GENERAL INSTRUCTIONS 1. Submission of Bids: Two full copies of the bid must be submitted on the bid form provided (labeled BP-1, BP-2, BP-3, BP-4 and with initial from an authorized representative of the bidder) in the solicitation. The bid form shall be signed and submitted in a sealed envelope clearly identified on the outside of all envelopes with the name of the bid/project and date and time of the scheduled bid opening as indicated in the advertisement. Electronically mailed bids are not considered sealed bids and will not be accepted. 2. Addendums: Bids are subject to change in the form of addendums. Questions can be addressed in writing to the Purchasing Agent at rkonrad@wicomicocounty.org. Bids are subject to change in the form of addendums. Addendums are posted on the County website at www.wicomicocounty.org under Government: Departments: Purchasing: the Current Sealed Bids link (left of page) at least 5 days before bid opening. It is the bidders responsibly to make sure all addendums are included in their bid. Failure to do so could result in the bid being disqualified. 3. Delivery of Bids: Bids should be mailed or hand carried to Wicomico County Purchasing Department, 125 N. Division Street, Government Office Building, Room B3, Salisbury, MD 21801, in order to be received in the office of the Purchasing Agent prior to the announced bid opening. Bids received after said time will be returned to the bidder unopened. It is fully the responsibility of the bidder to insure that the bid is received on time. The County will not speculate as to reasonableness of the postmark, nor comment on the apparent failure of a public carrier to have made prompt delivery of the bid. 4. Pre Bid Meeting: A non-mandatory Pre-Bid meeting will be held in the Airport Manager s Office located at the Salisbury-Ocean City: Wicomico Regional Airport, 5485 Airport Terminal Road, 2 nd Floor Terminal Building, Salisbury, Maryland, 21804 on Wednesday, May 21, 2014 at 1:30 p.m. 5. Exceptions: No exceptions to the specifications will be accepted with the provisions of this Invitation for Bid. 6. Bid Evaluation: If some characteristic of the bid requires that the bid must be reviewed by the County Council, the award can be expected within 30 days. Bid tabulations (when applicable) will be posted on the County website at www.wicomicocounty.org under the Purchasing Department webpage link to current Sealed Bids then link to Bid Archive. This will typically be done within 24 hours of the bid opening. Please use this resource rather than calling the Purchasing Office. Bid evaluations typically take 1-2 weeks.

7. Award of Bid: The Purchasing Agent shall award a bid to the best, responsive and responsible bidder complying with the provisions of the Invitation for Bid. All bid awards are contingent upon available funding. The Purchasing Agent reserves the right to award a bid by individual items, in aggregate, or in combination thereof as deemed necessary to fulfill the anticipated requirements of the County. All awards over $1000.00 require a Purchase Order to be executed before any work can be started. Some awards will require a County contract. A sample is attached if this is applicable. 8. Insurance: If required by the General Conditions or Terms and Conditions, the bidder shall provide the County with Certificates of Insurance within ten (10) days of bid award notification evidencing the required coverage. Bidder must provide Certificates of Insurance before commencing work in connection with the contract. 9. Right to Reject: The Wicomico County Council reserves the right to reject any and/or all bids or to waive any technicality it deems in the best interest of the County.

INVITATION FOR BID Salisbury-Ocean City: Wicomico Regional Airport (SBY) Aircraft Rescue and Firefighting Live-Fire Training Scope of Work Wicomico County Airport Commission is soliciting bids for compliance with Federal Aviation Regulation Part 139.319(i)(3) which requires all rescue and firefighting (ARFF) personnel must participate in at least one live-fire drill prior to initial performance of rescue and firefighting duties and every 12 consecutive calendar months thereafter. Wicomico County Airport Commission has a Letter of Agreement with Piedmont Airlines, who on behalf of the Wicomico County Airport Commission provides personnel necessary for compliance with Federal Aviation Regulation part 139.319. The Piedmont Airlines ARFF Crew is made up with no more than 30 airframe and power plant mechanics. It is those Piedmont Airline mechanics who will received ARFF live-fire training from the successful bidder. Scheduled airline service is provided by Piedmont Airlines using the 37 passenger Bombardier Dash-8-100 and 50 passenger Bombardier Dash-8-300 aircraft. The Salisbury-Ocean City: Wicomico Regional Airport is a certificated air carrier airport issued an Airport Operating Certificate by the Federal Aviation Administration in compliance with Federal Aviation Regulation Part 139. The Airport operates as a Class I airport and is classified as an Index (A) airport which permit the use of mobile interior/exterior fire training simulator as identified in Advisory Circular 150/5220-17B Aircraft rescue and Firefighting Training Facilities (an example of which is pictured below). Specific Conditions of Bid A. DATE TRAINING MUST BE PROVIDED 1. ARFF Live-Fire Training must be provided during any combination of two (2) consecutive weekdays beginning October 13, 2014 and completed no later than October 24, 2014. The bidder has the option to propose any combination of two (2) consecutive weekdays as long as the training is provided between the period mentioned. No other dates proposed by the bidder can be accepted. These dates have been mutually coordinated between airport management and Piedmont Airlines to ensure all ARFF Crew members receive training in compliance with Federal Aviation Regulation Part 139.319(i)(3). 2. Delivery of the mobile fire training simulator, set-up, and breakdown will be determined by the responsibility of the successful bidder. B. MINIMUM INTERIOR/EXTERIOR FIRE EXERCISE 1. ARFF Live-Fire Training must provide each ARFF Crew member with the opportunity to participate(with nozzle) in the following: a. An exterior (pad) fire b. An interior fire c. An engine fire (simulator should be set up in a high-wing configuration) C. ARFF CREW TRAINING SCHEDULE 1. One-half (1/2) of the ARFF Crew will receive live-fire training on the first weekday of training. Training will begin at 8:00 a.m. and will continue throughout the day to ensure all ARFF Crew members have received the training as identified in Section B. 2. One-half (1/2) of the ARFF Crew will receive live-fire training on the second weekday of training. Training will begin at 8:00 a.m. and will continue throughout the day to ensure all ARFF Crew members have received the training as identified in Section B. 3. Special Notice: All participating ARFF Crew members have received and will be provided with the following by the Wicomico County Airport Commission. The successful bidder will not be responsible for providing that which is identified below. a. Are at least 18 years of age, b. Have successfully completed the University of Maryland s Maryland Fire and Rescue Institute s (MFRI) Airport Firefighter Seminar (16 Hours), c. Facial hair that meets compliance with NFPA 1500, d. Is provided with full turnout gear and SCBA. BP-2 Initials

D. INSTRUCTORS 1. Successful bidder must provide trained and competent instructors and in the numbers necessary to deliver, set up, break down, operate and provide training using the mobile fire training simulator. E. PAYMENT 1. A Purchase Order will be assigned in advance of the successful bidder s bid price. A onetime lump sum payment will be made within 45 (days) after full completion of the Scope of Work and an original copy of invoice is received by the County. F. OTHER 1. Bid must include all costs associated with instructors, lodging, food, and travel. The bidder must include in their bid that quantity (gallons) of propane necessary to provide the training identified in the Scope of Work. Wicomico County will supply that quantity of propane necessary to provide the training identified in the Scope of Work.
