Community Information System The Community Information System (CIS) is a Government programme established to ensure that households and communities have access to their own information, and make use of it at that level. Specific Objectives of CIS To identify households and communities within the lowest administrative unit by their socio-economic characteristics and hence their needs; To enhance the use of reliable and accurate data by communities; To support participatory development planning at the various levels of administration; and To facilitate regular and sustainable monitoring of the effectiveness of Government, NGO and other agencies development initiatives among communities 25/01/2017 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 6

Benefits of the CIS CIS has promoted generation and utilisation of data at all levels of planning; Bottom-up summarisation of data has provided immediate feedback at all levels of administration; Implementation of the CIS has offered a chance to extend capacity development (training, mentoring, attachment and equipping) at all levels of planning; Basic ICT skills being imparted LLGs; CIS data compliments qualitative information collected annually by MOLG through the Harmonised Participatory Planning Process; Up to date household sampling frames for all villages in the subcounty for any survey undertaking will be generated; Provision of readily available up-to-date data for planning, monitoring and evaluation of development programmes. Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 19

Major Challenges Manpower gaps in the local governments (all levels); High cost of establishing the CIS; Choice of media for Community mobilization and sensitization; Unmanageable workloads in some villages leads to delays in reporting; Quality of data generated is still low; -village recorders make arithmetical errors during the generation of village level summaries, under-coverage; etc. High financial expectations by the field staff; Observed low levels of commitment of local government staff: Households not reporting appropriately due to various reasons such as; taxation. Maintenance of the IT equipment being supplied to subcounties 25/01/2017 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 20

Opportunities of Implementing the CIS Commitment on the side of Government to fund the CIS exercise to cover all sub counties in the country; All levels of administration need data to facilitate planning; Existence of established local government structures and staff at district, sub county and parish levels of administration ensures sustainability, especially if CIS activities are part of their terms of reference; Some donors have expressed willingness to supplement the Government efforts for the success of the CIS. 25/01/2017 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 21

Recommendations More funds to be allocated for the operationalisation of the CIS; Need for the LGs to contribute toward the development of statistics Vacant posts at District, Sub county, and parish level should be filled; Procurement of storage facilities at parish and sub county levels for the CIS instruments; The schedule of duties of CDOs and ACDOs should include management of the CIS. 25/01/2017 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 22
