National Center for APEC ABAC Meeting Overview ABAC I Overview The Manila meeting will be the first meeting under the leadership of incoming ABAC Chair, Wishnu Wardhana. Wardhana and his staff support team are somewhat new to ABAC (he was appointed to ABAC in late 2010, but has not attended meetings on a regular basis). Despite this, since being appointed to serve as ABAC Chair by President Yudhoyono, he has dedicated significant time and resources towards fulfilling his responsibilities. In addition to serving as ABAC Chair, he is serving as Chairman of the 2013 APEC CEO Summit. Indonesia s theme for 2013 is: Partnership, Resilience and Building Bridges to Growth. The four priority areas (below) have been carried over from 2011 and 2012. Deepening regional economic integration; Promoting infrastructure and sustainable development; Fostering SMME development & entrepreneurship; and Promoting the development and integration of financial markets. ABAC Indonesia has kept ABAC s working group structure unchanged except for the incorporation of the Infrastructure Development Working Group into the Sustainable Development Working Group. The IDWG was established by Russia in 2012 and chaired by. National Center for APEC ABAC Meeting Overview Indonesian Government Priorities for APEC Under the motto of Resilient Asia Pacific, Engine of Global Growth, Indonesia plans to organize its 2013 deliverables under three themes: Attaining the Bogor Goals, Sustainable Growth with Equity and Promoting Connectivity. Attaining the Bogor Goals In defining this theme Indonesia has referenced the text of the Bogor Goals 1, which were launched when it hosted APEC in 1994. Specifically, Indonesia has proposed a focus on a) strengthening the multilateral trading system, b) enhancing trade and investment liberalization, and c) intensifying development cooperation. Indonesia will be hosting the 9 th WTO Ministerial Conference roughly two months after hosting the APEC Leaders Meeting. The government has indicated an interest in leveraging APEC to achieve some agreement in the WTO (i.e. tariff reductions for environmental goods or trade facilitation). Indonesia has also indicated a clear desire to set a new vision for APEC and leave a legacy of similar importance to the Bogor Goals. However, in initial discussions among APEC officials it was clear that support for such an effort is limited. Sustainable Growth with Equity Under this theme Indonesia will address the need to ensure that the rapid economic growth being achieved in the region benefits a wide range of societies stakeholders. The theme comprises four pillars which aim to ensure opportunity for economic achievement, healthy populations, and sufficient food supplies. Generally each government that hosts APEC needs to find a way to justify the expense to its citizens. Indonesia will likely leverage this theme to demonstrate how the country s engagement in APEC benefits the average citizen. Specific issue areas to be addressed under this theme include small and medium sized enterprises (SME), women s economic empowerment, health (note Indonesia is currently developing its national healthcare system), food security, and financial inclusion (focused on SMEs). Promoting Connectivity Indonesia will continue APEC s work on connectivity, a theme that was introduced in 2009 under Singapore s leadership of APEC. In addition to the traditional focus on supply chain connectivity, Indonesia will propose work to expand connectivity in the areas of education and emergency preparedness. There will also be a significant focus on infrastructure development under this theme. 1 The Bogor Goals were set in Bogor, Indonesia in 1994 and commit APEC economies to achieving free and open trade and investment by 2010 for developed economies and 2020 for developing economies. National Center for APEC ABAC Meeting Overview United States Government Priorities for APEC For APEC s core trade and investment agenda, the U.S. government has indicated that it will focus on the following priorities: Local Content Requirements U.S. companies are seeing a rise in the number of economies implementing regulations that require a certain percentage of products/value add etc. be from domestic sources with the aim of increasing local employment and economic development. USG aims to begin a discussion in APEC about positive measures economies can take to promote job growth without resorting to local content requirements. Environmental Goods and Services in 2012 APEC economies agreed to reduce tariffs on a list of 56 environmental goods to 5% or lower. This was hailed as a rare concrete commitment by APEC and is one of the few tariff reducing agreements achieved in any multilateral forum of late. In 2013, USG intends to address technical barriers to trade in environmental goods such as discriminatory regulations and standards. Good Regulatory Practices in 2011 APEC economies agreed to adopt good practices in the development of regulations with a focus on mechanisms for public comment, regulatory impact assessments and inter agency coordination within government. In 2013, APEC, led by USG, will conduct an assessment of progress and identify additional best practices for development of regulations. Trade and Innovation In 2011, APEC economies agreed to a series of high level principles to ensure that national innovation policies do not act as protectionist measures. In 2013, USG aims to develop implementation guidance as a means of translating the principles into economic policies/regulations. Supply Chain Connectivity APEC is addressing eight chokepoints in supply chains through the Supply Chain Connectivity Initiative (SCCI) with a goal of reducing transactions costs by 10% by 2015. The Initiative began in 2009 and has languished due to the lack of a coordinated approach to implementation. USG seeks to spur implementation by taking a holistic approach that includes gathering examples of effective, trade facilitating policies from the private sector. In addition to these areas USG is engaged in a number of other areas covered by APEC, including: Health Addressing hospital acquired infections (HAI), non communicable diseases (NCD), counterfeit medicines among other issues. National Center for APEC ABAC Meeting Overview Food security establishing the primacy of the Policy Partnership for Food Security (PPFS) in APEC and developing an action plan for the PPFS. Energy security supporting the elimination of fossil fuel subsidies. Emergency preparedness identifying cooperative activities and sharing of best practices. Women s economic empowerment advancing policy under four pillars: Access to capital, Access to markets, Capacity and Skills Building, and Women s Leadership. Additionally, the Department of Transportation is advancing an initiative to promote female participation in the transportation industry.
