December 2014 Chairman s Message Fellow members, I am glad to report that the Hong Kong branch has recently joined the Asia Pacific Occupational Safety & Health Organization (APOSHO) as a full member and the Hong Kong Federation Occupational Safety and Health Association as a member. Early November 2014, a delegate of five members including Andy Lo, CS Lam, WY Wong, Lewis Cheng and I attended the IOSH annual Networks Conference cum AGM held in UK. Apart from attending the main event on 4 and 5 November, the delegate, together with some other international branches, joined two additional local branch meetings, hosted by Midland Branch East District on 2 November and by Midland Branch on 6 November. We took the opportunity to learn how other counterparts are managing OSH. More importantly, I would like to share what HQ is thinking and we, safety personnel are facing, includes, but not limited to, business growth, changing world of work, sustainability / corporate transparency, standards, occupational health, emerging technologies and changing legal landscape as outlined in the Appendix A. Equally relevant is how IOSH work and thus the principles for volunteers are drafted at Appendix B. This year, our members representatives and administrative staff continue to work hard to build a brighter future for the branch. It is worth mentioning that our branch was nominated as short-listed in the IOSH Excellence in Communications Award 2014. The certificate is shown in Appendix C. Nevertheless, it is important to have your active participation in our coming events. I look forward to working Together we Achieve More (TEAM) and wish you and your family a Merry Christmas and a Happy & Prosperous New Year. Occupational Safety and Health Seminar on Latest Development on Safety and Environmental Law in the HKSAR The seminar was held on 28 Aug 2014 at The Hong Kong Polytechnic University. The speaker, Mr Kenneth Ng, shared his views with the participants on the recent development of safety and environment laws that have been revised based on the dynamic change the society. A total of 95 participants attended the seminar. Technical visit of Occupational Safety and Health - Occupational Health Centre (OHC) at Pamela Youde Nethersole Eastern Hospital The technical visit that was held on 17 Sep 2014 to let the participants gain a better insight into the medical services provided by the OHC of PYNEH. The OHC provides dedicated medical services to government employees injured at work or suffered from occupational diseases. During the visit, Dr Marcus Wong presented the safety management system and his staff demonstrated the rehabilitation facilities of the OHC. A total of 23 participants attended the visit. Technical Visit to XRL 810B West Kowloon Terminus Station South The technical visit, which was held on 8 Nov, 2014, provided participants with an opportunity to have more understanding of the workplace activities related to safety management aspects at the construction site of West Kowloon Terminus Station South. The project involves creating an underground station enclosure 30 metres deep, with 4 basement levels. Part of the WKT Station enclosure, which encompasses the railway platforms, overruns, plant rooms, ventilation shafts and station car park, will be built underneath the West Kowloon Cultural District area. A total of 30 participants attended the visit. This visit was co-organised with Society of Registered Safety Officers (SRSO). Occupational Safety and Health Visit - Two-day Safety Benchmarking Study Trip to Guangzhou and Shenzhen A delegate of 11 members headed by Mr CHOW Chi-wai, Director - Mainland China Affairs attended the technical visit on 21-22.11.2014. In this 2-day tour, the participants visited the following organisations: (i) Guangzhou Metro Co., Ltd (ii) Guangzhou Wanbao Group Co., Ltd (iii) Shenzhen Zhonglian Aviation Aluminium Window Co., Ltd (SZAAW) (iv) Shenzhen Jia Ye Da Glass Processing Co., Ltd (SJYDP) Participants took the opportunity to learn the operations and safety supervision of the above organisations and the implementation of safety systems of work in the organisations. The participants were allowed to visit the operation areas and production areas. The lunch meeting was chaired by Mr YU Shu-xi ( 俞述西 ), Chairman, Guangzhou Association of Work Safety (GZAWS). Secretary of GZAWS Miss Annie Wang ( 王燕玲 ) was thanked to coordinate the visits. Mr. Zhong Xue-jun ( 鍾學軍 ) Chairman of Union Party Committee was presented with the certificate of appreciation. Mr LIN Yu Tang (PAPAGZ) was presented with the certificate of appreciation. IOSH Hong Kong joined The Hong Kong Federation of Occupational Safety & Health Associations as a full member on 14 November 2014. To approve the proposed amendment to section 45 of the Memorandum and Articles of Association of the Institution, i.e. Article 45 (b) Elections shall be conducted by postal or electronic ballot., IOSH Hong Kong held an Extraordinary General Meeting ( EGM ) at Room BC309, The Hong Kong Polytechnic University, Hunghom, Kowloon on Wednesday 10 December 2014 at 7:00 pm for the purposes of considering and, if thought fit, passing the special resolution. Corporate members were cordially invited to attend the EGM or to appoint a proxy to attend the EGM and vote on their behalf. Our Chairman, Mr Allen Wan Chi-kong is nominated as the branch representative to sit in the Safety Officer Advisory Committee (SOAC) of Labour Department for the new two-year term commencing 1 January 2015.
