8 Background ata: and Environs OVERVIEW is located in the northeastern part of the county and is owned and operated by the ity of Turlock of Stanislaus ounty. The ity of Turlock; however, is located approximately six miles away from the airport in adjacent Stanislaus ounty. The airport was built in 1948 and has historically been used for general aviation, particularly agriculture-related aviation. AIRFIEL SYSTEM is classified as an Airport Reference ode (AR) 1 B-I (small) which means that it can accommodate light aircraft ( 12,500 lbs) with wingspans of up to 49 feet. The airport encompasses some 320 acres and has a single runway nearly 3,000 feet in length. Runway 12-30 is a visual runway. The dimensions of the runway protection zone (RPZ) at each runway end are: 250 foot inner width, 450 foot outer width and a length of 1,000 feet. Approximately 75% of the RPZ for Runway 12 (6 acres) lies off airport property. The RPZ for Runway 30 lies entirely on airport. AIRPORT PLANS Airport Master Plan Status The ity of Turlock and the Turlock Regional Aviation Association (TRAA), a nonprofit pilots group responsible for the daily operation of the airport, prepared a Master Plan for the Turlock Municipal Airport in November 2004. The principal development proposals of the Master Plan include: Relocate the runway to northeast and extend to an ultimate length of 4,400 feet; onvert the existing runway to become a full-length parallel taxiway; Upgrade the runway to Airport Reference ode (AR) from B-I (small) to B-II; Upgrade runway pavement strength and edge lighting; Provide straight-in nonprecision approaches of not lower than 1 mile to both runway ends; Acquire fee title or easements on existing and future RPZ properties; and onstruct new heliport. Basis of Turlock Municipal ALUP The ity and TRAA prepared an Airport Layout Plan which was approved by the Federal Aviation Administration (FAA) in April 2008. The ALP drawing depicts the projects detailed in the Master Plan. In accordance with state law, the 2008 ALP was accepted by the alifornia ivision of Aeronautics as the basis of the Land Use ompatibility Plan in April 2011. Pertinent data regarding the airport is summarized in Exhibit TUR 1. A copy of the 2008 ALP is provided in Exhibit TUR 2. Airspace Plan As the timing of the future airfield reconfiguration is uncertain, two Airspace Plans have been prepared for. Map TUR 2 in hapter 3 depicts the Federal Aviation Regulations (FAR) Part 77 imaginary surfaces for the airport s existing airfield system and reflects the airport s 3,000-foot long visual runway serving light aircraft ( 12,500 lbs.). The Map TUR 3 in hapter 3 depicts the imaginary surfaces for the airport s future runway system and is consistent with the Airspace Plan provided in the 2008 ALP drawing set. The Future Airspace Plan reflects the relocated 4,400-foot long runway, use by heavy aircraft (> 12,500 lbs), and future nonprecision approaches to both ends of Runway 12-30 within straight-in minimums of greater than ¾ miles. AIRRAFT ATIVITY ATA Exhibit TUR 3 reflects existing and forecast aircraft activity data. urrent airport operations are based on the FAA s Airport Master Record (2010) and indicate some 10,400 annual operations. The 2004 Master Plan forecast of 51,000 annual operations is carried forward to 2035 for airport land use planning purposes. Exhibit TUR 4 depicts the forecast noise contours and other aeronautical factors upon which the compatibility zones for the airport are based. Airport Environs Exhibit TUR 5 shows a detailed summary of s existing (2010) and planned environs, including airport compatibility policies adopted by the local agencies (Merced and Stanislaus ounty). An aerial photo of the airport is provided in Exhibit TUR 9. As shown in the exhibit, the airport is currently surrounded by agriculture on all sides. The only nearby development is in the unincorporated community of Ballico to the south. There are also a few farm buildings located in the runway protection zone. The adopted airport land use compatibility zones cover land under the jurisdiction of Merced ounty and Stanislaus ounty. The portion of the Influence area situated within Stanislaus ounty is not subject to the authority of the Merced ounty ALU, but is instead under the Stanislaus ounty ALU jurisdiction. The local planning efforts by these agencies are summarized below. Merced ounty Merced ounty is in the process of updating the 1990 General Plan. The updated plan, called the 2030 General Plan, is scheduled for adoption in early 2012. The ounty is not anticipating any changes to existing land use designations near the airport as part of this update. The 1990 General Plan includes goals and policies that require projects to be compatible with the ALU Policy Plan. The draft 2030 General Plan, in addition to requiring projects to be compatible with the ALU Policy Plan, also includes goals and policies that will prevent incompatible land uses within airport safety areas, require any development near airports to be consistent with FAA regulations, and prohibit noise-sensitive land uses near public and private airports. Stanislaus ounty Stanislaus ounty last updated its General Plan in 1994. The plan includes policies that discourage development in airport hazard areas (unless properly mitigated) and requires regular update, maintenance, and enforcement of the Airport Land Use ommission Plan and ounty Airport Regulations.
