Approve Last Minutes Chair Duncan asked for a motion to approve the minutes as presented. Mr. Kerry Keith made a motion to approve the minutes that was passed by a unanimous vote of the members present. 3. Airport Updates / Roundtable Naples Municipal Airport - Mr. Kerry Keith reported that the Taxiway A extension project is moving forward. He mentioned that they are completing an airport wide water management program that is expected to be on going until November 2014. The project is currently on hold awaiting a final AIP grant amount from the FAA. Mr. Keith reported that they are completing some upgrades to the rental car wash facility. He added that fuel sales are down about 7% so far this year. Continuing Florida Aviation System Planning Process page 1

Sarasota/Bradenton International Airport - Mr. Lionel Guilbert reported that T- hangar occupancy is up and there are now only 2 FBO s remaining on field. He stated that upgrades are now being completed on the terminal wings. Mr. Guilbert reported that they have also completed a renovation of the baggage claim area and an airport signage upgrade project. Venice Municipal Airport Mr. Chris Rozansky reported that year over year fuel sales are up about 10-15% and that T-hangar occupancy is steady. He added that the local flight schools continue to experience peaks and valleys throughout the year. Mr. Rozansky reported that the City of Venice is working with the FAA to complete a tenant release agreement for the property where Sharky s Restaurant is located. This matter related to compliance with FAA grant assurances on airport leases and revenue streams has been on going for over twenty (20) years. The matter is expected to finally be resolved with a $2.675 million payment to the FAA from the general fund. Mr. Rozansky added that RSA improvements in an area between the golf course and the airport are now underway. Page Field Chair Duncan reported that they had a strong winter season with fuel sales up approximately 8% in 2012 and about 10% so far this year. He reported that the ATC facility at Page Field is on the closure list should the FAA follow through with the proposed plan. Southwest Florida International Airport Ms. Ellen Lindblad reported that the airport handled 1.1 million passengers in March. She reported that construction is now underway on the airport link to Interstate 75. Ms. Lindblad stated that a wildlife remediation project is also underway and includes clearing adjacent to Runway 06/24. She added that a taxiway apron expansion project is underway on the northeast side of the airport. Punta Gorda Airport Vice-chair Quill was briefly able to join the meeting by phone but left prior to giving an update on activities at the Punta Gorda Airport. 4. Regional Issues / Concerns TSA Exit Manning Handover Proposal Chair Duncan reported on a TSA proposal that would hand the responsibility of manning exits near the security checkpoints over to airport sponsors. He mentioned that a study by the Florida Airports Council (FAC) has indicated that it may cost airports anywhere from $165,000 to over $3 million annually to staff these exits. Chair Duncan noted that this issue is the result of sequestration and comes in addition to the ATC closures that some airports around the State are dealing with. He added that they use a technology-based system to monitor these exits at Southwest Florida International Airport and other airports may now be forced to invest in this type of equipment. Mr. Guilbert stated that they use a technology-based system for nighttime exit monitoring at the Sarasota-Bradenton International Airport. Chair Duncan encouraged the airport members to follow up on this issue with their legislators and monitor it going forward. Continuing Florida Aviation System Planning Process page 2

5. FDOT Aviation o General Statewide Items Airport Runway & Taxiway Painting Contract Mr. Treudt reported that this contract has been cancelled. The FDOT Aviation Office is conducting a review of the cost savings realized by airports from the original contract. He stated that depending on the results of the FDOT review, the contract may be released for bid again at a future date. Chair Duncan and Mr. Keith stated that both of their airports had used the contract in the past with positive results. FASP Regional Overviews Mr. Treudt reported that the Regional Overviews are now complete and a few copies are available for pick up on the handout table. They are also available on the CFASPP website at www.cfaspp.com. FDOT Aviation Work Program Budget - Mr. Treudt reported that Governor Scott recently signed Senate Bill 1500 which identifies a budget of $160,344,697 for aviation projects in FY2014. Florida Aviation Database (FAD) Disaster Preparation Tab Mr. Treudt reminded the group that hurricane season is approaching. He encouraged airports to visit the Integrated Facility Module (IFM) at www.floridaaviation-database.com to update any resources that may be available to assist neighboring airports in the event of a disaster. New FDOT Aviation Office Website Mr. Treudt noted that the new FDOT Aviation Office website is now live. The page can be found at www.dot.state.fl.us/aviation (previous address) where users will notice a clearer and much more organized presentation of information. Florida Flyer Contact Information Mr. Treudt encouraged the meeting participants to update their contact information on the sign in sheet to ensure that they continue to receive quarterly versions of the Florida Flyer newsletter. o Aviation Office FDOT Aviation Project Handbook Revision Mr. Treudt stated that the handbook is being reorganized to include a section on the Strategic Intermodal System (SIS). The project is being completed by Kimley-Horn & Associates and the revised version is expected to be completed in June. Statewide Economic Impact Study Update This project is being completed by CDM Smith and is expected to be complete in August 2014. The consultant will again be visiting each airport around the State to gather data from tenants and other stakeholders to support the project. Mr. Treudt noted that questions on this project may be directed to Mr. Abdul Hatim at the FDOT Aviation Office. Rates and Charges Analysis (USF/CUTR) Mr. Treudt stated that the online survey was sent out to the airports in March. He noted that the survey contains 33 questions. Once you begin the survey the program will not allow the user to move backwards. Citing the need to have all applicable information on hand, a number of airports have asked for and received a paper version of the survey to review prior to completing the Continuing Florida Aviation System Planning Process page 3

online version. At this point login records show that at least thirty-seven (37) airports are working on the survey. GA Business Plan Guidebook Development Mr. Treudt stated that the FDOT Aviation Office has launched a Business Plan Guidebook Development Project to assist airports that would like to implement a longrange plan to attract and keep businesses at their facilities. He introduced Mr. Kelley Klepper and Mr. Zach DeVeau from the project consultant, Kimley-Horn & Associates. Mr. Klepper proceeded to show the participants a slide presentation outlining the project goals and schedule. He then asked the airport members a number of questions related to their experiences with the development of business plans. Mr. Klepper stated that they are hoping to receive a significant amount of feedback and input from airport managers around the State in order to develop a Florida specific document. Mr. Klepper noted that the project team is looking for between 1 and 3 airport members to serve on the project Technical Advisory Committee (TAC) and provide project status/updates to their respective regional CFASPP committees. Mr. Chris Rozansky of the Venice Municipal Airport was selected to represent the Southwest Florida Region on the project s TAC. o FDOT District Announcements No comments. 6. FAA Announcements Mr. Treudt reported that the FAA Orlando ADO Manager Mr. Bart Vernace did not provide a report for this round but is expected to give an FAA update at the CFASPP Statewide Meeting in July. 7. New Business FAA Interim RPZ Guidance Mr. Rozansky asked if any of the member airports had been impacted by the latest FAA guidance on Runway Protection Zones (RPZ). He noted that the guidance memorandum issued in September 2012 significantly limits the type of new construction or modifications that may occur in the RPZ. A participant reported that these requirements have threatened to interfere with plans for a new passenger rail line on SR528 near the Orlando International Airport. The other airport members reported that they are aware of the new guidance and are working to determine the extent of any potential impacts on future projects. 10. Time & Place of Next Meeting Mr. Treudt stated that the next scheduled meeting of the Southwest Florida Region Steering Committee is September 24, 2013. The committee members determined that the next meeting will be held at the Naples Municipal Airport on that date beginning at 12:00 p.m. Continuing Florida Aviation System Planning Process page 4
