EXECUTIVE SUMMARY The Government of India in the Ministry of Shipping, Road Transport and Highways had authorized National Highway Authority of India for two laning with paved shoulder of Khagaria Purnea Section of NH-31 from km 270.000 km 410.00 in the state of Bihar to be executed as BOT (annuity) on DBFOT pattern under NHDP Phase III Project and has by its letter no. NHAI/BOT/11012/26/2004/16963 dated 15.02.2011 awarded to M/S Punj Lloyd infrastructure Ltd for semiannual annuity of Rs. 56.00 crores with a project construction period of 910 days from and concession period of 17 Years. The entity has promoted and incorporated Khagaria Purnea Project Ltd as concessionaire (SPV). The concessionaire has entered into EPC Agreement with M/s Punj Lloyd Ltd. for carrying out works under the scope of the project on the Project Highway. The EPC contractor in turn has engaged M/s APCO Infratech for execution of the work as sub contractor. NHAI has engaged M/s BLOOM Companies, LLC, USA in association with Bloom Infrastructure and Logistic (I) Pvt. Ltd. to act as Independent Consultant for the said project. INTRODUCTION The Government of India had entrusted the development, Maintenance and management of Khagaria Purnea Section of National Highway No. 31 from KM 270.000 to Km 410.000 in the state of Bihar to be executed as BOT (annuity) on DBFOT pattern under NHDP Phase III. The road starts from Km 270.000 just outside Khagaria town and ends at Km 410.000 of NH- 31 at NH-57 junction. It moves Eastwards parallel to Ganga river through Khagaria, Bhagalpur, Katihar and Purnea district. National Highway No. 31 is one of the major connecting links of North India with North East and west Bengal. It connects Assam, West Bengal, Bihar and Jharkhand. The Khagaria Purnea project, Being the part of NH-31 it Shares very large volume of traffic. The hagaria Purnea road lies on the northern side of the Ganga River. The terrain condition is absolutely plain with intermittent populated villages. Since it lies in the Gangetic plains, the soil is alluvial. PROJECT BACKGROUND Two laning of Khagaria Purnea section of NH-31 lies in Gangetic plain, parallel to Ganga river and Railways track. The road passes through flat terrain on low land. The general ground profile slopes form north to south in this area water accumulates on north side of roads because of inadequate cross drainage. Some portion of project stretches are under submergence for long time in a year. The area is generally flooded with water spill from Koshi and Ganga river during monsoon and causes deterioration. One of the stretches called PASARAHA area suffers road failure due to subsidence and depression. Some where the railways track along the road causes water logging. The majority of abutting land use is under agricultural followed by residential. The alignment is sprayed with small habitants. There are number of important town like Mansi, Maheshkunth, Bihpur, Narayanpur, Naugachhia, Kursela, Harda and Purnea. The river in north Bihar play havoc in the monsoon, the habitation shifts to higher ground like roads and railway embankment. The project stretch has fairly straight alignment with very few curves and there is no drastic change in gradient. There are numbers of cross roads mostly NH and SH with large number of access road. The road has very poor road facilities and hazardous junctions. Monthly Progress Report for the Month of August -14 4

Two laning of khagaria Purnea section of NH-31 from Km 270.000 to Km 410.000 with paved shoulder in the state of Bihar comprises: i) Widening and strengthening of road with 10 m carriageway including paved shoulder and 1 m of shoulder on either side of road. ii) iii) Operation and maintenance of the road. Maintenance on Road Regular Maintenance for entire carriageway and service roads are being carried out timely and ambulances are deployed at both toll plazas and cranes and 24 hr patrolling are operational at site. Mean time cleaning of bushes and plant at shoulder has been cleaned. Similarly, cleaning of drain has been done regularly and monsoon precautions have been taken care. Existing road maintenance has been done for the supplementary agreement portion from km 309 to km 315. Encroach between at service roads at Gedabari (km 384), Harda Bajar (km 396), Naugachia (338), Maheshkhunt (288) are being creating lot of problems to road users. Most of the service roads are encroached by local vendors and same was informed to authority and local administration timely. All the potholes and patches have been rectified properly. Rain cuts developed during recent rain has been rectified. Cutting of grass on the shoulder and cleaning of road is going on continuously. Monthly Progress Report for the Month of August -14 17
