Welcome IPAA Victoria and Tasmania present our inaugural executive forum: Regional Participation in Economic Development, being held in Hobart on February 15, 2013. This one day forum provides a unique opportunity for executives from across the Victorian and Tasmanian public service to gather and explore: Lessons for growing Australia regional presence in the Asian market Developing a place-based approach to economic diversification Navigating the opportunities and challenges of leveraging off a unique private good for the benefit of the wider community. The forum will be held at the Hobart Function and Conference Centre and the Museum of Old and New Art (MONA). Delegates will enjoy a guided tour of MONA. Speakers Jim Betts, Secretary, Department of Transport (Vic); President, IPAA Victoria Jim was appointed Secretary of the DOT in 2008. Prior to this, Jim served as Director of Public Transport overseeing Victorian train, tram, bus and taxi operations. Jim has a Bachelor of Arts from Oxford and a management science degree from London University. He worked in a number of roles for the British Government including Assistant Private Secretary to the Secretary of State for Transport and Policy Adviser in the Railways Directorate. In Victoria, Jim has also worked as Director, Transport Reform, in the Department of Treasury and Finance (DTF), Assistant Director in the Project Development and Commercial Division of DTF and Deputy Director of Public Transport. The Hon. Lara Giddings MP, Premier of Tasmania and Minister for the Arts Lara Giddings was first elected to the Tasmanian Parliament in 1996, and at 23, was the youngest woman ever elected to an Australian Parliament. In March 2004 she was elevated to the front bench as Minister for Economic Development and the Arts and in 2008 became Deputy Premier under incoming Premier David Bartlett. In January 2011 Lara became Tasmania s 44th Premier, the first women to hold the position. Professor David Adams, Social Inclusion Tasmania, Department of Premier and Cabinet (Tas); Professor Management & Innovation University of Tasmania David Adams major fields of research concern the locality drivers of innovation. He has published extensively in public policy and management, focusing on local governance and its links to innovation and wellbeing. He is also Social Inclusion Commissioner for Tasmania, with responsibility for providing a voice for socially excluded and disadvantaged Tasmanians and leading Tasmania s social inclusion agenda. Professor Adams has held a number of very senior public sector positions in Victoria and Tasmania. Professor Peter Drysdale, Emeritus Professor of Economics, Head of the East Asia Bureau of Economic Research and East Asia Forum at the Crawford School of Public Policy, Australian National University Peter Drysdale is widely recognised as the leading intellectual architect of APEC. He is the author of a number of books and papers on international trade and economic policy in East Asia and the Pacific, including his prize-winning book, International Economic Pluralism: Economic Policy in East Asia and the Pacific. He is the recipient of numerous Awards and Prizes including the Asia Pacific Prize, the Weary Dunlop Award, the Australian Centenary Medal and he is a member of the Order of Australia. Justin Hanney, Deputy Secretary of Trade and Industry Development Department of Business & Innovation (Vic) Justin Hanney is the Deputy Secretary of Trade and Industry Development, within the Victorian Government Department of Business and Innovation. He is responsible for the Victorian Government s business engagement, trade development and investment attraction activities. Immediately prior to this role, Justin was the Deputy Secretary of the Commonwealth Department of Regional Australia, Local Government, Arts and Sport. Greg Johannes, President, IPAA Tasmania; Deputy Secretary of Policy, Department of Premier and Cabinet (Tas) Greg Johannes is the Deputy Secretary of Policy within the Tasmanian Department of Premier and Cabinet where he advises government on a wide range of subjects including community development, social inclusion and climate change. He is also the President of the Institute of Public Administration Australia in Tasmania and of Relationships Australia Tasmania, and serves as a director on several research institute boards. Mark Kelleher, Secretary, Department of Economic Development, Tourism and the Arts (Tas) Mark Kelleher was appointed to the position of Secretary of the Department of Economic Development, Tourism and the Arts in May 2009. As part of the role, Mr Kelleher is the Chief Executive of the Tasmanian Development Board and a member of the Tourism Tasmania Board. He is also a member of the Ten Days on the Island Board, the Tasmanian Renewable Energy Industry Development Board, and the Tasmanian Infrastructure Advisory Council. Dr Mark Matthews, Executive Director, Strategy for the Australian National Institute for Public Policy Mark Matthews is a senior member of the Crawford School of Public Policy s team that manages the Commonwealth-ANU Strategic Relationship. This collaborative activity, which spans teaching, research and engagement, aims to improve the connections between government policymaking and academic expertise. As part of this role, Mark heads-up the HC Coombs Policy Forum an Australian Government funded partnership with ANU via which public servants and academics can share ideas, insights and work collaboratively on policy challenges. The Forum places a particular emphasis on supporting experimental and exploratory work carried out at the interface between government and academia.
