased and employment opportunities after the Games 3) Increased Indigenous participation in healthy active lifestyle initiatives including: a) community and school based initiatives which increase Aboriginal and Islander peoples participation in sporting activities and healthy lifestyle choices b) healthy and active lifestyle programs 4) Increased awareness of Islander language, culture and histories. This will include: a) celebrating the extensive Islander heritage and cultures of the Gold Coast, Queensland and Australia b) recognising Islander cultures and protocols c) respecting the Traditional Custodians of the land, the Yugambeh Language Group People of the Gold Coast and Traditional Custodians of the cities of Brisbane, Cairns and Townsville where GC2018 events will be held; d) showcasing Islander culture, art and languages, including: i. cultural awareness training ii. cultural celebrations such as National Reconciliation Week and NAIDOC 5) Improved connections with Islander communities through: a) Strong positive relationships with Islander peoples, communities and organisations by supporting GC2018 RAP programs and initiatives including: i. Community Information sessions ii. Online and digital information iii. RAP Newsletter. 11

THE LEGACY OF THE GC2018 RAP Once the competition is over, the success of GC2018 will be determined by the long term legacy the event has delivered. This RAP is the culmination of a range of actions identified by and OCG with the support of Games Partners and other Government agencies. Through this approach, this RAP will ensure Islander peoples are provided with meaningful opportunities to participate in GC2018, extending beyond the traditional inclusion of culture within the Opening Ceremonies, and contributing towards a positive lasting legacy for Islander peoples. 12

GOVERNMENT COORDINATION Office of Commonwealth Games, Department of Tourism, Major Events, Small Business and the Commonwealth Games. The GC2018 RAP Implementation Team was established by the Office of the Commonwealth Games as a formal working party in 2015, to consult with government agencies engaged in GC2018 activities, and other agencies that can support the development and delivery of complementary initiatives as part of the RAP. The GC2018 RAP Implementation Team is comprised of the following stakeholders: Islander Programs Team, Arts Queensland (AQ) City of Gold Coast (CoGC) Department of Islander Partnerships (DATSIP) Department of Education and Training (DET) Department of National Parks Sport and Racing (NPSR) Department of State Development (DSD) Gold Coast 2018 Commonwealth Games Corporation () Office for Sport, Federal Government (OFS DOH) Queensland Health (QH) Queensland Police Service (QPS) State Library of Queensland Tourism and Events Queensland (TEQ) In addition to the GC2018 RAP Implementation Team, OCG has coordinated local governments responses across Gold Coast, Brisbane, Cairns and Townsville and approached all Queensland Government departments to identify actions to support the GC2018 RAP. The intention to coordinate the Government s contribution is to: identify complementary funding and support programs that can enhance the success of outcomes delivered by ; identify existing GC2018 programs that will be delivered as part of the event to embed economic and social outcomes for Aboriginal and Islander peoples; identify new programs or opportunities that could be leveraged of GC2018; and identify programs and opportunities for all Islander Queenslanders to be included and/or engaged in GC2018. The Embracing 2018 RAP Implementation Team has a Terms of Reference created to provide a structured guideline to set out roles and responsibilities that will enable the monitoring and accountability to driving activities as they relate to their area of commitment. As planning progresses towards GC2018 new agencies will be invited to participate to align with the key priorities. 13

STATE WIDE ENGAGEMENT OCG is also responsible for leading community engagement across Queensland with Islander communities to raise awareness of our RAP, identify legacy opportunities and to encourage participation in GC2018 activities. To support our engagement with the community OCG have developed an Islander Engagement Plan to effectively engage with Islander peoples, communities and stakeholders. OCG has engaged with Islander networks located in: Cairns Townsville Mackay Rockhampton Sunshine Coast Caboolture Inala Ipswich Brisbane Logan Redlands Gold Coast OCG will continue to engage with Queensland s Islander communities to update them on progress towards GC2018 and the implementation of the RAP. 14

ENGAGEMENT AND RAP COORDINATION commenced the community engagement process on the Gold Coast in early 2015 by seeking advice from local Traditional Custodians on its intention to develop a RAP for GC2018. This led to the establishment of s Yugambeh Elders Advisory Group (YEAG), which endorsed s development of a RAP for GC2018. Under the guidance of the YEAG, an Indigenous Working Group (IWG) was formed to drive the development of the GC2018 RAP as it relates to the Gold Coast region. The YEAG and supporting IWG includes representation from Traditional Custodians, Community Elders, Games Partners and local Islander Service Providers. The YEAG meet at least three times per year to guide and advise the development and delivery of cultural related activities. The IWG meet bi-monthly to support the development of s RAP initiatives and are guided by a Terms of Reference. RESPECT GC2018 provides the opportunity for a major sporting event to showcase leadership towards reconciliation in Australia, by working towards the elimination of disparities between Islander peoples and other Australians. The GC2018 RAP is the first of its kind for a major event, which will see a Commonwealth Games providing a unique opportunity to promote reconciliation to an international audience and the diverse group of participants involved. Each of the 70 competing GC2018 Commonwealth Nations have their own unique culture and history. GC2018 will recognise, celebrate and respect the traditions and the unique position Islander peoples hold as the Traditional Custodians of the land in Australia.
