Eagle P3 Project The first transit project of its kind in the U.S. A 34-year Public-Private-Partnership (P3) Concession in which Denver Transit Partners performs design, build, operations and maintenance, and provide partial financing Three commuter rail lines (A, B & G), rolling stock (trains), & maintenance facility (CRMF) Project cost: $2.1 billion total, $1 billion Full Funding Grant Agreement (FFGA), TIFIA loan, regional sales tax Regulatory agencies: Federal Transit Administration (FTA), Federal Railroad Administration (FRA), and Colorado Public Utilities Commission
Eagle P3 Current Project Status University of Colorado A Line opened in April 2016 Average weekday ridership 22,500 ~94% on-time performance year to date (RTD Board adopted goal is 90%) 12 at grade crossings with 2 attendants at each crossing 24/7 B Line opened in July 2016 Average weekday ridership 1,800 ~98% on-time performance year to date 1 private crossing, attendants removed October 16 (FRA approval) G Line is fully built since 2016, ready for final testing, was scheduled to open in October 2016 (over $500 million infrastructure investment) 16 grade crossings (including1 private), 15 crossings with 2 attendants each 24/7 for 4-6 freight movements a day using similar grade crossing controls as before the Eagle Project RTD petitioned the PUC in May 2017 to remove crossing attendants, denied by Commission
Eagle P3 Current Regulatory Status FRA issued a 5-year waiver for the University of Colorado A Line and the B Line on September 28, 2017 (essentially accepting grade crossing design and operation) FRA issued a conditional approval for RTD to complete testing on the G Line, including crossing systems on October 11, 2017 FRA approved removal of crossing attendants on the B Line private crossing on October 16, 2017 RTD submitted motions to amend 3 crossings on the University of Colorado A Line. The Commission denied the motions on the September 27, 2017 docket (except for certain civil items) RTD submitted motions to amend the G Line crossings to complete grade crossing testing. The Commission denied the motions on the September 27, 2017 docket Commission had further discussion on RTD motions on the October 4, 2017 docket RTD received written orders from the Commission on October 25, 2017 Commission approved RTD s request for Triple R hearing All University of Colorado A line and G line crossing gates have been combined The amount of time needed for the rehearing process to proceed has been shortened The hearing will be assigned to an Administrative Law Judge
