If there is any way that Dufferin County can assist in deferring some of the costs in attending the games or helping out with promotional items to be used in gift exchanges after games played that would promote Dufferin County it would be most appreciated. I have attached my team roster, list of our estimated expenses and the OSGA acceptance letter. Late December 2017 OSGA contacted me asking if I would put a hockey team from Orangeville in the 70+ division at the 2018 55 + Senior Canada Games being held in Saint John, New Brunswick this coming August 21'st to the 24th. I wrote a letter of intent to the Canada Games and was accepted early January 2018. Since acceptance I have organized a committed team of 14 players with a coach and manager to represent Orangeville and Ontario at the upcoming Senior Canada Games. Each Province and the two Territories are allowed to send two teams in each division. The other team representing Ontario for the 70+ division will be from Morrisburgh Ontario. Organizing a competitive team in the 70+ division with players from the same Town is very difficult. OSGA rules allow us to pull players from other adjacent Districts. We are in District 19 which covers Peel and Dufferin. Ontario has 5 Regions and 33 Districts. As you can see from my Roster all players are not from Dufferin County but please be assured that these are professional people and it is our goal to promote and represent Orangeville and Dufferin County at the Canada Games. The Team name has not as yet been officially firmed up but it will definitely have Orangeville or Dufferin County as the prime name. At the moment we are referring to the team as the 'Orangeville Mad Hatters'. At present the Mad Hatter has offered me one set of sweaters, our MPP has provided a Provincial Flag and pins, while the Mayor's office has provided some Orangeville lapel pins for the players. Any funding and/or support that your office can provide will be greatly appreciated and help promote Dufferin County and the Headwaters at this years Senior Canada Games. 2. ACCESS DUFFERIN February 12, 2018 ITEM #2 Presentation Colbeck Hall Playspace Karla Foote presented the Committee with the plans for the Colbeck Hall Playspace in the Town of Grand Valley. The Committee discussed ways in which the Playspace including parking, ground cover, pathways, and eating areas could be designed so that it meets the requirements of the Accessibility for Ontarians with Disabilities Act. 3. ACCESS DUFFERIN February 12, 2018 ITEM #3 Site Plan Review 54 Lawrence Avenue Steve Piercey, Facilities Manager, was in attendance to review the site plans with the Committee. Seven of the 24 units are barrier free. This includes an accessible parking space in front of the unit. The Committee discussed the accessibility features in the units, the layout of the parking lot, and the location of the nearest bus stop. 4. ACCESS DUFFERIN February 12, 2018 ITEM #4 Accessibility Audits The Committee discussed the proposal by Mike Gravelle to conduct accessibility audits. It is within the Committee s mandate to complete accessibility audits of County-owned facilities. One of the priorities would be 54 Lawrence Avenue as it is a new build. The Committee also discussed refreshing the checklist used during previous audits. Moved by Karla Foote, seconded by Kat Anderson THAT Access Dufferin undertake accessibility site audits of County-owned properties. -Carried- 5. ACCESS DUFFERIN February 12, 2018 ITEM #5 Public Education Initiative The Committee discussed the proposal by Wayne Sumbler regarding a public education initiative. Steve Murphy informed the Committee that the County has booked space at the Orangeville Spring Home and Garden Show, April 6-8, 2018. The event would be a good way for Access Dufferin to promote accessibility standards within the community. A volunteer sign-up sheet will be distribute to the Committee by email. The Committee also discussed the benefits of continuing education as a tool for building knowledge as the Committee moves forward. Moved by Trevor Lewis, seconded by Kat Anderson THAT the agendas for Access Dufferin meetings, going forward, include a continuing education piece. -Carried- OTHER BUSINESS Steve Murphy informed the Committee that he will be working with the County s Economic Development Officer to organizing an accessibility workshop for local businesses. The workshop would address how to make the business accessible for customers as well as accessible employment standards. The Committee discussed possible speakers for the session. Figure 1 2018 Emergency Management Program "At-A-Glance" The annual emergency exercise will take place in the spring due to the fall municipal election. Steve reported that the Province is hosting first-friday workshops both on line and in person held on the first Friday of every month. Steve will arrange for a road trip to the Provincial Emergency Operations Centre for the County and area municipalities to attend the September First Friday meeting. A review of the Community Risk Profile was recommended. Discussion took place about the phycho-social impacts on individuals. Discussion took place about the exercise. involves a number of changes to improve public safety. One of the changes is to have a dedicated Emergency Management Chief and enhance information and resource sharing through implementation of an emergency software. Background and Discussion: The Municipal Emergency Readiness Fund was established in 2015 by County Council to provide funds to assist local municipalities with costs associated with emergency preparedness. In accordance with the guidelines of the fund, local municipalities in Dufferin County have the ability to access assistance to offset costs associated with emergency prevention, mitigation or preparedness. The funds are not available for emergency recovery events. The type of projects eligible for funding align with identified emergency risks found in the Hazard Identification and Risk Assessment (HIRA) assessed and reviewed by Dufferin County s Emergency Management Coordinator in collaboration with member municipality emergency leads. Municipal Emergency Readiness Fund Request Orangeville Page 2 The fund allows for member municipalities to receive from the reserve 50% of an approved project cost up to a maximum of $10,000. Prior to any request for assistance being approved, an application for assistance must have been received by the County Clerk and approved by County Council. Projects seeking assistance must meet the following criteria in order for their request to be considered: Request for funding must be accompanied by an approved application for assistance Projects must align with the County-wide emergency management program and which will enhance the resilience of the community. Work on the project must not have started or been completed without an approved application Projects must have an agreed, identifiable beginning and end date. Projects must be completed and accompanied by invoices Request must be within the project year All costs being claimed must be documented including all invoice and proof of payment Eligible Projects: Emergency Operations Centre - Includes construction/renovation, mapping, communications, furnishings, displays screens, etc. Generators - A fixed generator used to power an EOC, Back-up EOC, shelter or municipally owned critical infrastructure Public Alerting System - Includes an automated system designed to alert members of a community to the presence of a hazard through telephone, email, SMS or other electronic means Specialized Training - Includes training that is directly related to Emergency Management but is not available locally Telecommunications - Includes radios, telephones and satellite communications equipment Applicant: The Corporation of the Town of Orangeville has not previously accessed this fund. After review of the application by the County Clerk and the Emergency Management Coordinator, staff conclude that the project meets the criteria set out in the guidelines. Requested Amount: $10,000 Requested Item and Rationale: The Town is proposing a 60 KW, 3 Phase diesel generator be installed. During a power outage the Town s emergency operations centre is unable to function as it does not currently have a backup generator. Background & Discussion The County of Dufferin is required to create a credit card security in order to accept credit card payments. The County is required to comply with the Payment Card Industry Data Security Standards (PCI-DSS). Employees who interact with credit cardholder data will be required to review and sign off on this policy. Approved card transaction are things such as card present transaction with the card holder present. Dedicated terminals are available for this purpose and located at 55 Zina Street, Orangeville and at the Museum location in Mulmur. The other method of payment that is approved under this policy is through an on-line payment through a third-party provider. All other other methods, ie, via email, telephone are prohibited under the policy. It is proposed that all staff receiving payments in person are trained in detail on this policy. There will be handful of staff that will be permitted to accept payments. In the future, on-line payment will be encouraged to the departments to take advantage of. POLICY & PROCEDURE MANUAL SECTION INFORMATION TECHNOLOGY POLICY NUMBER SUB-SECTION Information Security EFFECTIVE DATE 6-9 February 2018 SUBJECT Credit Card Security Policy AUTHORITY Senior Management Team PURPOSE: The purpose of this policy is to establish guidelines for the proper and acceptable processing of credit card payments across all Dufferin County departments. Dufferin County must protect the cardholder data of all customers that utilize a credit card to transact business with the County. The following policy and guidelines outline how cardholder data must be protected. Dufferin County is required to comply with the Payment Card Industry Data Security Standards (PCI-DSS). To comply with PCI-DSS, all employees who interact with credit cardholder data are required to review and sign off on this policy. SCOPE: This policy applies to all staff, volunteers, students and councillors in all departments within Dufferin County. This policy applies to all methods of interacting with cardholder data. This policy does not apply to corporate credit cards used for making payments. DEFINITIONS: CDE - Acronym for cardholder data environment. The people, processes and technology that store, process, or transmit cardholder data or sensitive authentication data. CHD CHD stands for cardholder data. Cardholder data consists of the full PAN. Cardholder data may also appear in the form of the full PAN plus any of the following: cardholder name, expiration date and/or service code. PAN - Acronym for primary account number and also referred to as account number. Unique payment card number (typically for credit or debit cards) that identifies the issuer and the particular cardholder account. PCI DSS PCI DSS refers to the Payment Card Industry Data Security Standards. PCI DSS is a set of industry tools to ensure the safe handling of cardholder data. SAQ - Acronym for Self-Assessment Questionnaire. Reporting tool used to document self-assessment results from an entity s PCI DSS assessment. IMPLEMENTATION PROCEDURE: Procedures for Access to Customer Credit Card Data Access to cardholder data (CHD) is restricted to authorized employees who are responsible for processing or facilitating credit card transactions. Only authorized personal may process credit card transactions or have access to documentation related to credit card transactions. This policy must be read and signed by all authorized employees who process or facilitate credit card transactions. Page 2 of 6

Approved Methods of Payment Approved Card Present Transactions Card present transactions will be performed at authorized Dufferin County locations on authorized point of sale devices with the cardholder present. Authorized Dufferin County point of sale devices include: - Pinpad at 55 Zina St. - Pinpad at Dufferin County Museum and Archives Pinpads should be inspected daily for signs of tampering by an authorized employee. The responsibility for this inspection must be assigned by the department head of the department responsible for the pinpad. Credit card transactions can be made at the counter computer at 55 Zina St. This computer belongs to the CDE. Terminal transactions can be keyed into the payment provider s website and processed at this computer. CHD should be direct keyed into the terminal with no written notes of CHD. Credit card transactions can be made at the reception desk at the Dufferin County Museum and Archives. This pinpad is an analogue pinpad. CHD should not be entered on any computer that is not expressly designated as belonging to the CDE by the Information Technology division. Approved Card Not Present Transactions The only approved method of card not present transactions are online payments. Dufferin County offers an online payment system on the Dufferin County website (www.dufferincounty.ca/purchase). All requests to accept payment for additional items online must be submitted to the Information Technology division. Prohibited Methods of Payment Receipt of Credit Card Information in Email Page 3 of 6

The receipt of CHD through email is prohibited. Under no circumstances will CHD received in email (either directly within or within attachments) be processed. The recipient of the CHD will reply to the sender with a response advising that the transaction cannot be completed and providing and alternative method to processing the payment. The CHD should be removed from the reply and all copies of the original email must be permanently deleted. Receipt of Credit Card Information through Telephone The receipt of CHD through telephone is prohibited. Under no circumstances will CHD be received by telephone. The only authorized methods of payment are through the Dufferin County web site or in person at an authorized point of sale location with an authorized payment terminal. Receipt of Credit Card Information through Fax The receipt of CHD through fax is prohibited. Under no circumstances will CHD be received by fax. The only authorized methods of payment are through the Dufferin County web site or in person at an authorized point of sale location with an authorized payment terminal. The recipient of the CHD will reply to the sender with a response advising that the transaction cannot be completed and providing and alternative method to processing the payment. The CHD should be removed from the reply and all copies of the original fax must be permanently deleted. Storage of Cardholder Data Physical Storage of Cardholder Data Under no circumstances will CHD be stored on paper at any location in Dufferin County. If any CHD is found physically stored it must be redacted or destroyed by shredding in consultation with the Information Management Coordinator or designate. Page 4 of 6

Electronic Storage of Cardholder Data Under no circumstances will CHD be stored electronically at any location in Dufferin County. Annual PCI DSS Compliance PCI DSS requires annual compliance. PCI DSS requires 100% compliance. A Self- Assessment Questionnaire (SAQ) must be submitted for each payment method. An attestation of compliance must be submitted to the payment provider annually to remain compliant. The Information Technology division will be responsible for the submission of the SAQs and attestations. Payment Method Updates All changes to credit card payment methods must be approved by the Information Technology division. An SAQ will be required for each change to credit card payment methods. The Information Technology division will review the PCI DSS requirements for the new payment method and approve or deny the new method. Incident Response and Escalation Procedures All authorized employees that suspect or become aware of compromised credit card data will immediately report the suspected breach to the Information Technology division and the County Clerk or designate. The point of sale device should be isolated immediately and removed from service. The Information Technology division will gather, review and analyse all information associated with the suspected breach and follow the Credit Card Security Incident Response Plan. Failure to Comply Violations of this policy will be treated like other allegations of wrongdoing at Dufferin County. Allegations of misconduct will be adjudicated according to established procedures. Sanctions for breach of this policy may include, but are not limited to, one or more of the following: 1. Disciplinary action according to applicable Dufferin County policies; 2. Termination of employment; and/or 3. Legal action according to applicable laws and contractual agreements. Headwaters Communities in Action Dufferin County Grant Assessment Project February 2018 I. Executive Summary A. Introduction of the opportunity: In the fall of 2017, Headwaters Communities in Action (HCIA) delegated to the General Government Services committee of Dufferin County. The presentation demonstrated that many of the activities of HCIA aligned with the goals of the County Strategic Plan. HCIA has been in existence for over 11 years and has a track record of taking the lead and providing backbone support in projects that address priorities. The conclusion was therefore that HCIA was conducting necessary and important work on behalf of the County and for the benefit of the community. HCIA s proposal included an opportunity to manage the Dufferin Community grant process on behalf of the GGSC. The rationale being that the GGSC lacked resources and background to comprehensively assess the applications or design an intake process that reflected the community priorities. As well, with the formation and growth of a new Dufferin Community Foundation, the grant process could be refined in the best interest of the community and be potentially taken over by the Foundation which is the case in many communities across Canada. The presentation to GGSC concluded with a request for funding to support this important work, a request which was granted. B. Process that was undertaken: 1. Team Selection: A team of HCIA Leadership Council (Board) members formed half of the assessment team and 3 citizens were invited to participate and form the other half. Citizens were invited on the basis of having had experience in community issues (volunteering, municipal councils, managing community events), and/or experience in assessing grant applications. In cases where there was any possibility of conflict, the committee member declined to assess that application. 2. Governance: A Terms of Reference was drafted to ensure everyone was clear on their obligations and to support transparency. 3. Grant process refinement: The team recognized that altering the granting process needed to be a series of stages involving annual edit and review cycles in conjunction with the County. The intake process was already in place, which meant that we were not able to impact who applied and what their expectations were. Note: The team did waive the membership percentage requirement if it determined that the overall impact was primarily in Dufferin. Stage one would therefore consist of augmenting the assessment of applications already received. Step 2: Each committee member assessed the applications to determine an overall score and grant amount within the provided guidelines (total grant dollars available, requests drafted with current guidelines). See grant Scoring below. The assessment process provided members the opportunity to provide feedback on future updates to the intake process. Step 3: Feedback to be amalgamated in support of a work plan that will map a process of business requirements/information gathering resulting in a proposal for the next application design, process, and assessment. Assessment Team BIO s: Adrian Bita: Adrian is an Accounting and Finance Professional (CPA, CGA, CFE) and the Accounting Manager with RJ Burnside & Associates in Orangeville. Adrian is the President of the Rotary Club of Orangeville Highlands, and a member of the Board of Directors (and Chair of the Finance Committee) of Central West Local Health Integration Network (CW LHIN), a provincial appointment by Lieutenant Governor in Council. Adrian was also past Treasurer of Orangeville Blues & Jazz Festival, and a member of the Board of Directors of Community Living Dufferin. Pat Kalapaca: Pat is a resident of Grand Valley since 1968. She was an elementary school teacher, past Councillor for the Town of Grand Valley, past warden for County of Dufferin and President of the Grand Valley Agricultural Society: director, president (2009-18) Diana Morris Diana is a member of the HCIA Leadership Council (Board). She is the current manager of the Dufferin Board of Trade. Debbi Goss: Debbi is a resident of Mono and has extensive experience partnering with not for profit groups, corporations and government, managing small and large grants from concept to completion. She was Executive Director of the Orangeville Blues and Jazz Festival (2012-2014) and is currently is on the Grant Review Team for the Ontario Trillium Foundation (Waterloo, Wellington, Dufferin). Ken Topping Ken is a member of the HCIA Leadership Council (Board). He is currently on the Hospital Foundation Board and is past president of the Dufferin Arts Council. As a past Upper Grand District School Board principal in Dufferin, he has extensive experience with many demographics in the community. Trish Keachie Trish is a member of the HCIA Leadership Council (Board). She is past Executive Director of Dufferin Child and Family Services, and currently works with a team of citizens to support a Syrian refugee family. Active Lives After School Dufferin At ALAS Dufferin it is our goal to establish a safe and secure recreational day program for adults who are developmentally disabled. As well, these adults have completed their high school transition with the province of Ontario or have reached the age of 20. Orangeville Blues and Jazz Festival The mission of the Festival is to promote an appreciation of the art of blues and jazz through an annual festival and related events. The local musicians included students from ODSS, Robert F Hall and Humber College as well as the Orangeville Community Band. The focus of our local musician s activities is on youth and local choirs. The Festival provides young artists with an important stage to perform and show their diverse talents. For most of the young artists this will be the largest event that they have ever performed at. For 2018 we face an increase in costs for new and better quality equipment as well as better performers to enhance the overall customer experience. Dufferin Town and County Farm Tour Our goal is to connect the agricultural community with the consumers who may or may not live in the rural area. We hope to educate the public about farming and food production, highlighting the wide variety of foods and other agricultural goods that originate within the county. Grand Valley Lions Club We are a non-profit coed organization and all of the funds raised go back to our community. We try to make our community a better place to live and support many groups either financially, physically or with guidance. Project Description: The funds will be used to advertise our 23 rd annual Duck Race and Duck Day on May 26, 2018. Our Duck Day continues to grow as we add more groups and activities to our day. We continue to advertise our Duck Day and events through social media, newspapers (in and outside of Dufferin County), home shows (2 being outside Dufferin County), radio stations and Rogers Cable. Plus most of our groups also advertise this event and we have a lot of people come back to Grand Valley on this day as they have roots in Dufferin County. Shelburne and District Horticultural Society We promote conservation and protection of the environment, encouraging planting of trees and flowers, arrange field trips and promote the circulation of horticultural information and encourage volunteerism and good community relations among Society members. Project Description: The funds will be used to beautify Shelburne and area including keeping several town gardens and planting trees. We also participate in the Shelburne Fall Fair with a large display of plants and flowers. We also planted half a dozen trees in Hornings Mills Community Park. Project Description: The funds will be used to assist in hosting the 5 th annual Women s Day to be held November 3, 2018 at Monora Park Pavilion. This is a ROSE program (Rural Ontario Sharing Education) which is promoted by our provincial organization (Federal Women s Institute of Ontario). Assist in the rental of facilities for board meetings. Assist in photocopying educational materials for the children and supplying coffee to the adults who visit our display at the Dufferin Town and Country Farm Tour. REPORT TO COMMITTEE To: From: Chair McGhee and Members of General Government Services Committee Alan Selby, Treasurer Meeting Date: Thursday, February 22, 2018 Subject: Annual Development Charges Reporting In Support of Strategic Plan Priorities and Objectives: Good Governance, through (3.3.2) Review and Update of Current Policies Purpose This mandatory report is provided under the direction of the Development Charges Act, (DCA), as amended in December 2015 under Bill 73, and under Ont. Reg. 428/15, and is also required to satisfy the reporting requirement within Dufferin County s own Development Charges ( DC ) Bylaw 2017-37 ( the DC Bylaw ). Background and Discussion This annual report gives a summary of activity with DC s, for 2017. Schedule A1 attached provides the summary data. Schedule A2 gives disclosure of information about where DC s were used, and how the remainder of the project cost was financed, for any project where at least some DC s were applied. In the case of Dufferin County, there have recently been several large capital assets built that were DC-eligible, namely social housing projects and the Edelbrock Centre, but there was not sufficient time (in years), before those projects were done, to fully collect their DCs, and so long term debt was taken out to finance the projects. Then, over future years, DC s would continue to be collected and applied against the ongoing, annual debt servicing costs. These DC amounts go into the County s Operating Budget, but they are still considered projects for purposes of annual DC reports. Each year, we have the more common situation of DC s being spent to acquire specific new assets. These transactions typically include road resurfacing jobs, and they appear in the annual County s Capital Budget. In 2017, there were DC-eligible projects on Road 11 and Road 109.
