Nominations to the National Secretary are receivable by a Group Council, County Management Committee or by any member of the National Management Committee. The Team Leader Campsites and Facilities together with the Campsites and Facilities Sub Committee will be responsible for the development and evaluation of campsites and other facilities of Scouting Ireland to support the entire youth programme provided by Scouting Ireland. Term of Office Appointed by the National Management Committee, and will hold office for a minimum term of 3 years with a maximum of 2 consecutive terms. Roles Working with and accountable to the individual members of the NTPIC assisting them in their briefs specific to the support of campsites and other facilities, given that the function of the Team Lead Campsites and Facilities is cross functional. The Team Lead Campsites and Facilities will produce written reports to be reviewed by the members of the NTPIC at meetings of same, and copied to the NMC for information purposes. Key areas of responsibility To manage and liaise with the National Camp Chiefs / Centre Managers, and convene meetings of the Scouting Ireland Campsites and Facilities Sub Committee To convene meetings of the Scouting Ireland Campsites and Facilities Network Forum [National, Scout Province and Scout County Campsite Chiefs and Centre Mangers]. To appoint where appropriate Camp Chiefs / Centre Managers to National Campsites / Scout Centres subject to NMC approval. To provide support to Adult Scouters & Youth Members running programme and activities at national sites in consultation with the Programme Commissioner (Adventure Skills & Centre Programme) To manage and liaise with all other Scouting Ireland campsites and facilities in order to achieve acceptable standards for our members. To promote better quality and standards, with particular reference to health and safety, and to set in place an ongoing review process at all campsites and facilities. To monitor ongoing operations and maintenance of all our campsites and programme facilities. To assess any proposed development on vested campsites which will improve the quality and standards at Scouting Ireland campsites and facilities. To set up Campsite / Centre Management Committees where required at individual locations. To develop, in conjunction with the National Adult Resources Committee, a job specification and a system of training and appointment for all campsite warden and support staff. To assess, in conjunction with the Programme Commissioner (National Events), any proposed venues for National events, which are not Scouting Ireland campsites or facilities. To provide and update a Campsite Directory showing the network of campsites and their current contacts. SID 51/07 Page 2 of 4

To ensure that the Campsites and Facilities link on the Scouts.ie website is maintained and improved. To assist with budgets and funding for campsites in conjunction with the National Treasurer To assist in the promotion of Scouting Ireland campsites to attract overseas Scout Groups. Working with All members of the NTPIC on a brief specific basis Programme Commissioner (Adventure Skills & Centre Programme) Programme Commissioner (National Events) Campsite Chief s / Scout Centre Managers Support Officer for Campsites and Facilities Accountable to: NTPIC NMC Time commitment: The time required can be hard to quantify, but it is in line with a senior management position. Formal meetings need to be attended on a regular basis: Scouting Ireland Campsites and Facilities Network Forum ( 4 per year) NTPIC meetings (as required) must be attended. Other meetings which may arise from time to time. Time is also required for matters which arise and must be attended to in between meetings and in preparation for meetings and time is required for the discharge of the duties associated with the Appointment. The Scouting Ireland Campsites & Facilities Team shall be comprised of: Team Lead Campsites and Facilities (Chairperson) Chief Scout (ex-officio) Chief Commissioner (Youth Programme), or their nominee Chief Commissioner (Adult Resources), or their nominee Camp Chiefs of National Campsites / Scout Centres (ex-officio) Other persons recommended by the Team Lead Campsites & Facilities and appointed by the NMC to support the following key functions: o Finance o Campsite & Hostel Management o Facilities Management o Leisure & Recreation Management o Land Surveying / Engineering o Environmental, Health & Safety Management Other persons as deemed necessary and required to cover other specialist areas as recommended by the Team Lead Campsites & Facilities and appointed by the NMC. The Support Officer (Campsites & Facilities) and the Centre Managers (where appointed) should attend meetings of the Scouting Ireland Campsites & Facilities Team and has a right to contribute to the deliberations of same. The term of the subcommittee shall run concurrent to the term of office of the Team Lead Campsites & Facilities (SID51/07) subject to Rule 127. SID 74/11 Page 1 of 4

Goals: The development and evaluation of campsites and other facilities of Scouting Ireland to support the Youth Programme provided by Scouting Ireland in consultation with the Chief Commissioner (Youth Programme). To provide support to Adult Scouters & Youth Members running programme and activities at national sites in consultation with the Chief Commissioner (Youth Programme) and Chief Commissioner (Adult Resources). The development and evaluation of campsites and other facilities of Scouting Ireland to support the development and training of adult volunteers in consultation with the Chief Commissioner (Adult Resources). The development and evaluation of campsites and other facilities of Scouting Ireland in line with the National Centres Business Plan. To promote better quality and standards, with particular reference to health and safety, and to set in place an ongoing review process at all campsites and facilities. To monitor on-going operations and maintenance of all our campsites and programme facilities. To assess any proposed development on vested campsites which will improve the quality and standards at Scouting Ireland campsites and facilities. Deliverables: To provide and update a Campsite Directory showing the network of campsites and their current contacts. To ensure that the Campsites and Facilities link on the Scouts.ie website is maintained and continuously improved. To produce promotional and resource material for use at home and abroad. To produce a Floor for the Night Directory of Scout Dens / Halls this can be used for short-stay overnight visits. To design a corporate and standardised approach to the management of National, County and Group campsites / facilities. SID 74/11 Page 2 of 4

To conduct an audit of national campsites as soon as is practicable. Scope / Jurisdiction: To coordinate, and if necessary, direct the work of the National Scout Centre / Campsite Managers. To advise managers of County / Group campsites on best practice models of management. To submit detailed minutes / reports to the National Management Committee (NMC) and the National Team for Policy Implementation and Coordination (NTPIC) when requested by the National Secretary. The Scouting Ireland Campsites & Facilities Team shall consider matters referred to it by the NMC and /or any of the NMC Standing Committees. Resources and Budget: The Scouting Ireland Campsites & Facilities Team s activities shall be funded in accordance with the annual budget and the Association s finance policies. Governance: The Team Lead Campsites and Facilities shall chair meetings of the Scouting Ireland Campsites & Facilities Team. The Support Officer (Campsites & Facilities) shall act as secretary of the Scouting Ireland Campsites & Facilities Team. Decision making shall be by consensus. Membership of the Scouting Ireland Campsites & Facilities Team shall be co-terminus with the term of office of the Team Lead Campsites and Facilities, and as agreed by the NMC. Additional Notes: The Scouting Ireland Campsites & Facilities Team is accountable to the NTPIC and the NMC through the Team Lead Campsites and Facilities. SID 74/11 Page 3 of 4

The Scouting Ireland Campsites & Facilities Team shall meet at least four times per year. Members of the Scouting Ireland Campsites & Facilities Team may attend meetings of the SI Campsites and Facilities Network Forum, subject to the approval of the convenor of that forum. SID 74/11 Page 4 of 4
