1. Overview 1.1. General This document gives guidance on the organisation, tasks and responsibilities of examiners taking Skill Tests, Proficiency Checks and Assessment of competence (AoC) on behalf of FOCA. It describes the procedures related to tests/checks based on FCL legislation. This document does not cover EASA Air Operations Regulation requirements. However, general guidance is given in Annex 1. All persons authorised by FOCA as s shall adhere, in their duties and activities therein, to the applicable documents and guidance material such as EASA Part.FCL, FOCA Guide, official FOCA Forms, Work Instructions and all other necessary documentation in pursuance of their tasks. s shall keep in mind; when conducting Skill Tests, Proficiency Checks and Assessments of Competence, you are doing so in the interest of flight safety. 1.1.1. Objective The aim of this document is to support: a lean but highly efficient examiner system. the presence to our stakeholders and the aviation industry. the cooperation with our stakeholders and the aviation industry. a highly qualified examiner corps. a collegial and trustworthy relationship with our FOCA examiners. and improve examiner training by using feedback from the examiners. and introduce an electronic platform as a tool for the control and supervision of pilot Skill Tests, Proficiency Checks and Assessments of Competence (AoC). the harmonisation of examiner procedures for: o Balloons o Sailplanes o Single Pilot Aeroplanes SPA o Multi Pilot Aeroplanes MPA o Single Pilot Helicopters SPH o Multi Pilot Helicopters MPH 4/43 FOCA Flight, 15.06.2018, Rev. 6

1.1.2. Method This work instruction provides guidance for standardised: planning/evaluation of examiner demand examiner assessments examiner initial training examiner refresher training senior examiner training examiner supervision and assessment of competence examiner duties senior examiner duties examination procedures 1.2. Oversight and Supervision of Skill Tests, Proficiency Checks and Assessments of Competence Notification and recording of examination details to enable oversight and supervision Introduction of an internet based control tool (www.flexco.ch) As all licence Skill Tests, Proficiency Checks and Assessments of Competence are conducted on behalf of the Authority, FOCA shall have the possibility to supervise this activity. To enable FOCA s obligation for oversight, notice of all Skill Tests, Proficiency Checks and Assessments of Competence shall be given at least 48 hours in advance on www.flexco.ch, which is provided by SBFP. Tests, Checks and AoC s conducted within a Swiss AOC as part of the company examiner system shall be notified on a monthly basis. Exemptions may be granted by FOCA, SBFP only. 2. Evaluation 2.1. Proposal and nomination of s candidates may be proposed by Swiss training- and commercial organisations. SBFP shall then evaluate the demand for examiners on the requested class, type, licence level or other specific qualifications. The basic rule for evaluation shall be: FOCA shall have an adequate number of examiners to fulfil the Skill Test, Proficiency Check and Assessment of Competence tasks of Swiss licence/certificate holders. Under no circumstances shall the personal interests of an examiner candidate be taken into consideration during this evaluation. 5/43 FOCA Flight, 15.06.2018, Rev. 6

2.2. Requirements s shall be proposed by an Organisation, either an Operator, an ATO or by FOCA directly, if there is a specific demand on a particular class or type of aircraft. The Organisation must operate the type of aircraft for the requested Authorisation. The supporting ATO shall be authorised to instruct on the class or type for which Authorisation is sought. 2.3. Candidate Assessment The assessment is to be conducted by FOCA and shall include: 1. Internal FOCA screening (e.g. feedback from SB Sections) 2. Language assessment, if an examiner candidate does not at least possess a LPR of ICAO level 5 (*). 3. Evaluation of the candidate s performance as instructor during a training session (**). instructional techniques 4. Personal interview with the examiner candidate taking into account: character loyalty and integrity trustworthiness personal appearance Written test on knowledge of EU-Basic Regulation 216/2008, Commission Regulation (EU) No 1178/2011 as amended 5. Written test on theoretical knowledge appropriate to the level of licence. * Exemptions may be granted by SBFP (e.g. balloon, sailplane) ** Exemptions may be granted by SBFP 6/43 FOCA Flight, 15.06.2018, Rev. 6

3. Balloon 3.1. Notification of Exams for Balloon Pilots Prior notification of Tests, Checks and AoC s shall be given by the Balloon using the electronic tool www.flexco.ch, which is provided by SBFP. 3.2. Exams for Balloon Pilots Tests, Checks or AoC s for Balloon Pilots shall be carried out by a Balloon. The Balloon shall be present in the balloon basket. Where the is the PIC of the flight, he shall have the required valid rating. 3.3. Minimum Flight and Instruction Experience to become a Balloon FE(B) for BPL and LAPL(B) (FCL.1005.FE (e)(1)) Min 250 h Min 50 h flight instruction FE(B) for the extension of BPL privileges to commercial operations (FCL.1005.FE (e)(2)) Min 300 h Min 50 h flight instruction FIE (B) (FCL.1005.FIE (e)) Min 350 h FII, hold a FE Balloon Min 10 h as FII 7/43 FOCA Flight, 15.06.2018, Rev. 6

3.4. Balloon Balloon s are assigned to a designated Balloon by FOCA/SBFP. Balloon s normally report to the assigned Balloon. The second contact person for all Balloon issues shall be the FOCA/SBFP SPA Inspector. Balloon s are authorised to perform Tests, Checks and AoC s provided that notice for the relevant exam has been given to FOCA/SBFP, at least 48 hours in advance, using the electronic tool at www.flexco.ch, which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP. Balloon s are assessed and periodically supervised by the FOCA/SBFP SPA Inspector. 3.5. Revalidation of Balloon The FOCA/SBFP SPA Inspector, the FOCA assigned Balloon, or a FOCA/SB Inspector delegated by SBFP, shall conduct the supervision/assessment of Competence and make the decision to revalidate the Balloon authorisation. 3.6. 4. Sailplane 4.1. Notification of Exams for Sailplane Pilots Prior notification of Tests, Checks and AoC s shall be given by the Sailplane using the electronic tool at www.flexco.ch, which is provided by SBFP. 4.2. Tests, Checks and Assessments of Competence for Sailplane Pilots Tests, Checks or AoC s for Sailplane Pilots shall be carried out by a Sailplane on the sailplane. Sailplane s shall sit on the seat not normally occupied by the Pilot. This seat shall be equipped with full controls. Where the Sailplane is the PIC of the flight, he shall have the required valid rating. 4.3. Minimum Flight and Instruction Experience to become a Sailplane FE (S) for SPL and LAPL(S) (FCL.1005.FE (d)) Min 300 h Min 150 h flight instruction or 300 flights as FI Sailplane FE(S) for the extension of SPL privileges to commercial operations (FCL.1005.FE (d)(2)) Min 300 h Min 90 h flight instruction FIE (FCL.1010.FIE (d)) Min 500 h FII, hold a FE Sailplane Min 10 h or 30 flights as FII Sailplane or min 10 h or 30 take off instruction on a TMG as FII Sailplane 4.4. Sailplane Sailplane s are assigned to a designated Senior Sailplane. Sailplane s normally report to the assigned Senior. The second contact person for all Sailplane issues shall be the FOCA/SBFP SPA Inspector. Sailplane s are authorised to perform Tests, Checks and AoC s provided that notice of the relevant exam has been given to FOCA/SBFP, at least 48 hours in advance, using the electronic tool at www.flexco.ch, which is provided by SBFP. Exemptions may only be granted by FOCA/SBFP. Sailplane s are assessed and periodically supervised by the assigned Senior Sailplane. 9/43 FOCA Flight, 15.06.2018, Rev. 6

4.5. Revalidation of Sailplane The FOCA/SBFP SPA Inspector, the FOCA assigned Senior Sailplane, or an Inspector FOCA/SB delegated by SBFP, shall conduct the assessment and make the decision to revalidate the Sailplane authorisation. 4.6. Organisation for the Supervision of Sailplane s Supervision shall be organised regionally. The assigned Senior Sailplane s report to the FOCA/SBFP SPA Inspector. 5. Single Pilot Aeroplane SPA 5.1. Notification of Tests, Checks and Assessments of Competence for SPA Pilots Prior notification of Skill Tests, Proficiency Checks and AoC s shall be given by the SPA using the electronic tool at www.flexco.ch, which is provided by SBFP. 5.2. Skill Tests, Proficiency Checks and AoC s for SPA Pilots Skill Tests and Proficiency Checks for SPA Pilots shall be carried out by an SPA on the aeroplane. The SPA shall sit on the right-hand Pilot seat (or, on the seat equipped with controls and not normally occupied by the Pilot). As the SPA is the PIC of the flight, he shall hold the required (valid) rating. 5.3. 5.4. SPA SPA s (FE, CRE, IRE, FIE) are assigned to a designated SP Senior ; they might also be assigned directly to the SP Inspector SPA s normally report to the assigned SP Senior. The alternative point of contact for all matters shall be the FOCA/SBFP SPA Inspector. The request for approval shall include: the reason why the examination cannot be conducted on a simulator. the date of the examination, as well as the location/airports and the registration of the aeroplane to be used. The crew composition shall be as follows: Two Pilots at the controls Both Pilots have the required type rating ( current or expired), or have completed the respective type training course. The other Pilot at the controls is a type rated TRI. Furthermore: The TRE shall not normally be part of the crew. If there is no TRI available, the TRE shall be in either Pilot s seat. The TRE is allowed to log both PIC time and TRI-instructor-time. The subsequent MPA Pilot Skill Test/Proficiency check must be carried out in a simulator, unless otherwise approved by FOCA. 6.3. All examination forms shall be sent to FOCA through the Company Chief or the designated quality control unit. o He is responsible for the correct application of FCL requirements during all Tests/Checks and AoC s within his organisation. o He is the point of contact for any problems relating to Tests, Checks and AoC s discovered by the FOCA Quality Control division. o He is responsible for evaluating the need for new MPA s within the organisation. o He is in charge of preparing an candidate for the FOCA assessment. o He shall train and support his MPA candidates in order to pass the initial Assessment of Competence conducted by the FOCA/SBFP MPA Inspector, or a FOCA/SB Inspector delegated by SBFP. o He shall ensure that all of his Company s are able to conduct at least the minimum number of Skill Tests, Proficiency Checks or Assessments of Competence in order to fulfil the revalidation criteria. o He shall coordinate the administration of MPA Authorisations for initial issue, revalidation and renewal (if required). o He shall ensure that the required Assessments of Competence of his MPA s are carried out by himself or by a Senior of the company. o He is responsible for ensuring that his s attend the refresher course in due time. o He shall select and nominate Senior s to FOCA if he needs assistance in supervising his Company s. Prerequisites for Senior (acc. to AMC1 FCL.1020/1025) Senior s: shall have a minimum of 3 years of experience or have conducted at least 30 Skill Tests, Proficiency Checks or Assessments of Competence as. shall be respected within the aviation community. shall have comparable qualifications to a Flight Inspector. shall have close co-operation with the respective SBFP Flight Inspector, which is based on mutual trust and respect. shall not normally hold a management or Postholder function to avoid conflict of interests. shall be in a position to have the necessary time available to fulfil the tasks. shall be loyal to the task and towards FOCA. 9.2. Nomination of Senior s Nomination of Senior s shall be done according to the needs of SBFP. Training of Senior s After nomination, the Senior candidate shall: Undertake a Senior Course. Practical Instruction In accordance with FCL.1015 (b)(1), the practical part of the standardisation course shall consist of the conduct of 2 Skill tests, Proficiency checks or Assessments of Competence for licences, ratings or certificates for which the applicant seeks the privilege to conduct Tests, Checks and Assessments of Competence, under the supervision of a Senior Important: If examiner privileges are to include the conduct of proficiency checks for the revalidation or renewal of an instrument rating, practical instruction should include the conduct of at least 4 instrument check profiles in the role of examiner.
