Call to Order and Introductions President Brad Ebaugh opened the regular meeting at the Hilton Garden Inn, hosted by Verizon, 1706 N. Dupont Hwy, Dover, DE. The meeting was called to order at 9:00 A.M. 37 members were present. Introductions were made. Prior months meeting minutes approved. 2. Presentation Verizon John Hughes, Judy Lonsdale Scope of FTTP/FIOS Build is significantly less than prior years. 10,900 service drops last year. 25,000 trench feet anticipated this year. Danella is the prime contractor for Verizon. Contractor is responsible for knowing and complying with the Verizon Safety Standards. English speaking supervisor shall be on each job site. Verizon produces notifications in a variety of methods. Extent of excavation is equal to or less than 500 on one ticket. Majority of work will be finishing up the License Franchise Agreements, no new areas. 3. Presentation Maryland IT Dave Piccoli, OMBN Program Manager One Maryland Broadband Network, large project, from 2009 ARRA. 1300 miles of fiber-optic build out throughout Maryland. Reaching out to all the stakeholders that are involved with this project. 75 miles of work on Eastern Shore Maryland, need this accomplished in about 1 year. Stimulus program, ARRA 2009. Project amount $158B, grant is $115B $43B match. Third largest award in the nation. 1,006 community anchors (public facilities) will be affected. Goal of the project is to have access to broadband for everyone. Project managers will be attending the Miss Utility meetings in the future. Miss Utility will be making contact with the project managers. 4. Presentation - Eagle Trace Stephanie Lavin Ms. Lavin is the director of Eagle Trace s homeowners association, which is located in Bear, DE. Verizon FTTP main was installed late July, early August, 2011. In November, six (6) complaints about amount of paint on the ground were filed. Installs started in December, issues with infrastructure that is not covering the holes in development. Residents are not happy about the paint on the ground. Verizon went on strike, left materials on the road. Mr. Hughes responded Verizon stopped work due to strike, sometimes the paint does not utilize water based spray paint. Verizon will fix any infrastructure that is unsafe to the public. Ms. Lavin suggested that there may be an easier way to contact the infrastructure owners. 5. Excavator Concerns- None Voiced. 6. Facility Owner Concerns- Mr. Hughes, a damage in Greentree Village Apartments, fiber was damaged, upon investigation. Tickets were ambiguous; excavator was allegedly accused of taping a gas main that was damaged. Dave Kertis will look into providing a presentation to the company. 7. General Locate Issues- None Voiced. 8. Locator Concerns- Utility companies in North Carolina would take the materials in-lieu of insurance coverage from the contractor that damages their facility. 9. Damage Reports =Charlie Russell o Delaware 10 utilities report, 10.10% of companies reporting. 29 damages in January, 8 from hitting marked line, 4 no call or ticket, 11 marking issue, 6 other, 0 unknown. 27.59% of damages were in the category of Hit Marked Line. Damages per 1,000 tickets = 1.85 (National average is 4). o Maryland 5 utilities report, 7.04% of companies reporting. 6 damages in January, 1 from hitting marked line, 3 no call or ticket, 1 marking issue, 1 other, 0 unknown. 16.67% of damages were in the category of Hit Marked Line. Maryland Broadband Network applied for membership. Town of Bethany Beach applied for membership. 10. Locator Recognition Brad Ebaugh/Dave Ostroski 24 individuals that are being recognized, from 10 different organizations. Mr. Ostroski is looking for nominator surveys by March 2, winners survey due by March 9. Looking for head shots, send to Mr. Ostroski/Mr. Ebaugh. Event scheduled for April 26, 2012, at Harrington Casino, Gold Room. Will be soliciting gift cards from companies. 11. Public Awareness Thomas Matich February 25 I love Smyrna School Day Rural Water Show in Harrington, Tony Gersitz and Mr. Matich will man the booth. Feb 28, 29, March 1 Safe Digging Month in April; MGH will be working on the distribution. Fire Department training at Smyrna, Rich Cleveland will attend, Feb 27. 12. One Call Concepts Dora Parks Ms. Parks reviewed the January monthly report. A total of 9,131 tickets requested, 88% were handled under the threshold that is requested. Average speed of answer is 12 seconds. ITIC report was reviewed, 70% of ticket volume conducted through the internet. 3% less than percentage of last year. Review of less than 48 hour tickets, 583 tickets called in, 6% of total ticket volume. 13. Law Enforcement Committee Jason Lyon Next meeting is set for February 24, 2012 at Dover Downs. Goal of meeting is to involve the lobbyists and produce a game plan. Comments are due by February 17. 14. Old Business None Voiced 15. New Business Jerry Platt mentioned that PSC takes complaint calls frequently. Mr. Platt commented that PSC does not regulate underground internet providers. Front line employees typically do not give proper information to the homeowner. Mr. Hughes makes mention that communities should be responsible as a facility owner. Mr. Kertis will be putting 811 stickers on the Delmarva Fleet. Mr. Ebaugh is soliciting help from membership to attend the events. Mark Stillman spoke with Senator Peterson about campaign signs.
