RULES & REGULATIONS International Festival under the auspice of UNESCO The Planet of Art (February-June, 2018, Astana, Kazakhstan) In 2018 capital of Kazakhstan Astana will meet participants of the international Festival under the auspice of UNESCO The Planet of Art. The festival is dedicated to celebration of the 20 th Anniversary of Astana. The International Festival "The children of the World are painting" was initiated by the Director- General of UNESCO in 1999 and became a starting point for the establishment of the UNESCO Clubs movement in the Republic of Kazakhstan. Kazakhstan's first album, released in the framework of the project, was symbolically opened with the foreword of the Head of the state His Excellency Nursultan Nazarbayev. The competition, which has been successfully implemented in Kazakhstan for more than 10 years, in 2010 increased its geographical coverage under the name Children are painting the World. Central Asia and provided children from Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan with the opportunity to express their vision of the world through arts. As a result, the event was included in the list of regular programs of UNESCO in Central Asian. In 2016, reaching the Asian-Pacific region, the project Children are painting the World. Asia expanded its scope, thereby allowing talented young people from Bangladesh, Vietnam, India, Kazakhstan, China, Korea, Kyrgyzstan, Mongolia, Nepal, Russia, Tajikistan, Thailand, Turkmenistan, Uzbekistan, Japan and other countries to participate in the competition. In order to enhance the borders and attract more gifted children and young people, in 2018 the project was united with the Festival of creative youth of Kazakhstan "Children in the rhythm of the World", and entered a new stage of development under the name The Planet of Art. This year the Festival is dedicated to the celebration of the 20th Anniversary of the capital of Kazakhstan Astana and will unite students of children's art schools, art studios, representatives of UNESCO partner organizations and UNESCO Clubs from Central Asia and the Asia-Pacific region. The 2018 Festival will be commemorated by the release of the final album "Astana the city for Peace", which will include the best artworks of the project s finalists, and the winners of the contest will be traditionally invited to the final part to the Capital of the Republic of Kazakhstan. MISSION: Education of the younger generation, promotion of intercultural dialogue and mutual understanding, as well as strengthening of friendly ties between children of Central Asian and Asian-Pacific countries.

MAIN GOALS: strengthening of friendly relations between participating countries; ensuring continuity of the best traditions of education of internationalism and interethnic understanding among young citizens of the world community; increasing and strengthening of international creative ties between groups and individual performers, interaction and mutual enrichment of children and youth of different countries and peoples; broaden the horizons of participants by providing the opportunity to demonstrate their artistic abilities, skills, imagination and individuality; acquaintance of participants with new techniques and materials, modern trends in art; exchange of experience and improvement of professional skills; involvement of leading artists, scientists and cultural personalities in working with children; promotion at the international arena of Kazakhstan experience in the field of preservation of intercultural dialogue and harmony; acquaintance of the participants of the project with the history of formation and achievements in the development of the capital of Kazakhstan Astana. ENTRY REQUIREMENTS: Taking into account the theme of the Festival in 2018 and the publication of a special album "Astana the city for peace", dedicated to the 20th Anniversary of the capital of Kazakhstan, it is welcomed to perform works in the relevant subject, reflecting the history, modern life and future development of Astana. Submission of works in the Republic of Kazakhstan is open until 20 April 2018. In the participating countries, the deadline of submission of art works is indicated by the National Coordinator, considering that on 20 April applications must be delivered to the Organizing Committee in the Republic of Kazakhstan. Each art work must be accompanied with completed application form with English translation (Annex 1). Application with incorrect form will not be admitted to contest, art work will not be returned. Participation in the festival is carried out without any entrance fees. CATEGORIES OF ART FORMS: Graphics; Painting; Sculpture; Applied arts (artistic ceramic, wood carving, metal carving, leather crafting, batik, tapestry, etc.); National applied arts (musical instruments, household items, textile, etc.); Design of costume, interior, landscape, industrial, graphic and computer design; Art photo; 3D modeling (copies, collection pieces) Note: If the artwork cannot be transported to the Organizing Committee for reasonable causes to the screening stage (oversize, weight, etc.), it should be photographed and sent as a digital data with exact name of the author in accordance with the attached application form. (Format of the photo JPG, size not less than 2 MB) SUBMISSION OF THE ARTWORKS FOR THE FINAL SCREENING: 1. Selected works must be sent to the Organizing Committee of the Festival - Secretariat of Kazakhstan National Federation of UNESCO Clubs in Almaty no later than April 20, 2018 by any express post service (PONY EXPRESS, DHL, EMS, etc.). 2. All artworks must be original, without framing, labels on the front side and not be rolled. Damaged artworks will not be evaluated by the Jury. 3. On the back on the right bottom side of the artwork it is necessary to attach the completed entry form with the translation in English. (Annex 1) 4. In addition to the questionnaire attached to the artwork, you must fill out an electronic questionnaire form on the website www.unescoclubs.kz. 5. The parcel must contain: - children's art works (winners of the regional round, 200 art works of foreign participants); - Record of the meeting of the regional tour Commission signed by the regional coordinator from the country. 6. The list of submitted works should be sent to the address: art.kazfuca@gmail.com 7. The right to use, reproduce, photograph, exhibit, lease, translation and disposal, will be transferred to the Organizing Committee represented by Kazakhstan National Federation of UNESCO Clubs. In case of non-compliance of one of these points, artworks will not be considered by the Jury!

Five winners from each country will be invited to the final of the Festival (June 2018, Astana) A commemorative album "Astana the city of peace" will be dedicated to the celebration of the 20th anniversary of the capital Astana and will be published at the end of the Festival. (June 2018). III Stage: International festival under the auspice of UNESCO The Planet of Earth ORGANIZATION: Winners who have received an official invitation from the Organizing Committee are invited to participate in the Festival. To ensure the efficient organization of the Festival, participant s delegations are grouped together. Winners will be provided with branded items (t-shirt, etc.). The form is a mandatory element during the activities of the project. A representative of the organizing Committee works with the participants of the Festival, along with their accompanying teacher, which contributes to the adaptation of children in the temporary team, coordination of participation in the events of the Festival program, compliance of children with the established regime and rules of internal order. Members of the organizing Committee help to create a positive psychological climate, an atmosphere of mutual respect and understanding, constructive communication and common interests between representatives of different countries, conditions for the development of personal and communication abilities of children. The state of health of children is monitored by an accompanying teacher and specialists of the medical unit. By taking part in the contest, the participant confirms the obligation to comply with all internal rules and conditions of the project prescribed in this Rules and Regulations. All personal and/or other information provided by participants must be true, accurate and not misleading in any way;

For the provision of inaccurate or inaccurate information by candidates for participation in the contest, the Organization Committee has the right to exclude from the screening; By taking part in the competition, the participant confirms his/ her agreement to the placement of personal data provided for participation in the Festival, as well as photographs in the Mass Media. PROGRAMME OF THE FESTIVAL WILL INCLUDE: exchange of experience between children and teachers; friendly and cultural parties, flash-mobs and charity activities; interactive trainings and workshops with the master-classes in fine arts; discussions, trainings, master-classes on different topics; master-classes and lectures of specialists in the sphere of culture and art; exhibition of winners artworks; Gala Awarding Ceremony of the winners of the Festival; presentation of the Album Astana the city for peace. A resolution of any important issues not covered in this document will be dealt by the Organizing Committee.
