Background The Government of Uganda established a Rural Development Strategy as a basis for planning. During the FY 2006/7, a Sub-county Development Programme was launched as a means of ensuring socioeconomic transformation. In Uganda, a sub-county is a unit of planning, implementation and monitoring Under the Sub-county Development Programme the planning and budgeting focuses on; Empowering sub-counties to carry out the planning, budgeting, and development roles Implementing the Sub-county Development Programme through; Establishing a Community Information System (CIS); Increasing access to Rural Financial Services; Improving agricultural productivity; Investing in agro-processing and marketing and; Improving rural infrastructure. 25/01/2017 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 2

Community Information System The Community Information System (CIS) is a Government programme established to ensure that households and communities have access to their own information, and make use of it at that level. CIS Registers CIS collects data at three levels namely; household, parish and sub county It uses four (4) registers (Household, General Parish Information, Micro finance and Cooperatives, institutional) The household register is administered in all the households in a district, the General Parish Information Register solicits information at parish level. The Micro-Finance and Cooperatives register is administered at sub-county level. Benefits of the CIS CIS has promoted generation and utilisation of data at all levels of planning; Bottom-up summarisation of data has provided immediate feedback at all levels of administration; Implementation of the CIS has offered a chance to extend capacity development (training, mentoring, attachment and equipping) at all levels of planning; Basic ICT skills being imparted LLGs; CIS data compliments qualitative information collected annually by MOLG through the Harmonised Participatory Planning Process; Up to date household sampling frames for all villages in the subcounty for any survey undertaking will be generated; Provision of readily available up-to-date data for planning, monitoring and evaluation of development programmes. Major Challenges Manpower gaps in the local governments (all levels); High cost of establishing the CIS; Choice of media for Community mobilization and sensitization; Unmanageable workloads in some villages leads to delays in reporting; Quality of data generated is still low; -village recorders make arithmetical errors during the generation of village level summaries, under-coverage; etc. High financial expectations by the field staff; Observed low levels of commitment of local government staff: Households not reporting appropriately due to various reasons such as; taxation. Opportunities of Implementing the CIS Commitment on the side of Government to fund the CIS exercise to cover all sub counties in the country; All levels of administration need data to facilitate planning; Existence of established local government structures and staff at district, sub county and parish levels of administration ensures sustainability, especially if CIS activities are part of their terms of reference; Some donors have expressed willingness to supplement the Government efforts for the success of the CIS. 25/01/2017 Uganda Bureau of Statistics Plot 9 Colville Street, Kampala Uganda Website: www.ubos.org 21
