Proposed Environmental Protection Area Designation The proposed amendment to Map A 1 to the Official Plan (Land Use - West Clarington South Rural Area) includes the Environmental Protection Area (EPA) designation on three distinct areas of OPG's Darlington Nuclear site (Attachment 1). The policies being introduced under this designation would not allow for development on lands within this designation. OPG has a specific concern with the introduction of the EPA designation on lands identified for the New Nuclear at Darlington (NND) site along the Lake Ontario shoreline. As you know, should the NND project proceed, as described in the Environmental Assessment, the project would require the leveling of the bluffs along shoreline in the area proposed to be designated EPA. The Canadian Nuclear Safety Commission ("CNSC") issued the Site Preparation Licence (PRSL- 18.00/2022) for NND which includes specifically Licensed Activities (IV) (i) c), "excavation and grading of the site to a finished elevation of approximately + 78 mast (metres above sea level)." Prior to any site preparation activity taking place at site, the Licence Conditions Handbook (LCH PRSL-DNNP-R001) sets out the compliance verification criteria and associated licence conditions that must be fulfilled to satisfy the CNSC before permits are approved. Given the above, the inclusion of the EPA designation on this portion of the Darlington site would appear unnecessary and may create uncertainty with respect to current permissions for the NND Project. Consistent with our previous comments, we respectfully request that the EPA designation along the Darlington site shoreline be removed from Map A 1.
2 Proposed Map K Trails Clarington The proposed trail route that is shown on Map K through the Darlington Nuclear site (Attachment 2) does not align with the official Great Lakes Waterfront Trail route published by the Waterfront Regeneration Trust (Attachment 3). OPG staff has been working with Municipality of Clarington staff on the preparation of a new license agreement that is consistent with the Great Lakes Waterfront Trail route mapping. This route has recently been paved from Crago Road in the west to the east side of Holt Road as part of the recently realignment of Energy Drive. We request that Map K be revised to reflect the official Great Lakes Waterfront Trail route published by the Waterfront Regeneration Trust, as shown in Attachment 3.
