INTERNATIONAL CIVIL AVIATION ORGANIZATION MIDDLE EAST OFFICE AIRPORT COLLABORATIVE DECISION MAKING (A-CDM) SEMINAR (BAHRAIN, 11-13 OCTOBER 2015) SUMMARY OF DISCUSSION I. GENERAL 1.1 Place and Duration 1.1.1 The Airport Collaborative Decision Making (A-CDM) Seminar was successfully held at the Mövenpick Hotel, Bahrain, from 11 to 13 October 2015. The Seminar was gratefully hosted by Bahrain Civil Aviation Affairs and sponsored by. 1.2 Opening 1.2.1 The Seminar was opened by Mr. Ahmed Neamat, Acting Undersecretary for Civil Aviation Affairs from Bahrain and Mr. Mohamed Khonji, ICAO Regional Director, Cairo. 1.3 Attendance 1.3.1 The Seminar was attended by a total of sixty five (65) participants from four (4) MID States (Bahrain, Qatar, Sudan, and United Arab Emirates) and seven (7) Organizations/Industries (ACI, Airbus, CANSO, Deutsche Flugsicherung (DFS), Eurocontrol, IATA and IFATCA). The list of participants is at Attachment A. 1.4 Agenda 1.4.1 The agenda was developed around the main following topics: a) A-CDM Basic Concepts; b) A-CDM in the MID Region; c) A-CDM from Regulators and Operators perspectives; d) A-CDM and ATFM in general; e) A-CDM in the World; f) A-CDM Implementation and case studies; and g) Wrap-up and Closing.

- 2-1.4.2 The Work Programme and the presentations delivered during the Seminar are available at the ICAO MID Regional Office website: http://www.icao.int/mid/pages/2015/a-cdm%20seminar.aspx. 1.5 Objective 1.5.1 The main objective of the Seminar was to assist MID States with the implementation of the A-CDM. 1.5.2 The Seminar provided an opportunity to: present the A-CDM concepts and highlight the need to implement ASBU module B0-ACDM as priority one of the MID Air Navigation Strategy; review the A-CDM implementation requirements and challenges; and share experience/best practices techniques for A-CDM implementation. II. SUMMARY AND OUTCOME OF DISCUSSIONS 2.1 The Seminar acknowledged that: Implementation of A-CDM will enhance surface operations and safety by making airspace users, ATC and airport operators better aware of their respective situation and actions on a given flight. The A-CDM aims at improving the predictability of events, reducing delays, and optimizing the utilization of airport resources. High level commitment and collaboration from all parties are essential for A-CDM implementation. Information sharing and reporting culture should be promoted to expedite A-CDM implementation. 2.2 Based on the above, the Seminar developed the following recommendations: MID States and stakeholders to consider the establishment of A-CDM Committee to foster the implementation of A-CDM at the airports identified by the MID Air Navigation Strategy and request assistance from ICAO MID Regional Office, if needed. Terminal congestion, particularly in adverse weather conditions, should be considered as part of the A-CDM. Roles and responsibilities of regulators, aerodromes, air operators, ground handling agents and ATC should be clearly defined for A-CDM implementation.

- 3 - ICAO to consider the above elements in drafting the A-CDM manual. III. CLOSING 3.1 In closing Mr. Khonji thanked the participants for their presence and expressed his gratitude to Bahrain for the excellent arrangements and outstanding hospitality. 3.2 The participants recognized the usefulness of the event and expressed their thanks to ICAO for organizing such a fruitful Seminar. ------------------
