1.0 INTRODUCTION Parking is a crucial provision within East Cheshire NHS Trust for patients and their visitors, for staff who use various forms of personal transport to travel to and from work, staff that have to travel between sites as part of their daily work and for volunteers who provide a valuable service to all departments of the Trust. Parking allocations for ambulances and non-emergency patient transport is also a priority and the need to keep access roads clear Parking at Macclesfield District General is restricted and parking provision is extremely limited. This policy is therefore aimed at offering the best mix of service possible within the available spaces and at prices which are comparable with neighbouring Trusts and is applicable to staff, visitors and all other users of all car parks on the Trust s site Provision for parking is in safe, well lit, security patrolled areas which are maintained by Trust staff or contractors as appropriate. Whilst parking for all different types of vehicles can be provided at the Trust it is provided on the understanding that availability of parking is not guaranteed and that vehicles, motorcycles, bicycles or any other type of transport vehicle are left at the owners risk and the Trust takes no responsibility for the security of the vehicle or any goods left inside 2.0 PURPOSE The objective of this Policy is to ensure that parking for all types of vehicles including motorcycles and bicycles is managed efficiently, effectively and equitably to ensure that a fair balance is maintained between the different users and the most efficient use is made of the spaces available. Regulation for parking will be defined so as to provide fair and consistent basis upon which users may park in the designated areas In addition the policy will seek to ensure that a fair charging regime is implemented and operated and that where appropriate free parking is provided. Within the management of parking, a penalty system will be operated as a deterrent to those who do not abide by the parking regulations. 3.0 ORGANISATIONAL RESPONSIBILITIES 3.1 Chief Executive Has ultimate responsibility for the implementation and monitoring of the policies in use at the Trust. This responsibility may be delegated to an appropriate deputy 3.2 Director of Finance Has Trust Board responsibility for all aspects of car parking management 3.3 Head of Facilities Has day to day responsibility for the effective management of car parking facilities. This responsibility may be delegated to a Senior Facilities Manager 3.4 Directorate Managers and Heads of Department Are responsible for the ratification, implementation & monitoring of this policy East Cheshire NHS Trust Policy for Provision, Control & Management of Parking V5.0 June 2016 3

3.5 All staff, locum, agency and volunteers All have a responsibility to comply with the requirements of this policy. In addition they have the responsibility to make Facilities aware of any changes to vehicle registration, hire cars etc. 4.0 DEFINITIONS The following definitions are used throughout this policy:- Automatic Number Plate Recognition (ANPR) A method of monitoring vehicle movements by number plate Blue Badge A permit issued by Local Authorities to individuals who have severe walking difficulties to park in restricted areas E-Permit An electronic permit issued to all authorised staff car park users for which the relevant parking information is stored electronically on a secure central database Off-site Parking Permits The Trust operates two off site car parks in Macclesfield which are designated for MDGH based staff only. The first car park is located at the Cricket Club, Victoria Road and the second car park is located at the Conservative Club, Prestbury Road. Parking Bays Lined, marked locations within the designated parking areas in which vehicles should be parked Parking Panel A panel comprising of representatives from PALS, Estates & Facilities, HR that meet to review parking matters Parking Rules & Regulations Acceptance of the rules or regulations by parking on Trust property, the driver is deemed to have accepted in full the parking rules and regulation in operation at the Trust, if contravened could result in the issuing of a Parking Charge Notice Parking Zones Designed areas within the sites where provision is made for parking PaybyPhone A method of purchasing car parking for a designated time using either a dedicated phone number or an online app using the site code 88598 Pay on Exit Option to pay for parking on exit which avoids users worrying that they have not paid the correct amount to cover their stay Payment Machines A method of controlling parking whereby your vehicle registration is entered into a payment machine and a ticket authorising parking is provided on East Cheshire NHS Trust Policy for Provision, Control & Management of Parking V5.0 June 2016 4

payment for a set period of time. machine. The ticket is provided by a payment PCN Parking Charge Notice issued for contravention of parking regulations POPLA Parking on Private Land Appeals, an independent parking charge notice appeals service that arbitrates once a PCN has been upheld Salary Deduction A method of payment for staff who are in possession of a parking permit. Deductions are monthly direct debit from salary. Salary Sacrifice Scheme A salary sacrifice scheme is in operation which allows staff to pay for their parking permit charge through salary sacrifice which reduces the cost of the parking permit 5.0 CAR PARKING TARIFF The Trust will charge a parking tariff for both patients and their visitors and staff. Concessionary free parking is available to patients and their visitors who meet the criteria Concessionary Parking Blue Badge holders are exempt from car parking tariffs, please see Section 7.0 for further information Due to the unpaid work undertaken by our Volunteers on behalf of the Trust volunteer parking permits are issued free of charge Concessionary parking is available for patients and their visitors who meet the criteria i.e. patients undergoing chemotherapy, renal patient undergoing dialysis, carers, relatives of gravely ill patients, medical emergencies, parents of babies in Special Care Baby Unit. Further information can be obtained from the relevant department Under the NHS Travel Cost Scheme patients who are in receipt of certain benefits (i.e. Income Support, Income Based Job Seekers Allowance, Tax, Child and Pension Credits) attending hospital may be entitled to claim back car parking charges. The Trust will process the appropriate claim form through the Cash Office located on the link corridor, ground floor MDGH Other parking tariffs Public car parking tariffs are detailed in Appendix 13 and are applicable 24/7. The Trust will review charges annually. Any proposed price increase will be in line with neighbouring Trusts and will be advertised externally for a period of 3 months before the proposed implementation date Staff car parking tariffs are detailed in Appendix 14 and are applicable 24/7. Disabled Spaces Barrier Controlled Staff Parking Visitor Parking Pay to Park Parking Tariff Staff Salary Deduction & Pre-Paid Permits 6.0 CAR PARKING ZONES For ease of access, patient & visitor and staff car parks are clearly signposted; staff car parks are also clearly marked on the road at the entrances to the car parks. Following national guidelines all patient & visitor spaces are adjacent to entrances and exits of the hospital and New Alderley House. The following table indicates the car parks available across the Trust site and their Authorised Users. However, the badge is intended for on-street parking only. Off-street car parks such as those provided in local authority i.e. hospitals are governed by separate rules. Users of hospital car parks should follow local signage at all times in order to ensure that they are following site rules and regulations East Cheshire NHS Trust Policy for Provision, Control & Management of Parking V5.0 June 2016 6

Provision has been made throughout the Trust for disabled parking adjacent to entrances/exits and the spaces conform to the disabled parking bay dimensions which allows for additional room when entering and leaving the vehicle. 7.1 Registration Process - Patient and Visitors As a general policy, disabled badge holders are exempted from car parking tariffs when parked in designated bays within patient and visitor car parks. In order to be exempted from the car parking tariff Blue Badge holders are required to present their Blue Badge at one of the following departments within the hospital:- Main Reception Emergency Department Orthopaedic Outpatients Women s Unit, New Alderley House Security You will then be asked to provide your vehicle registration and the two will then be linked in the camera database permitting you to park without paying the tariff when parked in the patient and visitors spaces. It does not permit you to park in staff car parks as these are strictly reserved for permit holders only If you change your vehicle, use a courtesy/hire car or renew your Blue Badge it is your responsibility to repeat the above process in order to ensure the exemption continues; failure to notify of any changes will result in a PCN being issued There is no limit to the number of vehicles you are permitted to register against your Blue Badge. If one of the vehicles registered is on site and the Blue Badge holder is not present the vehicle driver must pay the correct tariff to cover their stay. 7.2 Registration Process Staff Members of staff who are registered disabled can also register their Blue Badge with the Trust s Car Parking Team. Once registered it permits you to park in any patient and visitor car park. If you change your vehicle, use a courtesy/hire car or renew your Blue Badge it is your responsibility to repeat the above process; failure to notify of any changes will result in a PCN being issued 7.3 Misuse of Blue Badge Blue Badges are the property of the issuing council, who can suspend or remove them if they are misused. The Blue Badge is for use by the individual who has been issued with the Blue Badge only, and it is an offence to allow other people to use it. Staff misusing the Blue Badge facility may also be subject to disciplinary action 8.0 PATIENT & VISITOR PARKING General rules and guidance for Patients & Visitors who use the Trust s car parks 8.1 Patient & Visitor Car Parking Areas Patient and visitor car parks are located nearest to the main entrances as per Appendix 18 The car park signage to indicate that it is designated for patient and visitors only, is white edged in blue A mixed car park is located near to Orthopaedics where both patient, visitor and staff can park The car park signage to indicate that it is designated as mixed spaces only, is white edged with purple Parking tariffs are available to view on payment machines, signage and Appendix 13 Signage is available in all car parks detailing the rules and regulations 8.2 Paying the Car Parking Tariff Payment machines are located within all patient and visitor car parks with the exception of the mixed car park which is adjacent to the Orthopaedic Outpatients Users are required to enter their full vehicle registration number into the machine and then insert the correct amount before the ticket will be issued For flexibility a ticket can be purchased at the payment machine to cover the duration of your stay at any time before your vehicle exits the car park Tickets do not have to be displayed in your vehicle. The Trust recommends that you keep your payment ticket as evidence for at least one month after the date of your visit A credit and debit facility is available at the payment machines located next to the main entrance and rear entrance There is the option to PaybyPhone; further information is available as per Appendix 18. Please be aware that parking purchased via this option has to be paid for before midnight on the day of your visit Regular visitors to the Trust have the option of purchasing a reduced ticket which will cover you for 7 days. During this time you have the flexibility to come and go at regular intervals within the 7 days If your stay is longer than expected, users are able to purchase additional car parking at the payment machine or PaybyPhone Please note that even if you stay with your vehicle you must pay the correct tariff to cover your stay 8.3 Errors when Purchasing a Ticket If users have entered an incorrect vehicle registration number into the payment machine, the Trust s Car Parking Team has the facility to East Cheshire NHS Trust Policy for Provision, Control & Management of Parking V5.0 June 2016 8

correct the error. There are two options available to you to update the vehicle registration: Contact the Car Parking Team as per Appendix 15 Take your ticket to the department that you are visiting and they will contact the Car Parking Team on your behalf 8.4 Clinical/Medical Delays There may be occasions when clinics will over run or you may need additional medical checks. If you have paid for your parking on arrival at the hospital and you do not have enough time left on your ticket to cover your visit. Please take your ticket to the clinic reception area and they will contact the Trust s Car Parking Team and extend your parking to cover you for the delay For patients and visitors who have not purchased a ticket on arrival please pay the correct tariff which covers you for your stay 8.5 Free Drop Off There is the facility for free parking up to a maximum of 20 minutes when dropping off/collecting a patient or loading/unloading equipment Please be aware that in order to qualify for the free 20 minutes, you must remove your vehicle from the car park and leave the hospital grounds within the 20 minutes grace period Users who stay beyond the 20 minutes should purchase parking either at one of the payment machines or PaybyPhone; please see Section 8.2 for further information on purchasing a ticket 9.0 STAFF PARKING General rules and guidance for staff who use the Trust s car parks 9.1 Staff Car Parking Areas On-site staff car parks are located as per Appendix 18 The car park signage to indicate that it is designated for staff only, is white edged in yellow A mixed car park is located near to Orthopaedics where both patient & visitor and staff can park The car park signage to indicate it that it is designated as mixed spaces, is white edged with purple The paddock is classed as an on-site car park and is controlled by a barrier. Access times are limited to 7 am 7 pm due to planning restrictions; access is via the ID badge The late shift car park is classed as an on-site car park and is available to clinical staff from 9.30 am onwards; access is via the ID badge The consultant car park is for Consultants only and is controlled by a barrier; access is via the ID badge Off-site car parking is available to all staff who do not meet the criteria for an on-site permit and live outside of a 2 km radius of the hospital and is a short walk from the hospital Signage is available in all car parks detailing the rules and regulations East Cheshire NHS Trust Policy for Provision, Control & Management of Parking V5.0 June 2016 9

9.2 Parking Permits Members of staff are required to apply for a parking permit to park at the Macclesfield site within a staff car park. This permit is charged on a sliding scale according to pay banding. Staff are required to complete an application form which is available on the Infonet, listed under Parking. On-site parking permits will be allocated based on the following criteria:- Blue Badge holders Staff working a 24 hour shift pattern Shifts commencing before 8.00 am (evidence will be required) Shifts finishing after 6 pm (evidence will be required) Night shift staff (evidence will be required) Essential car users - minimum of 6 off-site visits pcm for work purposes only (evidence will be required) Staff with pre-existing medical conditions (evidence will be required from your GP) Car sharers are guaranteed an on-site permit; please see Appendix 11 Staff who do not meet the above criteria and live within 2 km of the hospital will not be eligible for either an on-site or off-site permit Staff are not permitted to obtain parking permits from external providers by any means and parking on site displaying said permits is strictly prohibited 9.3 Type of Permits Car Sharers Conservative Club Consultant Cricket Club On-site Free on call Residential Volunteers 9.4 Access Times On-site permit holders are permitted to park within a staff car park between the hours of 8.00 am 4.00 pm After 4.00 pm on weekdays on-site permit holders are permitted to park in the patient and visitor spaces in the Rear Entrance and Orthopaedic Car Parks; vehicles must be removed before 8.00 am the following morning After 3.45 pm on weekdays on-site permit holders are permitted to park in Main Entrance Public & Drop Off; vehicles must be removed before 8.00 am the following morning At weekend and Bank Holidays on-site permit holders are permitted to park in the patient and visitor spaces; vehicles must be removed before 8.00 am on Monday morning or Tuesday morning following a Bank Holiday Conservative Club, Cricket Club and Free on Call permit holders are permitted to park their vehicles in any car park after 4.00 pm weekdays and anytime at the weekends/bank Holidays. Members of staff who do not hold a Blue Badge are not permitted to park in the blue badge bays. Any vehicle parked in a blue badge space without displaying a Blue Badge will be subject to the enforcement process and may also face disciplinary proceeding 9.5 Vehicle Registration Process All staff who hold a permit are automatically logged into the camera database with their vehicle registration number(s) and staff ID Number when they apply for a permit or renew their existing permit The Car Parking Team must be contacted via email (ecntr.carparking@nhs.net) within 24 hours if your details need updating in relation to any of the following:- Additional vehicle needs adding as a permanent addition Change of car Using a courtesy car Using a hire car It is the individual s responsibility to send the email within the allocated timeframe; failure to notify of any changes will result in a PCN being issued Permit holders are permitted to have more than one vehicle registered against their permit. However, at no time must both vehicles be on site at the same time unless the vehicle driver has parked in a patient and visitor car park and paid the correct tariff to cover their stay 9.6 Agency/bank/Locum Staff For staff not directly employed by the Trust there is the facility to prepay for a permit. The permit charge is in line with Appendix 14; for further information please see Appendix 6 9.7 No Staff Spaces Available There may be occasions when there are no staff spaces available between the hours of 8.00 am 4.00 pm weekdays. On this occasion on-site permit holders are permitted to park within a patient car park for the duration of their stay. In order to be exempted from the enforcement process users are required to email ecntr.carparking@nhs.net within 24 hours, providing their full registration number and ID number. If it can be demonstrated that there are staff spaces available users will be required to pay the appropriate tariff applicable to this car park. Persistent abusers may be subject to disciplinary proceedings 9.8 Free Drop Off There is the facility for free parking for non-permit holders up to a maximum of 20 minutes in staff car parks when dropping off/collecting a patient or loading/unloading equipment Please be aware that in order to qualify for the free 20 minutes, you must remove your vehicle from the car park and leave the hospital grounds within the 20 minutes grace period East Cheshire NHS Trust Policy for Provision, Control & Management of Parking V5.0 June 2016 11

Users who stay beyond the 20 minutes will be subject to the enforcement process 9.9 Security Arrangements Security personnel will provide an escort service for all staff to their vehicles after dark, on request by bleeping 7800. This Service extends to staff parking at the Conservative Club and Cricket Club. Please note availability is dependent upon availability of officers Staff wishing to exit the paddock after 7.00 pm should bleep Security in the first instance and they will arrange for the exit barrier to be opened to allow you to remove your vehicle 9.10 Peripheral Sites Parking Permits The majority of the peripheral sites offer free parking for ECNHST staff; however there are small number of sites where ECNHST staff should pay & display as per Appendix 16 Car parking permits are available for staff whose base of work is Mid Cheshire Hospital Foundation Trust. Staff who hold or apply for a permit should be aware that the permit cost is chargeable and will be deducted from your salary monthly; please contact the Car Parking Team for further information There is a reciprocal agreement between ECNHST and Waters Green Medical Centre whereby a limited number of pool permits will be available for staff visiting the medical centre and vice versa. The permits are managed by the Car Parking Team 10.0 TAXIS, NON-EMERGENCY AMBULANCES & VOLUNTARY DRIVERS Taxis collecting or dropping off are exempt from car parking tariffs provided they remain in the space for no more than 20 minutes. Taxis parking for more than 20 minutes should pay the appropriate tariff to cover the duration of their stay Arrangements exist for non-emergency vehicles whereby the vehicle drop and collect patients from the patient entrance. Whilst waiting these ambulances park on the road either side of the main hospital entrance Voluntary drivers are issued with a free permit in agreement with the Trust on an annual basis 11.0 CONTRACTORS & EXTERNAL DELIVERIES - MDGH 11.1 Contractors Contractors are not permitted to park in visitor and patient car parks unless they pay the appropriate charge or have specific prior permission to do so. They may be requested to remove their vehicle if the space is required to maintain visitor and patient car parking availability. As part of the Trust s Induction process, contractors should report to the Facilities Department, Hope House to sign in and also register their vehicle in the terminal provided. required to conform to this policy and will be allocated permits in accordance with the criteria of the policy Where local arrangements are made with Contractors who are not required in to sign in, the receiving department should notify the Car Parking Team with details of the vehicle registration 11.2 Delivery Vehicles Delivery vehicles making deliveries or collecting goods may stop for a short period at the designated delivery area within the area outside Receipt and Distribution Centre (RDC). These vehicles are exempt from charges when:- Parked in a designated delivery area; providing the vehicle is removed immediately after delivery or collection is made Parked in drop off area for no longer than the 20 minute permitted waiting time without seriously impeding the passage of other vehicles With all other types of delivery, the relevant deliverer and Trust staff receiving are expected to comply at all times with this policy. In particular, delivery vehicles must not obstruct other traffic especially ambulances and buses that come through the site 12.0 CAR PARK MANAGEMENT APPLICABLE TO ALL VEHICLES 12.1 Car Parking Scheme The car parking scheme applies to all car parking spaces at Macclesfield District General Hospital and the following applies to all users of our car parks:- The car parking scheme is overseen and managed by the Trust s Facilities Department (Soft FM) Security personnel regularly monitor the car parks as part of their daily duties. Officers will always give as much help and guidance as they can. They have been advised that they must act when they see the rules laid down in this policy being contravened All information provided to the Trust on application forms, renewal documents, Blue Badges must be accurate. Falsifying information may result in a PCN being issued. Staff may be subject to disciplinary action and result in disqualification from car parking eligibility 12.2 Unauthorised Parking Parking at the hospital in an unauthorised manner is not permitted; unauthorised parking is defined as:- Parking in a patient and visitor car park without purchasing an appropriate parking ticket for the duration of your stay Parking in a staff car park without displaying a valid permit East Cheshire NHS Trust Policy for Provision, Control & Management of Parking V5.0 June 2016 13

Parking in a manner that causes obstruction to access routes, fire exits, bus services that pass through the site, roadway, designated footways, cycle ways, disabled access and thoroughfares Parking on double yellow lines, designated no parking areas, hatched areas, bus stops, ambulance bays, delivery areas, off road parking, parking on pavements and in a disabled space without a valid Blue Badge Failure to park correctly within a marked space Blocking other vehicles access and egress from designated parking spaces and areas Waiting or parking for longer than 20 minutes without paying the applicable tariff Not parking within a correctly designated parking area 13.0 ENFORCEMENT N.B. This list is not exhaustive and other instances may occur that become or are defined as unauthorised parking within the policy and will warrant a Parking Charge Notice being issued To ensure that all vehicles parked on the Trust premises do so legally and properly, the Trust will operate a system of enforcement through an ANPR System supported by the Trusts Security Team. ANPR will be operated by the Trusts nominated contractor All vehicles parked in contravention of the rules described within this policy and the Terms & Conditions (T&Cs) which are clearly displayed on signage across the Trust will be subject to enforcement The method of enforcement is subject to change based on legislation and current best practice. The Trust and associated contractor will carry out enforcement in accordance with relevant legislation 14.0 PARKING CHARGE NOTICE - APPEALS 14.1 Appeals Users of our car parks who have received a PCN and wish to appeal should appeal directly to the nominated contractor who manages the car parks on our behalf; please see Appendix 15 for further information The nominated contractor has a dedicated NHS team in place and as part of the appeals process, as set out by the Trust, will cancel any Parking Charges Notices issued to blue badge holders, errors with registration and genuine medical emergencies for first offences only 14.2 POPLA If your appeal has been unsuccessful, you will receive a rejection letter together with a verification code As soon as you receive this code you now have the right to make a formal appeal to POPLA.
