In this sense, enclosed please find the Draft Agenda and the concerning Explanatory Notes (Attachment A). The Meeting will be conducted in English and Spanish with simultaneous interpretation. I would be grateful to receive your comments on this regard as well as whether you wish to submit any Working and/or Information Paper(s) for the meeting. If this is the case, I would ask you to send your documentation to this Office by 20 June 2016 in order to allow its timely translation. If the documentation is presented in both languages, the deadline is 1 July 2016. Working Papers may not be accepted after 9 July 2016. - A3- EXPLANATORY NOTES OF THE TENTATIVE AGENDA FOR THE PPRC/4 MEETING Agenda Item 1: Follow-up to the status of GREPECAS conclusions and decisions in force and of air navigation deficiencies in the CAR/SAM Regions with U priority 1.1 Review of the status of implementation of GREPECAS conclusions and decisions in force Under this agenda item, the Meeting will review the status of implementation of the conclusions and decisions formulated by the Third Meeting of the GREPECAS Programmes and Projects Review Committee (PPRC/3) (Mexico City, Mexico, 21 to 23 July 2015), as well as the Conclusions and Decisions of GREPECAS/17. 1.2 Status of air navigation deficiencies in the CAR/SAM Regions with U priority Under this agenda item, the Meeting will examine the status of air navigation deficiencies with "U" priority. Information will also be provided on the development by ICAO of the uniform methodology for the identification, assessment and reporting of air navigation deficiencies and an analysis will be made of the report on deficiencies submitted by IATA and other bodies like IFALP. Agenda Item 2: Air navigation activities at global, intra- and inter-regional level 2.1 Preparation for the 39 th Session of the ICAO Assembly Under this agenda item, the Meeting will be informed about air navigation and safety activities to be addressed at the A/39 and about preparatory activities being carried out in the CAR/SAM Regions for said Assembly. 2.2 Regional CAR/SAM analysis of issues to be discussed at the Assembly, mainly: GADSS, the new GANP and GASP, among other relevant issues Under this agenda item, the Meeting will discussed the importance of changes in the global air navigation and safety frames of reference, which could result in modifications and adjustments to GREPECAS Projects and Programmes, particularly the GADSS, due to the tragic events that drew attention to the issues addressed by the GADSS, the fifth edition of the Global Air Navigation Plan (GANP, Doc 9750), and the 2017-2019 edition of the Global Aviation Safety Plan (GASP, Doc 10004). 2.3 Follow-up to the implementation of intra- and inter-regional activities The meeting will be informed of the progress made in the development of the new CAR/SAM Electronic Air Navigation Plan (eanp).

- A4- The Meeting will also examine the status of implementation of inter-regional activities between the CAR and the SAM Regions, and between the CAR and SAM Regions and other ICAO regions concerning air navigation issues. Information will also be provided on the work done in support of UAS and RPAS. 2.4 RASG coordination matters Under this agenda item, the Meeting will take note of the activities carried out by the RASG since the PPRC/3 meeting. Information will also be provided on the status of implementation of the GREPECAS/RASG-PA cooperation mechanism aimed at optimising efforts to improve the safety and efficiency of operations. Agenda Item 3: Review of GREPECAS Programmes and Projects 3.1 Projects under the PBN Programme (B0-APTA, B0-FRTO, B0-CDO and B0-CCO) 3.2 Projects under the ATFM Programme (B0-RSEQ, B0-FRTO, B0- NOPS and B0 ACDM) 3.3 Projects under the Automation and ATM Situational Awareness Programme (BO-RSEQ, B0-FICE, B0-SNET, B0-ASUR and B0- SURF) 3.4 Projects under the Ground-ground and Air-ground Telecommunication Infrastructure Programme (B0-FICE and B0- TBO) 3.5 Projects under the Aerodromes Programme (B0-SURF and B0- ACDM) 3.6 Projects under the AIM Programme (B0-DATM) 3.7 Projects under the Aeronautical Meteorology Programme (B0-AMET) The Meeting will review the progress and execution of projects under each GREPECAS programme since the PPRC/3 meeting. Agenda Item 4: Monitoring and reporting of the implementation of air navigation in the CAR/SAM Regions Under this agenda item, information will be provided on the status of implementation of the goals set forth in the Declarations of Bogota and Port-of-Spain. The Meeting will also discuss the need to expedite implementation in some air navigation areas, such as ACAS II and ADS-B, as well as others of equal relevance. Agenda Item 5: Items related to the organisation of GREPECAS 5.1 Review of the terms of reference and work programme of the GREPECAS Programmes and Projects Review Committee

- A5- The Meeting will review the terms of reference and work programme of the Programmes and Projects Review Committee. The Meeting will also discuss the importance of incorporating SWIM into the work of the projects. 5.2 GREPECAS annual report Under this item, the Meeting will be informed of the work done by the Air Navigation Commission Ad hoc Working Group (AHWG) in the review of ICAO PIRGs and RASGs and the development of guidance material for the PIRGs/RASGs regarding the format and content of meeting reports. Agenda Item 6: Other business Under this agenda item, the Meeting will examine any other matter that could not be addressed under the preceding agenda items. - - - - - -

PPRC/4 - IP/01 International Civil Aviation Organization 25/05/16 CAR/SAM Planning and Implementation Regional Group (GREPECAS) Fourth Meeting of the Programmes and Projects Review Committee (PPRC/4) Lima, Peru, 16 to 18 July 2013 GENERAL INFORMATION (Presented by the Secretariat) 1. Place and date The Fourth Meeting of the Programmes and Projects Review Committee (PPRC/4) of GREPECAS will be held at the ICAO South American Regional Office, Lima, Peru, from 12 to 14 July 2016. 2. Meeting site address Av. Opening session Tuesday, 12 July 2016 Opening session: 09:00 09:30 hrs. 4. Registration of participants Participants are requested to fill in the registration and submit it to SAM Regional Office as soon as possible. A subsequent registration will take place at the corresponding registration desk, from 08:30 08:55 hours, during the first day of the event, where the duly completed registration sheet should be handed in. Likewise, participants are requested to use the badges supplied to them during registration. 5. Documentation link and languages The event will be carried out in Spanish and English, with simultaneous interpretation services. The documentation for the Meeting will be posted on the ICAO SAM Regional Office website; participants should check our website frequently to download the documentation. All participants must bring their own set of documentation (hard copy or electronically in a laptop) to the Meeting venue; there will be no hard copies available for distribution.

Transportation from/to the airport There are authorized taxis services at the Jorge Chavez International Airport. The rate to Miraflores or San Isidro (hotel area) is of approximately US$ 25.00. This rate can be confirmed in counters at the Airport s international arrivals area. 9. Transportations to and from the site of the event Participants can take a taxi or walk to the SAM Regional Office, depending on the location of the selected hotel, and vice versa. In the city, there are independent or informal taxi drivers. In view of the fact that they do not belong to a company, they do not provide any safety or guarantee. In case of taking an informal taxi, please consider that you may be at a high risk. Suggested hotels in Lima Reservations should be arranged directly with the hotel and in advance. In view of the various events carried out in Lima, prices may vary. The participants are requested to reserve directly and on due time their hotel accommodations.

Passport, visa and vaccination requirements To enter the country, an updated passport and visa are requested; however, it is recommended to contact the Peruvian Embassy or Consulate in your country, to enquire on this requirement well before your departure. Please also verify if yellow-fever or any other vaccination is required. 12. Money exchange and credit cards The Peruvian currency is the Nuevo Sol Peruano (S/.). Currently exchange rate is S/ 3.41 per US$1.00, approximately. Credit cards as American Express, Master Card, VISA, Diners Club, etc, are usually welcome in hotels, shopping centres and restaurants. Traveller s checks should be exchanged in banks. 13. Hospitals In case of emergency, Clínica Anglo Americana is recommended, which is located in Alfredo Salazar s/n, Miraflores, Tel: +51 1 616-8900. 14. Electricity 220 Volts/60Hz. 15. Airport tax Exit airport tax is US$31.00 (American Dollar). 16. General recommendations in the event of an earthquake The city of Lima is within an earthquake area. During an earthquake a) Keep calm. b) Stay away from windows, do not go to any balconies, and do not use elevators. c) Locate yourself in previously identified internal safety zones. d) Evacuate the premises only if conditions permit it; otherwise, minimize your movements.

PPRC/4 IP/01-4 - After an earthquake a) Proceed to leave the premises, since quakes can continue. b) Evacuation must be carried out calmly, quickly and safely through the indicated routes. c) Stay in the evacuation site until the designated security team of the building has verified whether the installations are at risk. ICAO third and fourth floors emergency exits a) In front of the elevator area are two emergency staircases. b) Both stairs end in the first floor of the building, in the main entrance area. c) Proceed down the staircases. Do not push or run; keep in line, move in one direction only; keep conversation to a minimum. d) Exit the building to allow free flow of other evacuees exiting behind you. e) Once outside the building and having your back to it, turn left towards the evacuation site, located across Víctor Andrés Belaúnde Avenue. f) Pay attention at all moment to the indications that the security team might make. g) You will be informed when there is no danger for your return to the facilities.
