TENDER NO: KCAA/038/2016-2017 1.0 Introduction The Government of the Republic of Kenya (GoK) through its Agency Kenya Civil Aviation Authority (KCAA) intends to construct an Executive Hostel and a Modern Conference Centre for its training directorate the East African School of Aviation (EASA). As part of the construction of the Executive Hostel and a Modern Conference Centre, consultancy services are required including design, preparation of bid documents and construction supervision. The GOK through its agency, the Kenya Civil Aviation Authority (the Client), now invites proposals to provide the required consultancy services as described elsewhere in these Terms of Reference. The Consultant so selected will render Services which include all activities, whether explicitly named or not, deemed relevant for the successful completion of the design, preparation of bid documents and construction supervision of the Executive Hostel and Modern Conference Centre described in this terms of reference. The consultancy services will be provided through two forms of contract: A lump sum contract will cover the services relating to design, preparation of bid documents and support during procurement A time based contract will cover services relating to construction supervision. East African School of Aviation (EASA) is the training Directorate of the Kenya Civil Aviation Authority (KCAA). The School is accredited by the International Civil Aviation Organization (ICAO) as; a Civil Aviation Training Centre (CATC) for East and Central Africa Region, an Aviation Security Training Centre (ASTC), and IATA authorized training institution. Its main role is to offer training for Aviation personnel to meet National and Regional training needs. 2.0 Need for Executive Hostel and Modern Conference Centre The East African School of Aviation is an ICAO Regional Training Centre of Excellence mandated by ICAO and KCAA to train Aviation professionals for the Regional Authorities and the Industry. The school receives trainees from the 54 African states and beyond. The trainees are forced to rent accommodation outside the school due to lack of appropriate accommodation within the institution. Besides, the City of Nairobi has become a regional hub for business in the region and also in Africa. Many International companies have relocated their African and regional headquarters to Nairobi. Consequently, there has been a lot of business conferences in Nairobi in the last few years. Nairobi still remains a major transit hub for international travelers all over the world. The Jomo Kenyatta International Airport is Kenya s premier airport that is located in Embakasi. Most business travelers into Kenya arrive through this major airport. They are booked in hotels all over the City of Nairobi. However, due to the increased motor vehicles on Kenya s roads, traffic jams on Nairobi s roads are a common occurrence. Page 2 of 5
The business travelers are subjected to the same traffic jams as they get to and from the airport to their hotels. The East Africa School of Aviation is located along Airport North Road, a few minutes from the airport. The school trains about 1500 students per year from across Africa. It is also endowed with ample land and the construction of an Executive hostel and a modern Conference within the institution will be a viable project with a ready client base from the trainees. The facility will be used to augment the training infrastructure already in place and also earn auxiliary income from conferencing and hospitality business around the airport area. 3.0 Scope of Assignment The scope of works for the for the proposed design, construction and supervision of a hostel and a modern conference centre for the East African School of Aviation (EASA) will include but not limited to: General The main activities include but not limited to; carry out investigations, surveys, consultations, estimates, conceptual design, detailed design, construction drawings, carry out Environment Impact Assessment study, preparation of specifications and tender documents, tendering, and selection of contractor, construction supervision reports and production of as-built drawings to meet the specific requirements for all separable parts of the works. Detailed Scope The interested bidders should note that the project will be implemented in two phases; however the detailed requirements/activities to be implemented in each phase will be highlighted at the proposal stage for the bidders who will have met the expression of interest (EOI) requirements. 4.0 Specific Mandatory Requirements: All interested consultants must MEET the following mandatory requirements in order to proceed to the proposal stage. Firms legal status Company profile/history, contacts, products/services Certificate of registration/incorporation, physical address, management and organization structure. Attach the documents mentioned. ii. Minimum of five (5) years A brief overview of at least five (5) similar projects experience in implemented successfully with contact persons and implementation of similar references from Organizations i.e. provide copies of systems contracts, LPOs, completion certificates etc. iii. Demonstration of bidders Detailed description and designs of bidders understanding and capability to undertake the project understanding of the assignment, how the bidder proposes to undertake the assignment and expected Page 3 of 5
iv. Introduction and confirmation of technical capability, reliability and guarantees of good performance. components of the project following the scope in 1 above. At least three (3) letters of introduction, recommendations of good performance and guarantees from clients, agencies, manufacturers where applicable etc. v. Fulfilment of social obligation Attach a valid/current tax compliance certificate. vi. Demonstration of Competence and qualifications of the following key professional /Technical Staff for the assignment of design, construction and supervision of a modern conference Centre for EASA. (i) Team Leader (ii) Project Architect (iii) Civil Engineer (iv) Quantity Surveyor (v) Electrical Engineer (vi) Mechanical Engineer- a) Registration with the relevant/respective professional bodies (attach valid practicing certificates) b) Attach signed current CV s and valid copies of academic and professional certificates showing the competencies and skills of the indicated technical staff and project managers who have been involved in the implementation of similar assignments as regards to (ii) above. NOTES ON THE CONSULTANTS TEAM S The Consulting firm shall provide a team who are registered/ accredited with a body officially recognized in the country of origin of the individual consultant. As a minimum, the team indicated above will comprise professional staff with the following qualifications and competencies: Team Leader: The Team Leader shall be architect with a recognized university degree in Architecture and having post registration experience of at least 10 years. The Team Leader should be registered/ accredited by an official body. Project Architect: The Project Architect shall be an architect with a recognized university degree in Architecture and having post registration experience of at least 10 years. The Project Architect should be registered/ accredited by an official body. Civil Engineer: The Civil Engineer shall be required to have a recognized university degree in Civil Engineering and having post registration experience of at least 10 years. The Civil Engineer should be registered/ accredited by an official body. Fluency in both written and spoken English is essential. Quantity Surveyor: The Quantity Surveyor shall be required to have a recognized university degree in Quantity Surveying and having post registration experience of at least 10 years. The Quantity Surveyor should be registered/ accredited by an official body. Electrical Engineer: The Electrical Engineer shall be required to have a recognized university degree in Electrical Engineering and having post registration experience of at least 10 years. Mechanical Engineer: The Mechanical Engineer shall be required to have a recognized university degree in Mechanical Engineering and having post registration experience of at least 10 years. Interested consulting firm (s) with relevant qualification and experience are invited to submit their expression of interest (EOI) for this assignment. The client will prepare a shortlist of candidates to be selected on the basis of the expression of interest to which the client will send Request for Proposals.
