Note 1: VHF Kinshasa and Entebbe Entebbe and Kinshasa will monitor and evaluate performance of VHF at BUNIA with immediate effect and report at ATM/CM in Brazzaville 24-26 September 2012; meeting scheduled by ICAO WACAF. Note 2: Coordination Issues The states namely Tanzania, Burundi, Rwanda, Central African Republic, Chad, Zambia, Angola, Sudan, Uganda, Congo Brazzaville and DRC shall exchange draft LOPs and LOAs electronically and agree by 24 September; LOPs to be signed by 26 September 2012. The signing will be done in the next ATM Coordination Meeting scheduled in Brazzaville under the auspices of ICAO 24-26 September 2012. WACAF to extend the letter of invitation to States/FIRs in this note. States that will not be able to attend this ATM/CM should find means to sign the LOPs by 31 October 2012. Note 3: Missing flight plans Entebbe reported receiving flight plans for aircraft departing Kinshasa but not from other airports within DRC. The entry and exit airports within DRC must be published in the AIP Note 4. Interoperability of VSAT systems (This time to 31 March 2013 is envisaged to enable interoperability between the two systems to be addressed. The issue could be addressed by obtaining frequencies from the Intelsat if available, or installing an AFISNET system at Gbadolite. The parties will find the most expedient solution. Note 5. ICAO English Language Proficiency DRC informed that training of ATCO on-going at LAB Institute in South Africa, 30 out of 180 ATCOs already trained. Note 6. Optimization of existing CNS infrastructure 1. AIDC terminals are already installed at Khartoum, Brazzaville and Ndjamena and can provide improved capabilities. Existing infrastructure (investment) should be optimally used. Note 7: VHF Coverage by Antananarivo Dar es Salaam already has a VHF relay station at Mtwara and ASECNA (Antananarivo) will contact Tanzania Chief of CNS to propose to colocate their VHF relay station at the same site.
