( Corferias ), is pleased to present this opportunity for a hotel management company to operate and brand a proposed hotel ( Hotel ) anchoring Corferias a renowned Exhibition and Convention campus located in the heart of Bogotá, Colombia. As a part of this process, JLL is requesting all interested operators respond to this Request for Qualifications ( RFQ ) by June 9, 2014. Qualified respondents will then be invited to provide a formal proposal following a review of more detailed project information. OPPORTUNITY HIGHLIGHTS Corferias The Corferias complex is a 18.1-hectare facility located in the heart of Bogotá. The 104,905 square-meter Exhibition Center attracted over 1.3 million attendees in 2013 with 42 events. Concurrent with the development of the Hotel, Corferias is developing a world class Convention Center totaling 39,143 square meters. With a capacity of 4,000 people, this facility is anticipated to bring nearly 150,000 additional visitors annually to the Corferias campus. There are no other parcels available for hotel development within the Corferias complex, making the Hotel the sole headquarter hotel for the Convention Center and Exhibition Center. Bogotá and Colombia The economic outlook for Colombia is favorable. The nation is quickly emerging as one of the region s leading, investment-grade economies, ranking third in Latin America on the World Bank s Ease of Doing Business survey. The country s strengthening economy, which is still considered to be in the incipient stages of a dramatic growth cycle, coupled with the government s significant improvements to overall security, increasing number of free trade agreements (FTAs), growing middle class and relatively low debt, are all reasons why Colombia is becoming an attractive and preferred investment opportunity for many investors. Bogotá, as the nation s most important city and an economic center for the region, accounts for 25% of Colombia s GDP and is forecast to grow lock-step with the country as a whole. Active Participation in Product Concept and Positioning The selected operator will have the opportunity to be intimately involved in the conceptual design of the hotel component, allowing for a highly collaborative and interactive relationship that will result in a product and experience that will be consistent with the operator s concept and service platform. Fully-Entitled Site Corferias has received approval for the development entitlements and agreement. Current timeline for the development contemplates a two-year construction period with a targeted opening date in the fourth quarter of 2016. Tax-Advantaged Business Structure The Project benefits from a legal and business structure that will allow it to take advantage of tourism investment and Free Trade Zone-related tax incentives, while maintaining total flexibility with regard to strategic exit options. PROJECT OVERVIEW AND HIGHLIGHTS The Hotel is comprised of a hotel tower featuring ±450 keys conveniently located within the Corferias complex campus. This one of a kind location provides direct access to the region s premier Exhibition Center, with nearly 105,000 square meters of exhibition space. Additionally, Corferias is in the process of developing a state-of-the-art, 39,000-squaremeter Convention Center on its campus, just steps from the Hotel. This opportunity will allow the right hotel management company to operate the headquarters hotel at one of the region s foremost meeting facilities. The hotel management company will join Corferias, a private facility operator, and its first-class team to create a much needed modern convention destination in Bogotá. QUALIFICATIONS Corferias and JLL believe that the best operator for the hotel would possess the following capabilities: Design: At this stage in the development process, there is certain flexibility as to the programming of the Hotel. The selected operator would be expected to coordinate with Corferias selected architect to provide technical assistance and programming feedback. Branding and Marketing: Corferias is of the opinion that the Hotel should be branded with an established, regionally or internationally renowned hotel brand. The selected operator would be expected to manage under a proprietary or franchised hotel mark and should possess demonstrable strength marketing to the Hotel s key source markets. Operations Experience: The selected operator should have extensive experience operating hotels, preferably within Colombia. Additionally, experience running large, group-oriented hotels is required. Financial Stability: The Hotel s management company should have demonstrable financial stability. In addressing your company s capabilities in these areas, be sure to include the following: Development assistance or technical services capabilities. Typical pre-opening procedures and programs, and examples of where these have been implemented in the past. List of brands under which the respondent currently manages hotels. Preliminary recommendation of possible brands or recommended positioning of the Hotel (given limited knowledge of the Hotel project). Overview of hotel properties currently under management. Specific experience in managing the opening of a hotel property comparable to the Hotel, providing examples of at least ten hotels under management, of which two being 200 rooms or larger. Summary of hotels under management by your company that are comparables and/or competitors with this project. Relevant experience in Colombia and/or the Latin American region. Statement of financial capacity and stability (balance sheet, banker s statement, CFO s letter) demonstrating at least US$20 million in assets. Must be willing and able to make an investment of at least US$2 million in key money and/or equity.
