Mr. Jasbir Singh Hura welcomed all members present in the meeting and all members introduced themselves. Mr. Srinibash Subudhi, Secretary General read-out the Secretary s elaborately on past activities done by HRAO, a brief of which is follows ; 1. PCB / NGT Meetings conducted 5 times ; The 1 st meeting was held at Mayfair, BBSR on 08.10.2015, where it was decided to apply immediately for obtaining consent letter from SPCB. 2. The 2 nd meeting was held at Swosti Premium, BBSR on 30.04.2016, minutes made in next meeting. 3. The 3 rd meeting was held at Hotel Arya Palace, BBSR on 04.05.2016, and it was resolved that EC should decide that interested members should contribute legal fee of Rs. 5,000/- each towards Advocate s fee against NGT issue. 4. The 4 th meeting was held at The New Marrion, BBSR on 18.05.2016, it was decided that each member should approach their concerned Advocates & get interim stay order from Hon ble High Court immediately.

5. The 5 th meeting was held at Hotel Dwaraka, Cuttack on 12.06.2016 and it was decided that Adv. Milan Kanungo agreed to prepare a common format for all the hoteliers in this regard. BMC meetings conducted 3 times ; 1. The 1 st Emergency meeting was held on 25.03.2016 and it was decided to submit memorandum to Commissioner, BMC ;on the following issues Under Odisha Municipality Corporation Act, 2003 under Section-657 ; Wastage generation takes place in a hotel from kitchen, restaurants, Item No.6, under schedule-e only specifies three sub-groups of classification, If above view expressed at para-4 and 5 (a&b) is taken and calculation, In any case the Municipal Corpration s services under user charge may not undergo a substantial improvement / enhancement. In the end, the HRAO appreciated the Commissioner, BMC s statement that Municipal Corporation need adequate fund to maintain services to its citizen. 2. In the 2 nd meeting held with Commissioner, BMC on 31.03.2016, HRAO expressed their difficulty in paying fees which is more than 15 times of the existing fees, which Commissioner BMC assured to rework on it. 3. In the 3 rd meeting held with BMC Officials on 26.04.2016. Chairman, HRAO expressed his view that Schedule-E, mentioned in Odisha Municipal Corporation Act, for providing Sqr.mtr rate without specifying any area. He suggested that Sqr.mrt area from which solid waste is generating, only to be considered, such as Restaurants, Bars, Convention Centre etc. At the UCCI meeting, Chairman highlighted the following points ; 1. International Flights ; although Bhubaneswar Airport has been declared International, we are yet to have any international carrier operating in the state. 2. Hotel Investment Infrastructure ; Odisha has beautiful tourist places, but do not have a single star category hotel in these places like ; Puri-Konark Marine Drive, Chilika Lake, Satkosia, Satpada, Bhitarkanika, Similipal, Chandipur Beach, Koraput, Phulbani & Daringbadi etc., as a result there is a downtrend in international tourists as well as high-end domestic tourists footfalls in these tourist places. Airport Advisory Committee meeting ; 1. Meeting held on 14.07.2016, Secretary General represented this meeting and suggested that there is a frequent demand from the tourists for Bus connectivity from BBSR Airport to Puri/Konark. In this context, Tourism Dept. assured to look into the matter.

Proposal for 2 nd Odisha Tourism Conclave ; 1. It is decided to hold our 2 nd Odisha Tourism Conclave for which some members have already paid their contribution @ Rs. 2,500/- and other members were requested to kindly pay their contribution at the earliest. Service Tax Legal Fees ; 1. In this regard, 38 members were paid @ Rs. 2,000/- for the said purpose, which was deposited at HRAO s account. Awaiting members opinion. 3 rd Tourism Advisory Committee (TAC) proceedings ; 1. Finalisation of Odisha Tourism Policy-2016 ; It was decided that expeditious steps should be taken for finalization of Odisha Tourism Policy-2016, after vetting by Finance Department. 2. Identification of Tourist Spots ; Tourism Dept. should take expeditious steps for conveningthe meeting under DC-cum-ACS and finalized tourist destinations. 3. Revisit of PVTG Guidelines ; Principal Secretary, Home Dept. advised the stakeholders to raise any issues faced by hotel and travel industry, directly to the Tourism Dept. for redressal. 4. Samuka Beach Project ; The committee was of the view that the project should be expeditiously followed-up. 5. Participation in National / Road-shows ; As per Chief Secretary s advise, Tourism Dept. will take steps to attract more domestic tourists to visit the State. 6. Land Bank ; It was decided that Director Tourism to keep in touch with all RDCs to convene the meetings for the development of Land Bank issue. 7. Development Plan of Chilika Lake ; Chief Executive, CDA intimated that they have taken steps for preparation of Development Plan for Chilika Lake. 8. E-co Tourism Project ; Principal Secretary, Forest & Environment Dept. intimated that a budget provision of Rs. 10.00 crore has been made for Eco-Tourism Projects during current year budget. 9. Make in Odisha event ; This event will be organized by Dept. of Industries & Tourism, Govt. of Odisha in collaboration with DIPP (Dept. of Industrial Policy & Promotion), Govt. of India from 30 th Nov. till 2 nd Dec. 2016. Members are requested to attend this event & make it a grand success.

Finally he requested HRAO to look-after Western Odisha members in all aspects for the growth of Odisha Tourism. Mr. Jonathan Raul, VC, HRAO read-out minutes of the 19 th EC meeting and the same was resolved and passed. Mr. Sujit Ku. Mohapatra, Treasurer read-out his report ; Rs. 21,69,043.00is Fixed Deposit at Bank, Rs. 8,36,018.92is at Bank and Rs. 4,500.00 Cash in hand at Office. He requested all members those were not paid their Annual Membership Subscription fees may kindly clear their dues at the earliest. Also he requested members as well as new members to send their Advertisements & Article for next Tourism Odisha HRAO magazine. Chairman, HRAO expressed his views that since Tourism Policy-2013 had not yet been revised till now. There was an event like Make in Odisha is going to organized by Dept. of Industries & Dept. of Tourism, Govt. of Odisha in collaboration with Dept. of Industrial Policy & Promotion, Govt. of India from 30 th Nov. to till 2 nd Dec. 2016. All members are requested to co-operate in this regard and make it a grand success.

He expressed that IATO Conventionwould be held in Odisha next year, for which Hon ble Chief Minister, Odisha has sanctioned Rs. 1 crore. Also he said, another event like Odisha Travel Bazaar from 24 th, 25 th & 26 th Dec. 2016, which will be organized by Dept. of Tourism, Govt. of Odisha in collaboration with FICCI, New Delhi, for which Rs. 3 crores was sanctioned by Tourism Department. Finally, he expressed his brief moral view about HRAO and informed all members that HRAO always working hard and closely with the Government to reach this level today. So, join hands together can achieve a goal like ; United we stand & Divided we fall. He requested once again all members to co-operate & coordinate with each other time & again to solve our issues arising from time to time. Mr. Dhireswar Sarangi expressed that some members are interested to become a member of HRAO but wants exemption of Admission Fee. In this regard, Chairman informed that the same will be discussed in the next meeting as to how much discount can be given and a policy needs to be worked out. Vote of thanks delivered by Mr. Tarini Prasad Mohanty, VC, HRAO to everybody those were present as well as new members who had joined from Sambalpur, Jharsuguda, Rourkela & Bolangir for their keen interest towards HRAO.This was possible with the co-operation and co-ordination of Mr. Jasbir Singh Hura, Mr. Abhishek Ku. Lath and Mr. Dhireswar Sarangi for their whole-hearted contribution towards making this meeting a success. Especially, he thankedto Mr. Asish Palit, M.D of Hotel Orchard of Jharsuguda for arranging such a wonderful meeting as well as hosting lavish lunch.
