1) Please provide, for the period between 1 January 2017 and 31 August 2017, the number of calls to 999 in your area for requests regarding events relating to what is understood to fall under the term "hate crimes" (including, but not limited to, acts related to hostility or prejudice based on disability, race, ethnicity religion, transgender identity or sexual orientation), whether classified by you as serious or less serious/urgent or less urgent in nature. If you do divide calls by degree of urgency (e.g. immediate, significant, and extended) please clearly say so, give definitions for each, and the response times you aim for in each type of call. Please provide data for 1) broken down by administrative subdivision (if applicable, e.g. borough, council, or similar), with weekly and monthly subtotals, and yearly cumulative totals. If applicable, please provide subtotals for each category of calls per urgency (as per above). 2) Please provide average weekly and monthly response times per borough (time elapsed between call to 999 to arrival of officer or relevant equivalent on the scene or location of caller) for all requests falling under category 1). Due to the low number of weekly and monthly calls, the three shortest and longest response times have been provided for the time frame for emergency calls. Shortest Response Times Longest Response Times 0:03:14 0:42:55 0:04:23 0:44:11 0:04:35 2:00:04 When any incident is reported (whether 999 or 101) where a policing response is required, a log is started. This is automatically timed and dated and cannot be amended for integrity. Where the final grade of an incident is shown as Emergency, it is highly likely that other calls that started as Emergency Grading were recorded and were downgraded before officer arrival. In these circumstances the caller must be notified. Two reasons for this may be that the offender has left the scene or further information has come to light which changes the initial understanding of the grade. The figures have been calculated from the moment the log has been created to when officers have arrived on scene. During the first few minutes the call taker will be trying to establish exactly what has occurred from the caller however the clock will already be ticking. Officers should be dispatched as soon as possible and it is very common for officers to be en-route and arrive whilst the call taker is still on the phone to the caller offering reassurance or obtaining further details. There are a manner of possible reasons why there has been fluctuation in the response time such as the change to a New Operating Model and reduced number of resources. Our average response time is still well under the required 15 minutes (emergency) and 60 minutes (priority). The Force is working to reduce the number of repeat victims and crime in

general is falling therefore we are seeing a marked reduction in the numbers of emergency incidents reported. A Hate Crime is any criminal offence which is perceived by the victim or any other person, to be motivated by a hostility or prejudice based on a person's disability, race, religion, sexual orientation or gender identity. Please note in West Yorkshire Police, recent increases in Hate Crime are predominantly associated with administrative change in relation to Force crime recording processes which have resulted in an increased likelihood of a crime being recorded following an incident report to the Police. Crime increases have been reported across a number of crime types and the increases in hate crime follow a similar pattern to related offences such as public order and low level violence without injury. The force has made improvements to how information about hate incidents is recorded. A number of sub-categories for the recording of faith and disability hate crimes have been introduced to get a better understanding of the impact of national and international events on local communities and improve and target policing services for victims. Recent publicity may also have encouraged victims of hate incidents and crimes to come forward and report their experience to the police. West Yorkshire Police support National Hate Crime Awareness week during the month of October and used this opportunity to re-launched the Hate Hurts campaign in partnership with the Police and Crime Commissioner to highlight the issue of hate crime. This ongoing campaign aims to give people a better understanding of what hate crime is and encourage victims of hate incidents to report them. As part of our commitment to making communities safer and feel safer, West Yorkshire Police is committed to engaging with communities to increase the under-reporting of hate crimes and hate incidents. West Yorkshire Police employs specialist Hate Crime Co-ordinators across districts in order to assist investigating officers in identifying perpetrators, providing after-care support for victims and to work with communities to increase awareness of hate crime and reporting mechanisms. They also engage in joint working with partners such as local councils, Victim Support and third party Hate Incident Reporting Centres (HIRCs). HIRCs offer anyone who has experienced or witnessed a hate crime / incident the opportunity to report it in an alternative location to a Police Station. The Police and Crime Commissioner has a priority to tackle hate crime across West Yorkshire in the Police and Crime Plan 2013-18 and West Yorkshire Police has aligned a specific equality objective to increase awareness and reporting around hate crimes and incidents, and to provide victims with appropriate support. Appendix A The Freedom of Information Act 2000 creates a statutory right of access to information held by public authorities. A public authority in receipt of a request must, if permitted, state under Section 1(a) of the Act, whether it holds the requested information and, if held, then communicate that information to the applicant under Section 1(b) of the Act. The right of access to information is not without exception and is subject to a number of exemptions which are designed to enable public authorities, to withhold information that is unsuitable for release. Importantly the Act is designed to place information into the public domain. Information is granted to one person under the Act, it is then considered public information and must be communicated to any individual, should a request be received. DECISION Your request for information has been considered and I regret to inform you that West Yorkshire Police cannot comply. This letter serves as a Refusal Notice under Section 17 of the Freedom of Information Act 2000. Section 17 of the Act provides: (1) A public authority which, in relation to any request for information, is to any extent relying on a claim that information is exempt information must, within the time for complying with Section 1(1), give the applicant a notice which:- (a) States the fact, (b) Specifies the exemption in question, and (c) States (if that would not otherwise be apparent) why the exemption applies. REASONS FOR DECISION The reason that we are unable to provide you with this information is covered by the following exemptions: Section 40(2) Personal Information This is an absolute and class based exemption and so requires no harm or public interest test to be undertaken. To disclose the redacted information would breach principle 1 (fairly and lawfully processed) of the Data Protection Act 1998. Please note that police forces do not use generic systems or identical procedures for capturing the data. For these reasons this response to your questions, should not be used for comparison purposes with responses you may have received from other police forces.
