CONTINGENCY PLAN OF VIET NAM October 2014 Presented by : VATM

General At the first meeting of the regional ATM contingency plan task force Asia/Pacific (RACP/TF/1) held in Bangkok, Thailand from 17 to 20 April 2012, the participants had reached to classify various levels of ATS contingency plan according to three levels.

General Level 1: Internal State (Domestic) contingency plans.. Level 3: Region and/or Subregion contingency plans.

General At RACP/TF/3 held in Bangkok, Thailand from 12 to 16 November 2013, Viet Nam had reached preliminary agreement on the agreed to discuss coordinated implemented ATS contingency between with adjacent countries included Singapore, Philippines, Laos, Cambodia and Viet Nam.

Level 1: Internal State (Domestic) contingency plans CAAV official ATS contingency plans was issued in April 2012 which detailed how to implement the ATS contingency plans for all ATC facilities in both Ha Noi FIR and Ho Chi Minh FIR.

Level 1: Internal State (Domestic) contingency plans By March 2014, VATM has launched a revised proposal (version 1) to the ATS contingency plans that focused on additional VHF communications frequency and changing routes and flight levels served ATS contingency plans.

1. Singapore and Viet Nam signed the M.O.M that: Singapore agreed to consider aid in response to the sector 3 and consider the possibility in response to the sector 4 within Ho Chi Minh FIR based communications using CPDLC/HF and ADS-C.

Singapore also suggested HCM ACC not assigned the same flight level on L642 and M771, L625 and N892. It purposed ATS provision safety by Singapore ACC in weather conditions events.

Singapore expected delegated ATS provision to Ho Chi Minh ACC with portion of L642, M771, N884, M768.

Viet Nam also expected delegated ATS provision by Singapore ACC on N892, L625 and portion of M768, M765.

Viet Nam agreed to exchange and/or accept flight operations of ATS provision by Singapore ACC as follow:

Exchanged by L642: Accepted by M771: Exchanged by M768: Accepted by M768: Accepted by N884: at FL360 and FL400 at FL350 and FL390 at FL330 and FL410 at FL300 and FL380 at FL310 and FL350

Viet Nam had promoted HF communications frequency using by 8942,5655 because of Ho Chi Minh ACC ununtilized VHF communications frequency by 133.05MHz and 120.7 MHz within Singapore FIR.

2. Philippine (At RACP/TF/3 ) Philippine suggested to aid ATS contingency implementation by Ho Chi Minh ACC on L625 (ARESI AVMUP) and N892 (MIKIN MIGUG) based on communications using ADS- C/CPDLC. Philippine also agreed to aid in response to the sector 4 of Ho Chi Minh FIR.

Vietnam agreed to exchange and/or accept flight operations of ATS provision by Manila ACC as follow: Accepted by N892: Exchanged by L625: at FL360 and FL400 at FL350 and FL390

Viet Nam had promoted HF communications frequency using by 8942,5655 because of Ho Chi Minh ACC ununtilized VHF communications frequency by 133.05MHz and 120.7 MHz within Manila FIR.

3. Malaysia At the Meeting of Aviation Consultative Committee held in Kuala Lumpur from 15 to 18 September 2014, Viet Nam and Malaysia had reached agreement on the agreed to consider examined ATS contingency plans implementation between Ho Chi Minh ACC and Kuala Lumpur ACC of the next meeting.

Action by the meeting Discuss and clarify the need for harmonization of contingency route structures in the contiguous FIRs of neighbouring States; Discuss any relevant matters as appropriate.
