A success rate of reproduction of both Golden Eagle and Mountain Hawk-Eagle is declined remarkably (compared in 5 years). The aim and the procedure of joint management and the system of decision-making are determined.(concluded at 30/03/2003, the system of council for the matter about the permission in the area is included.) The project draws up the plan per area for the research and the conservation of the forest and of the mountain stream environment. (the restoration by conserving the force to promote the process of forming the environment in accordance with the potential of ecosystem.) The project aims to build the place to learn, work, and enjoy, and it is designed that living and visiting the project area leads to the practice of nature conservation and the partnership. 12 6

As a model case of restoration of the nature in Japan 13 The project is effective for the new strategic plan of CBD, especially for the following points 1Stimulation of the sense of people (Object 1) 2Aim in the sustainable and conservation style of forestry and management of the forest. (Object 6, 7) 3Changes from the reserved area as simply area to the reserved area with the effective management. (Object 11) 4Effective conservation of the habitat of endangered species.
